Seaside resident arrested for child pornography

City of Seaside   Seaside, Ore. – March 25, 2019 –  On March 22, 2019, the Seaside Police Department executed a search warrant at 850 Oceanway Street in Seaside. The search warrant was obtained based on an investigation involving the possession of child pornography obtained from online sources. Detectives arrested David Norman Stanley Hall, 50, of Seaside for encouraging child sex abuse, using a child in display of sexually explicit conduct, and possession of child pornography. Hall was taken into custody and is currently being held at the Clatsop County Jail. There is no information at this time to indicate that the victims are local to our area, but rather that the content was obtained from multiple online sources. Detectives Seek Tips on Weekend Robbery

Jackson County Sheriff's Office WHITE CITY, Ore. – Jackson County Sheriff’s Office (JCSO) detectives are investigating an early-morning robbery that occurred over the weekend.  Detectives say it happened at a property where cannabis production is taking place. On Saturday, March 23, 2019, at 2:12 a.m., JCSO deputies responded to a 911 report of a strong-arm robbery in the 3200-block of Dodge Road.  The occupants were restrained by at least two armed men.  The suspects reportedly stole property from the residence and fled in a vehicle before JCSO deputies arrived.  The suspects were described as white (possibly Hispanic) men, approximately six feet tall, wearing dark clothing and tactical gear. Detectives say the location was specifically targeted for the robbery; there is no apparent threat to the general public.  No further information is currently available for release due to the ongoing investigation. Salem Police Dept. Investigators have identified Alejandro Rodriguez Chavez, age 17 of Beaverton, as the passenger who died in the car crash on Fairway AV SE on Saturday morning. All occupants are from the Beaverton area and had left a party in Salem shortly before the crash occurred. No arrests have been made and the case is still under investigation. Salem Police Traffic Team Investigation Early Morning Fatal Crash

Salem Police Dept. On Saturday, March 23rd 2019 at approximately 4:15 AM, Salem Police Department and Salem Fire responded to a 911 call of a vehicle that struck a tree in the 6600 block of Fairway Avenue SE.  When officers arrived they found the vehicle had in fact struck a tree and that the vehicle was occupied by five juveniles all ranging between the ages of 14 years old to 17 years old.  Four of the juveniles were transported to the Salem Hospital and to Portland area hospitals.  Unfortunately, one passenger, a 17 year old, was found dead at the scene.  Next of kin has been notified.  The Salem Police Traffic Team is investigating.  Fairway Avenue SE between Rees Hill Road SE and Lexington Circle SE remains closed at this time, and is expected to reopen within the next hour.  It does appear speed was at least one of the contributing factors.  This is an going investigation, thus no further information will be provided until a later date.

Armed Robbery suspects attempt to elude, crash vehicle, and one person dies - Marion County

Oregon State Police On Thursday, March 21, 2019 at approximately 6:21 P.M. Oregon State Police Troopers located a vehicle reported stolen from Eugene on Interstate 5 in the Albany area.  The vehicle and the occupants were also of interest in multiple armed robberies in the Eugene area.  Troopers attempted a traffic stop and the vehicle attempted to elude.  The vehicle lost control on Hochspeier Road near the intersection of Hwy 164 (Jefferson Highway) milepost 1 just north of the City of Jefferson and rolled several times.  One occupant of the vehicle sustained fatal injuries and was pronounced deceased.  Two other occupants were transported to Salem Hospital with serious injuries.  A criminal investigation continues into the occupants of the vehicle for multiple armed robberies by the Eugene Police Department.  The single vehicle crash is being investigated by Marion County Sheriff's Office with a crash reconstruction team made up of OSP, Marion County S.O. and Ke

Roseburg Police Dept Our Douglas County Major Crimes team investigated the shooting by Ingram Books on March 9th, 2019, where a suspect in a stolen vehicle exchanged gunfire with Douglas County Sheriff’s Deputies and an Oregon State Police Trooper.  The Major Crimes Team and Douglas County District Attorney’s Office submitted evidence to a Douglas County Grand Jury on March 20th, and the Grand Jury found the use of force by law enforcement personnel was justified. Douglas County District Attorney Rick Wesenberg, Roseburg Chief of Police Gary Klopfenstein, Douglas County Sheriff John Hanlin and Oregon State Police Lt. Sheriff's Office Seeks Information on Missing Myrtle Creek Man

Sheriff's Office UPDATED RELEASE 03/21/2019 RIDDLE, Ore. -  On Wednesday, March 20, 2019, at 11:46 am, the Sheriff's Office was alerted by a citizen that a Dodge pickup had been found burned approximately 6 miles up West Fork Cow Creek Road outside of Riddle.  Deputies and investigators from the Sheriff's Office arrived and determined the vehicle to be that of Justin Grant Bibow, who had previously been reported missing. After searching the area, Bibow was located deceased away from the vehicle. Redmond Police Dept.  - 03/20/19  Redmond, OR – On Monday, March 18, 2019, at approximately 11:40 p.m. Redmond Police contacted 18-year-old Devin Knight in downtown Redmond.  During the contact, the officer noted Knight had silver paint on his hands.  Knight was free to leave at that time, as officers could not immediately link him to any crimes. The next morning, March 19, Officers searched the downtown corridor and located a significant amount of fresh silver colored graffiti, in addition to reports of graffiti coming in from various locations in Redmond.  Officers worked with a downtown business obtaining video surveillance of a person applying graffiti within the past week.  Knight was identified as the person in the video. At approximately 11:00 a.m. Knight was contacted at a residence in Redmond.  Officers were able to link him to an additional 24 graffiti incidents throughout Redmond as a result of the investigation. Possession of stolen vehicle arrest Waldport, Oregon

Lincoln Co. Sheriff's Office On March 18, 2019 at about 6:33 AM, Lincoln County Sheriff's Deputies were dispatched to a report of a vehicle parked in front of the gas pumps at the Chevron Gas station in Waldport, Oregon.  The caller reported the male subject was sleeping in the vehicle and refused to leave when asked. A license plate for the subjects vehicle was provided and deputies learned the vehicle was entered as a stolen vehicle out of Florence, Oregon.   Deputies arrived on scene, contacted the occupant of the vehicle and took him into custody without incident.  The occupant of the vehicle was identified as Jason Levi Wright, 45, of Florence, Oregon.  Wright was transported to the Lincoln County Jail where he was lodged for Possession of a Stolen Vehicle, bail was at $50,000.

Douglas Interagency Narcotics Team (DINT) On Tuesday, March 19th, 2019, DINT Detectives arrested 47 year old Joseph Paul Minnick, of Winston.  Minnick has been the subject of an ongoing investigation regarding drug activity. At approximately 11:00 AM, DINT Detectives requested the help of the Roseburg Police Department to effect a traffic stop on a brown Toyota pickup operated by Minnick.  A traffic stop was made on Stewart Parkway near Airport Road in Roseburg.  DINT also requested the help of the Roseburg Police Department's drug detection K-9, "Trapper".   Officer Derrick responded to the scene and deployed Trapper to the vehicle.  Trapper alerted to the presence of narcotics in the vehicle.  Detectives located over a half pound of methamphetamine, as well as other drug paraphernalia in the vehicle.   Minnick was lodged at the Douglas County Jail on charges of Unlawful Possession of Methamphetamine, and Unlawful Delivery of Methamphetamine.   Another gr

PPB's Major Crash Team Responding to Hit and Run Traffic Fatality-Pedestrian Killed

Portland Police Bureau On Tuesday, March 19, 2019, at 6:59 A.M., Central Precinct Officers responded to reports of a pedestrian struck at Southwest Carson Street and Southwest 45th Avenue. The pedestrian, an adult female, who was struck was pronounced deceased after life-saving efforts were unsuccessful. The vehicle believed to be involved was described as a red or burgundy older van. It was last seen Northbound on 45th Avenue after the crash. The Portland Police Bureau's Traffic Division's Major Crash Team was activated to investigate the crash. 45th Avenue from Garden Home to Carson Street is closed completely and is expected to remain so for 4-6 hours while this incident is investigated. Fatal vehicle crash on Hwy 140 - Klamath County

Oregon State Police  On Monday, March 19, 2019, at approximately 3:54 P.M. Oregon State Police and emergency personnel responded to the report of a two vehicle crash on Hwy 140 and the intersection of Bliss Rd. Preliminary investigation revealed that a  Ford Ranger PU, operated by Chelsea Ridenour (29) of Malin, was traveling on Bliss Rd. and failed to stop at the stop sign at Hwy 140.  A Ford Explorer was traveling on Hwy 140, operated by Frederic Rouviere (59) of Bly, and a collision occurred. Rouviere sustained fatal injuries and was pronounced deceased at the scene. Ridenour and her juvenile male passenger were transported to the hospital with injuries. Cynthia Schmidt (59) of Bly, passenger in the Explorer, was transported to the hospital with injuries. Oregon State Police was assisted by the Klamath County Sheriff's Office, Klamath County Fire, and Air Link. Investigation is continuing.

Roseburg Man in Custody Following Two Week Standoff

Douglas Co. Sheriff's Office ROSEBURG, Ore. –  A Roseburg man is lodged in the Douglas County Jail this evening after a two-week stand-off with law enforcement, which has ended peacefully. On Monday, March 4, 2019, Douglas County Circuit Court issued a court order which mandated 42 year-old Stephen Adam Cain to turn over custody of his 3 year-old daughter to law enforcement. Cain refused to allow the order to be served or to comply with the court order, barricading himself inside his home in the 100-block of Willamina Court in Roseburg and holding his daughter captive. Cain made statements and threats against law enforcement should they attempt to force entry into the home to enforce the order. At no point did law enforcement deem Cain to be an imminent threat to citizens or neighbors. Beginning on March 4th, negotiators attempted to work with Cain to submit and turn the child over to authorities per the court order. During the course of a two-week period, negotiators continu

Oregon State Police  On Monday, March 18, 2019 at approximately 12:18 A.M. Oregon State Police and emergency personnel responded to the report of a single vehicle crash on Hwy 99 near milepost 10. Preliminary investigation revealed that a 1987 Toyota pickup truck failed to negotiate a curve, went off the road, and came to rest in Birdseye Creek.  The male driver sustained fatal injuries and was pronounced deceased. OSP was assisted by Rogue River Fire District, Rogue River PD, Jackson County Sheriff's Office, and ODOT.

Single Vehicle Fatal Crash Hwy 30 milepost 92- Clatsop County

Oregon State Police  On March 15, 2019, the Oregon State Police responded to a single vehicle crash on Hwy 30 near milepost 92 in Clatsop County. A 2008 black Jeep Liberty, driven by Windy Olive Jenkins, 47-year-old, was traveling eastbound on Hwy 30, when she left the roadway for an unknown reason and continued down the embankment into a tree.  The driver sustained fatal injuries as a result of the crash.  The investigation is ongoing. OSP was assisted by John Day Rural Fire Department, Clatsop County Sheriff’s Office, Astoria Police Department, Medix Ambulance, and Oregon Department of Transportation.

Three People Transported to Hospital After Morning House Fire

Clackamas Fire Dist. #1 At 7:22 a.m. firefighters were dispatched to a report of a residential fire in the 6400 block of Fern St. in Portland.  While responding, a large column of black smoke was visible and the response was upgraded to full first alarm to get more resources on scene.  Upon arrival, crews were met with a single family home that had heavy fire involvement and a large amount of thick black smoke.  Firefighters quickly when to work to extinguish the fire, ventilate the structure and search the building to ensure everyone was out. The search was completed and determined that everyone had made it out safely. To search this house, firefighters used a technique known as Vent Enter Search, where they enter the rooms that are not directly impacted by the fire and have the highest chance of survivability. Often and in this case, the firefighters are entering the building without the protection of a hose line.  This is a high risk technique that is used to quickly search room

Child dies in Fatal Vehicle crash at the intersection of Hwy 99W and Airlie Road- Polk County

Oregon State Police On March 13, 2019, OSP investigated a fatal crash involving 2 vehicles in the intersection of Hwy 99W and Airlie Road.  A white 2017 Toyota Camry driven by Kayla Marie Carter, 30-years-old, was eastbound on Airlie Road approaching the stop sign at Hwy 99W, when for unknown reasons the driver did not stop at the stop sign.  A blue 2006 Subaru Legacy, driven by Jessica Renee Cornett, 21-years-old, was traveling northbound on Hwy 99W, when she struck the Camry.  The 13-year-old passenger of the Camry was pronounced deceased at the scene. The investigation is still ongoing. OSP was assisted by the Polk County Sheriff's Office, Polk County Fire, and Oregon Department of Transportation.

Oregon State Police is requesting that anyone who may have seen an altercation between the victim vehicle, a beige 1992 Honda Accord, the suspect vehicle, a late model silver four door sedan (possibly a Ford) with no license plates, and possibly a third vehicle with no description. The three vehicles were observed traveling westbound on Harvard Ave. just east of I-5 and then turning onto the southbound onramp to I-5 from Harvard Ave. Oregon State Police is asking anyone that may have observed this altercation with the three vehicles or with any information regarding this incident to contact Oregon State Police at OSP. Sheriff's Office Arrests Stayton Man for Murder

Linn County Sheriff's Office   Linn County Sheriff Jim Yon reports that on March 16, 2019 at approximately 9:50 p.m., the Linn County Sheriff’s Office received a call from METCOM 911 regarding an assault in the 41600 block of Stayton Scio Road near Stayton.  The caller hung up the phone before any additional information could be obtained. As deputies arrived at the location, they saw a person running into the residence and a person laying in the driveway.  Robert Nelson, 74,  contacted deputies outside the residence.  Robert informed deputies that his grandson, Joshua Elbert Nelson, 22,  was the person who ran inside the residence.  His son, Timothy Dean Nelson, 50,  was laying on the ground.  All three Nelsons live at this residence.  Deputies checked Timothy Nelson’s welfare and found he had died as a result of homicidal violence.  Deputies attempted to communicate with Joshua Nelson, but he would not respond to their requests.  The Linn County Regional SWAT Team was called to

St. Patrick's Day Helicopter Crash in Newberg Leaves Two Lucky Occupants

Newberg-Dundee Police Dept. On March 17, 2019 at 4:12pm, Newberg-Dundee Police Department responded to a helicopter crash in a field on the southwest corner of Hwy 219 and NE Bell Rd in the city limits of Newberg. Upon arrival, both occupants of the aircraft had exited on their own, miraculously without injury.  The helicopter sustained major damage.  The pilot, Robert Taylor (46 years, from Washington), was accompanied by his brother, Aaron Taylor (43 years, from Beaverton).  While in flight from Beaverton to McMinnville, the aircraft lost power and an emergency landing was conducted.  The pilot’s quick thinking and extensive flying background can be credited for their survival of this crash.  Additionally, no property on the ground was damaged. Tualatin Valley Fire & Rescue responded and found the scene free of fire or fuel leaks.  The Federal Aviation Administration and National Transportation Safety Board was contacted.  The aircraft was released back to the pilot at

Oregon State Police  - 03/17/19  On Sunday, March 17, 2019 at approximately 12:00 P.M. Oregon State Police and emergency personnel responded to the report of a shooting that had occurred on Interstate 5 southbound near milepost 124.  Witnesses reported a subject in a late model silver four door sedan, possibly a Ford, with no license plates shot a male subject in another vehicle while traveling southbound at that location. The victim was transported to Mercy Medical Center in Roseburg for treatment of a gunshot wound. He was pronounced deceased at the hospital. The suspect vehicle continued on Interstate 5 southbound from milepost 123. A witness described the driver of the silver car as a male in his 30's wearing a red baseball cap. Police Investigate Fatal Collision

Gresham Police Dept Gresham, Ore.— Last night at approximately 11:41 p.m., police responded to a collision involving a motorcycle on Hogan Dr. just north of Division St. The motorcycle was travelling northbound on Hogan Dr. when it collided with a vehicle that had been travelling southbound and was turning into a business parking lot. The motorcyclist was deceased at the scene. The driver of the vehicle was cooperative with investigators. Police are still investigating the circumstances of the crash. Salem Police SWAT Responds to Barricaded Suspect

Salem Police Dept.  - 03/16/19  On March 16th 2019 at approximately 6:30PM a Salem Police Officer attempted to make contact with a person, whom they knew to be Jessie Guajardo, 30 years old from Salem.  Guajardo was known to have felony warrants out for his arrest.  When the officer attempted to make contact with Guajardo, he fled on foot to elude capture.  The officer exited their patrol vehicle and pursued Guajardo on foot.  During the foot chase, the officer lost sight of Guajardo.  While the officer was trying to locate the suspect, Guajardo made his way back to the original location where the officer first attempted contact with him and stole the officer's patrol vehicle.  Patrol Officers were able to quickly locate the stolen police vehicle, which Guajardo had abandoned near 23rd Street SE and Simpson Street SE.  During the course of their investigation, officers were able to determine Guajardo was in a home in the 2200 block of Simpson Street SE.  Attempts by patrol office

Arrest made in Encouraging Child Sex Abuse

Bend Police Dept. On March 13, Bend Police Detectives in assistance with Sunriver Police Department  became aware of a person inside Sunriver, Oregon downloading images depicting child pornography. The investigation revealed the images were downloaded at the residence in the 17000 block of Wickiup Lane.  Further investigation identified a local school bus driver, Karl Trinrud, as a possible suspect. On March 15, Bend Police Detectives and Sunriver Police Officers executed a warrant at Trinrud’s residence.  Trinrud had been in contact with the Bend Police Detectives and was identified as the suspect who had downloaded the images in question. Administration with the Bend-La Pine Schools was notified of Trinrud’s involvement in the case and his arrest today.  Trinrud was transported to the Deschutes County Adult Jail where he was lodged on three counts of Encouraging Child Sex Abuse in the First Degree.  Bend Police are continuing the investigation and additional charges cou

Redmond Police Arrest Two on Drug Sales Charges

Redmond Police Dept.  - 03/17/19  Redmond, OR- On Friday, March 15th, a Redmond Police Officer contacted Krystaal Bulkley, 37-yrs of age, at her residence located at 1561 SW Canyon Drive, Redmond. Bulkley was taken into custody on Identity Theft and Forgery charges related to on-going investigations. Upon Bulkely's arrest, she was found to be in possession of heroin. As Bulkley was being taken into custody, her boyfriend, Charles Mansfield, a 29-year old Redmond resident, ran from the driveway into the house. It was then learned Mansfield had outstanding felony warrants out of the Oregon State Parole Board. Officers on scene developed information regarding a loaded shotgun in the house. Mansfield is known to law enforcement for eluding capture and violence towards the law enforcement. Efforts to negotiate with Mansfield regarding his surrender were unsuccessful. MYRTLE CREEK, Ore.  - The Sheriff's Office is seeking information from the public regarding a missing Myrtle Creek man.  29 year-old Justin Grant Bibow last had contact with family and friends on Sunday, March 10, 2019. He was reported missing to the Sheriff's Office on Tuesday, March 12th at 3:40 PM.  Deputies have been investigating the report and have entered Bibow into a nationwide database as missing. Attempts to locate Bibow have been unsuccessful. Deputies have learned that prior to being reported as a missing person, a Salem Police Officer (Oregon) conducted a computerized records check on Bibow on Monday, March 11, 2019 at 2:27 AM. Bibow could possibly still be in the Salem, Oregon area.  Bibow is described as 5'10'' 320 lbs with hazel eyes and brown hair. Chan pleaded guilty to Using a Child in a Display of Sexually Explicit Conduct, two counts of Second-Degree Rape, Second-Degree Sexual Abuse and Third-Degree Sexual Abuse. The convictions represent the sex abuse of five victims between 12-16 years old. The defendant was a stranger to all the victims and targeted the young girls on social media. Deputy District Attorney Allison Brown prosecuted the case against Chan. Beaverton Police Detective Maggie Brown began investigating the defendant in late 2017. The initial report involved two victims who were sexually assaulted by the defendant when they were 16. The crimes were similar in that the defendant contacted the children online, met them in person and engaged in unwanted sexual conduct. Medford Police Dept.  - 03/14/19 On March 14th, 2019, at about 6:46 a.m., officers responded to Providence Hospital, after learning a 22 year old male had been dropped off at the emergency room with a single gunshot wound. Upon arrival, officers learned the individuals who dropped the victim off had left the scene. Detectives are continuing the investigation but information to the public is limited at this time. Multnomah Co. Sheriff's Office The Multnomah County Sheriff’s Office, in partnership with Crime Stoppers of Oregon, is asking for the public's help to solve a 2015 missing person investigation. In March of 2015 Tiffany Bettis (aka Melinda Smith) went missing.  At the time she maintained a home in Fairview, Oregon and also lived in Roseburg, Oregon.  She was reportedly last seen at the Quality Inn in Gresham around March 2nd, 2015. She left behind three children and a large family that continues to miss her.  Multiple people have reported to investigators that they believe Tiffany Bettis never would have left behind her children willingly.  The Multnomah County Sheriff’s Office is seeking any information about Tiffany Bettis and her disappearance.  Foul play has not been ruled out. Police K9 captures suspect from domestic disturbance

Roseburg Police Dept.  -   On March 11th, 2019 around 2000 hours, Roseburg Police Officers responded to a domestic disturbance in the 200 block of SE Fowler Street in Roseburg.  The male suspect fled prior to police arrival.  During the investigation it was alleged the male threatened the female with a machete and a pellet rifle.  When the female tried to call for help, the male tackled her and unsuccessfully tried to take her phone.  The male then fled the residence. K9 Nike was deployed to search for the male, and started tracking to a nearby alley.  The track continued to an adjacent street where the male was found.  When confronted with K9 Nike, the male surrendered and was taken into custody without further incident for the crimes of Menacing, Harassment and Interfering with Making a Report. James Johnson  was lodged at Douglas County Corrections.

Beaverton Police Dept. On March 12, 2019 Beaverton Police officers arrested three people when they were found in a stolen vehicle after stealing merchandise from Home Depot. At 7:42 p.m. BPD officers responded to Home Depot regarding a shoplifter who was leaving in a white SUV.  Officers located the vehicle leaving the parking lot.  Three people were in the vehicle including the suspected shoplifter.  After learning the license plates didn’t match the vehicle, officers confirmed the white GMC Yukon had been stolen in Portland. A search of the vehicle located the stolen merchandise, LSD, methamphetamine and a slungshot weapon which is a restricted weapon for felons to carry. The driver of the stolen vehicle, 58-year-old Richard Lambert, was charged with Unlawful Use of a Motor Vehicle, Possession of a Stolen Vehicle, Possession of Methamphetamine and Felon in Possession of a Restricted Weapon. Woman Enters Guilty Plea in Attempted Murder of Estranged Ex-Husband

Washington Co. District Attorney's Office HILLSBORO, Ore.- On March 12, 2019, Tanya Roxanna Schmalz pleaded guilty to the Attempted Murder of her estranged ex-husband, Jonathan Schmalz. Judge Charles Bailey sentenced Schmalz to 90 months in prison. Chief Deputy District Attorney Bracken McKey prosecuted the case against Schmalz. Hillsboro Police first began investigating Schmalz in November of 2018 when they got a call from a concerned citizen. That caller reported that her friend, later identified as Schmalz, had talked about killing her estranged ex-husband. The friend said Schmalz planned to spray a can of Rush—a substance known to have a euphoric and disorienting effect— onto the victim’s face then inject him with a syringe of cold insulin. Schmalz believed the substances would kill the man. Police met with the caller and found her story to be credible. Body Found on Neer City Rd

Columbia Co. Sheriff's Office On March 13, 2019 at about 1204 pm, the Columbia County Sheriff's Office received a call from a reporting person that she had located the body of a female on the side of Neer City Rd in Rainier, Oregon.  Investigators from the Columbia County Sheriff's Office, the St. Helens Police Department, Scappoose Police Department and the Oregon State Police are on scene investigating.  I will update the details as I am able. UPDATE We have a tentative ID on the body found on Neer City Rd.  We are withholding the identification until family has been notified.

Reckless Driving Leads to Multiple Hit and Runs, Firearm Seized, 3 Arrests

Portland Police Bureau On Tuesday, March 12, 2019, a Portland Police Bureau Traffic Officer was finishing an unrelated traffic stop when he saw a dark colored Honda traveling at a high rate of speed Northbound I-205 near the Stark/Washington off ramp. The officer watched the car cut off multiple vehicles. As the officer attempted to catch up the Honda, he saw the Honda appear to strike multiple vehicles on the Glisan off ramp.  The officer attempted to stop the vehicle and the driver slowed and a passenger exited the vehicle and the driver continued. The officer was able to apprehend the passenger. The Honda was located by another officer nearby at the Gateway Fred Meyer occupied by two people. The driver attempted to flee, but officers apprehended him. Officers located a loaded firearm in the driver's pocket. The second passenger was arrested during the investigation.  Three vehicles were damaged by the suspect vehicle. None of the vehicle occupants were injured.  Officers i
