Investigation Continues in Sunday Afternoon Officer Involved Shooting

The Portland Police Bureau, East County Major Crimes Team, Multnomah County District Attorney's Office and City of Portland's Independent Police Review continue to investigate the officer-involved shooting that occurred on Sunday, January 6, 2019, at a residence in the 9600 block of Southeast Market Street.

The Oregon State Medical Examiner's Office performed an autopsy on the deceased this morning. The deceased's name and cause of death will be provided once his next of kin are notified.

The involved Portland Police Bureau Officer has been identified as Officer Consider Vosu, a one year and eleven month veteran of the Police Bureau. The officer has been scheduled for an administrative interview with Portland Police Bureau Internal Affairs Division investigators within 48 hours of the shooting. Per Bureau policy and in accordance with case law, the information gathered during the Internal Affairs interview will not be disclosed to Homicide Detail Detectives or the Multnomah County District Attorney's Office. Information regarding the Internal Affairs Interview may be provided after the Multnomah County District Attorney's Office's investigation and court proceedings have concluded.

Investigators have learned that the suspect, a 36-year-old man, arrived at a residence in the 9600 block of Southeast Market Street on Sunday afternoon. A resident at the location called 911 and reported that a subject was outside of the caller's home and would not leave the property even after the resident directed the subject to leave.

An officer arrived at the location and located the suspect, who entered the residence reportedly without permission. The officer, the resident and the suspect were inside the residence when the shooting occurred. Based on witness statements and physical evidence, detectives believe the officer deployed his Taser. Detectives believe the Taser was not effective and the officer then fired his duty firearm, striking the suspect.

Immediately after the suspect was injured, the officer requested emergency medical responders to the location. Responding cover officers provided the suspect with emergency medical first aid until medical personnel arrived on scene and transported him to a Portland hospital by ambulance, where he was pronounced deceased.

During the investigation, a knife was located inside the home and seized as evidence. (A photograph of the knife is provided with this press release.)

Following the Multnomah County District Attorney's investigation and court proceedings, additional information will be released as appropriate.

As part of the use of force review process, the Bureau will conduct an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is comprised of community members, Bureau members and representatives from the Independent Police Review.
