Two Suspects Arrested on DUII and Weapons Charges During Friday Morning Traffic Stop

On Friday, April 13, 2018, at 1:39 a.m., Central Precinct officers observed a blue Lincoln Town Car speeding in the area of Southeast Powell Boulevard and Southeast 20th Avenue.

An officer performed a traffic stop on the Lincoln Town Car. During the traffic stop an officer observed evidence that the driver was operating the vehicle under the influence of intoxicants and another officer viewed a firearm in the vehicle. As the investigation continued, officers located two loaded firearms, a knife, handcuffs, pepper spray, a baton, seven grams of cocaine and $1000.00. The items and money were seized as evidence (a photograph of the evidence has been provided with this release).

Officers took two suspects into custody in relation to this investigation. The driver and passenger of the Lincoln were identified as 50-year-old Khomphakanh Vondara and 34-year-old Micah R. Rascoe, respectively.

Vondara and Rascoe were lodged at the Multnomah County Jail. Vondara was lodged on charges of Driving Under the Influence of Intoxicants and Reckless Driving. Rascoe was lodged on two counts of Felon in Possession of a Firearm, three counts of Carry Concealed Weapon, two counts of Possession of a Loaded Firearm, one count each of Felon in Possession of a Restricted Weapon, Theft in the First Degree, Possession of Cocaine, and Delivery of Cocaine.
