Lucas Ebert sentenced to 17 years in prison for child sex crimes, elder financial abuse

Today, Multnomah County District Attorney Rod Underhill announced 28-year-old Lucas Ebert received a 17 year prison sentence following an extensive investigation conducted by the Gresham Police Department and the Multnomah County Multidisciplinary Child Abuse Team.
"In his lifetime, [Lucas Ebert] has left a depressingly long string of victims in his wake. Since his first felony adjudication in 2005, the defendant has victimized and financially devastated friends, family, strangers, customers and businesses,” Multnomah County Deputy District Attorney Chuck Mickley, who prosecuted Ebert, said during Monday’s sentencing hearing.
An indictment filed in 2017 charged Ebert with sexually abusing a minor child and videotaping the abuse.
During that investigation, law enforcement discovered Ebert was operating a construction business without appropriate licensure. Law enforcement learned that Ebert was involved in a relationship with a woman who was older than 65, and determined he was committing elder financial abuse. A separate indictment was filed under case number 18CR2229.
The investigating detective concluded that Ebert had stolen approximately $175,000 from the adult victim.
On November 9, 2018, Ebert pleaded guilty to aggravated theft in the first degree, contracting without a valid license, identity theft, witness tampering, using a child in a display of sexually explicit conduct, four counts of sexual abuse in the first degree and one count of invasion of privacy in the first degree.
By pleading guilty, Ebert admitted that in June 2016, he unlawfully and knowingly committed theft of more than $10,000; that he agreed to perform construction work without a license from the Oregon Construction Contractors Board; and that he, with the intent to deceive, obtained the personal identification of another person to commit witness tampering.
Additionally, Ebert admitted that in April 2017, he unlawfully and knowingly induced a female, under the age of 14, to engage in sexually explicit conduct. Furthermore, Ebert admitted that he unlawfully and knowingly subjected the child victim to sexual contact by touching intimate parts of her body on multiple occasions.
In addition to his 17 year prison sentence, Ebert was ordered to register as a sex offender, pay $2,894 to CARES Northwest, Multnomah County’s child abuse assessment center and pay $60,000 in restitution and fines to three separate victims.
This case was investigated by the Multnomah County Multidisciplinary Child Abuse Team, which includes representatives from local law enforcement, public schools, hospitals, courts, health departments, the Oregon Department of Human Services (DHS), and the Oregon Department of Employment Child Care Division.
The Multnomah County District Attorney’s Multidisciplinary Child Abuse Team is responsible for reviewing and coordinating all child abuse and neglect cases in Multnomah County. The team also handles all child homicides, felony child physical abuse cases, felony child abandonment cases, custodial interference cases, and felony sex crimes where the victim is currently under the age of 18 and where the perpetrator is determined not to be a stranger to the child.
