U.S. Attorney's Office - District of Oregon PORTLAND, Ore.—An Italian man unlawfully residing in Oregon was sentenced to federal prison yesterday for his role in a large multi-state criminal conspiracy that stole more than $2.4 million dollars of benefits from hundreds of low-income and food insecure individuals and families.   Giovanni Spirea, 29, was sentenced to 24 months in federal prison and three years of supervised release. He was also ordered to pay $61,874.32 in restitution.   According to court documents, from August 2023 to October 2024, Spirea and his co-conspirators used electronic skimming devices to steal Supplemental Nutrition Assistance Program (SNAP) benefits, encoded the stolen data on cloned Electronic Benefit Transfer (EBT) cards, and illegally purchased items with the stolen benefits. Spirea shared stolen account information with other members of the organization, who, along with him, used the stolen benefits to purchase large quantities of infant formula...

U.S. Attorney's Office - District of Oregon PORTLAND, Ore.— Brian Keith Kapileo Nepaial, 38, of Aloha, has been charged by criminal complaint with pointing a laser at a U.S. Customs and Border Protection (CBP) Helicopter and possessing methamphetamine with the intent to distribute.   According to court documents, on October 3, 2025, a CBP helicopter was struck by a green laser, causing it to abort its planned landing. The flight crew observed an individual walking near a residence and disappearing. The Federal Bureau of Investigation (FBI) identified the residence and, on October 10, 2025, executed a federal search warrant at the residence. Douglas Co. Sheriff's Office TILLER, Ore.  - Deputies and Search and Rescue crews are currently searching for a missing person who is considered to be at risk. 18-year-old Kayleigh Ann Procup is 5'6", 135 lbs, with red hair and hazel eyes. She was last known to be wearing a gray shirt and black leggings. Kayleigh has two prosthetic legs, several missing fingers, and a cleft palate. She speaks with a heavy lisp and is reported to be developmentally delayed, cognitively operating at a pre-teen level. Kayleigh left her residence on South Umpqua Road on foot at approximately 2:00 p.m., accompanied by a small white dog. She may have been walking to a friend's house on Crume Ranch Lane in Tiller.
