Homicide Investigation

Grants Pass Dept. of Public Safety On 06/07/20 at approximately 11:56pm, Dispatch received a call for a collapsed male at the Best Way Inn which is located at 1253 NE 6th Street in Grants Pass.  When AMR personnel arrived, they located a man who was recently stabbed.  Grants Pass Police and Fire Rescue personnel immediately responded, rendered aid and secured the crime scene.  Prior to police and medical arrival, it was determined that two men left the room.  The male victim, later identified as Victor Barragan-Cruz (35) of Salem Oregon, was rushed to Three Rivers Medical Center where he was later pronounced deceased.   Grants Pass Major Crime Detectives responded and took over the investigation while Patrol officers began checking the area for the two outstanding men who fled from the room.  Both men were later detained and interviewed at length about the stabbing. Troopers Seize 28.8 lbs of meth and 5.4 pounds of heroin- Jackson County

Oregon State Police  On Friday, June 5, 2020, at approximately 9:18 P.M., a Trooper from the Central Point Area Command stopped a 2019 Chevrolet Malibu for exceeding the speed limit on Interstate 5 near milepost 33 northbound.  During the traffic stop, the Trooper noticed signs of criminal activity and a consent search was conducted.  The search of the vehicle revealed approximately 28.8 pounds of methamphetamine and approximately 5.4 pounds of heroin concealed in natural voids of the vehicle’s rear fenders. The driver was identified as Julian Pineda Casillas (36) from Victorville, California.  Mr. Casillas was lodged at the Jackson County Jail for Unlawful Possession and Delivery of Methamphetamine and Heroin.

Fatal Crash on Interstate 5 - Linn County

Oregon State Police  On Saturday, June 6, 2020 at approximately 5:40 P.M., Oregon State Police Troopers and emergency personnel responded to a crash on Interstate 5 southbound near milepost 234. Preliminary investigation revealed a 2001 black SAAB, operated by Robert Williamson (43) of Boise, ID. was traveling southbound, in the right lane, when it left the road and went down an embankment. Williamson sustained fatal injuries and was pronounced deceased. OSP was assisted by Albany Fire and Rescue and ODOT. 

Houseless Male Assaulted During Demonstrations

Portland Police Bureau In the evening hours of May 30, 2020, near the 200 Block of Northwest Everett Street, a victim who is believed to be suffering from houselessness was assaulted by a subject during the nightly demonstrations. The incident was reported to the Portland Police Bureau by various partners who work with the unsheltered community. The subject is described as a white male wearing a black hoodie with a red bandana face covering (photo). Another subject, who is believed to have intervened in the altercation, is described as a white male wearing a blue sweatshirt (photo). Felon Arrested for Attempted Assault with Rifle

Medford Police Dept. On June 5th, 2020, at about 9:12 p.m., officers were dispatched to an address in the 3000 block of Adams Circle for a male who had been making threats to kill family members and any responding officers. He was not believed to have access to weapons, however he is a convicted felon from a prior conviction for Conspiracy to Commit Murder.   When officers arrived, they took a tactical approach in the case the suspect was in fact armed. An officer spotted the suspect lying in a prone position in the bushes in the backyard, wearing body armor, and armed with a rifle. The suspect was facing away from the officer. The officer ordered the suspect to drop the gun. The suspect briefly did, and then threw three smoke grenades towards the officers, obscuring their view. The officers were able to retreat to a safer location but remained in close proximity.  While the smoke concealed his exact location, officers could hear the suspect cycling the rifle. Douglas Co. Sheriff's Office   SUTHERLIN, Ore . – A major crimes investigation is underway in Sutherlin this afternoon. On Saturday, June 6, 2020, at 1:42 PM, 9-1-1 dispatchers received reports of a shooting which had taken place at the Relax Inn (1386 W. Central Avenue). Sutherlin Police Officers arrived on scene and located one male deceased in the parking lot and a female suffering from gunshot wounds. The female was transported to an undisclosed hospital for treatment of her injuries. The deceased male has been identified as the subject who fired on the female before turning the gun on himself. The Douglas County Major Crimes Team has been activated and is conducting an investigation into the incident. The Major Crimes Team consists of investigators from the Douglas County Sheriff’s Office, Oregon State Police and Roseburg Police Department as well as prosecutors from the Douglas County District Attorney’s Office. Junction City Police Arrest "Croach Pest Control" Door to Door Salesman For Theft, Trespassing, and Carrying a Concealed Weapon

Junction City Police On Friday June 5th at about 8:13 PM alert citizens in the N/W area of Junction City reported a suspicious male subject had taken off running when challenged by local residents.  The subject ran into fields to the west of the homes to escape identification.  Multiple officers responded and ultimately located the subject approximately four blocks east of the area of the original sighting.  Subsequent investigation revealed the subject had not only trespassed on private property but had also stolen at least one item delivered to an area-home from Amazon.  Further research found the subject had unlawfully entered the backyard of a Harrisburg residence and attempted to break into several utility-type landscape storage sheds earlier in the day. A WASHINGTON COUNTY SHERIFF'S OFFICE JAIL DEPUTY HAS BEEN INDICTED ON CHARGES OF OFFICIAL MISCONDUCT STEMMING FROM A 2018 INCIDENT

Washington Co. Sheriff's Office In March 2018, the Washington County Sheriff’s Office conducted an investigation on a concerning use of force incident in the jail. Jail Deputy Rian Alden, employed since 2007, used force on an arrestee during booking. The incident was flagged for additional review by a supervisor, and subsequently, the Sheriff’s Office requested an outside agency conduct the investigation. The Multnomah County Sheriff’s Office and the Oregon State Police investigated the incident and forwarded their conclusions to the Washington County District Attorney’s Office. At that time, the District Attorney’s Office lacked sufficient evidence to prosecute Rian Alden and did not proceed with charges. On May 31, 2020, the Sheriff’s Office received a concerning email alleging Rian Alden engaged in online communication, which contained racial epithets in December 2003. In response, the Sheriff’s Office immediately placed him on administrative leave and initiated a personnel

Online Sexual Corruption of a Child

Grants Pass Dept. of Public Safety On 06/03/2020, 27-year-old Justin Concha contacted a male juvenile via a social media platform.  While speaking with the juvenile, Concha planned to meet with him in order to have sexual contact with the juvenile.   Detectives with the Grants Pass Department of Public Safety contacted and detained Concha; he was later lodged in the Josephine County Jail for Online Corruption of a Child in the First Degree, Luring a Minor, Tampering with Evidence and Encouraging Child Sex Abuse (10 counts).  This investigation is on-going and anyone with additional information is encouraged to contact GPDPS at 541-450-6260.

ONLINE SEXUAL CORRUPTION OF A CHILD

Grants Pass Dept. of Public Safety On 06/01/2020, 42 year-old Fredi Soto-Dominguez contacted a female juvenile via a social media platform.  While speaking with the juvenile, Soto-Dominguez planned to meet with her in order to have sexual contact with the juvenile.   Detectives with the Grants Pass Department of Public Safety contacted and detained Soto-Dominguez; he was later lodged in the Josephine County Jail for Online Sexual Corruption of a Child in the First Degree and Luring a Minor.   This investigation is on-going and anyone with additional information is encouraged to contact GPDPS at 541-450-6260.

TROOPER SEIZE OVER 16 POUNDS OF HEROIN- JACKSON COUNTY

Oregon State Police On June 2, 2020, at approximately 9:58 A.M., a Trooper from the Central Point Area Command stopped a 2014 Nissan Sentra for Unlawful Lane Change and Failure to Drive with Lane, on Interstate 5 near milepost 36 northbound. The Trooper noticed signs of criminal activity and a consent search of the vehicle was conducted. The search of the vehicle revealed approximately 16.3 pounds of suspected heroin concealed in the gas tank of the vehicle. The driver was identified as Victor Aguilar (33) from Outlook, Washington. Mr. Aguilar was lodged at the Jackson County Jail for Unlawful Possession and Delivery of Heroin. The Oregon State Police was assisted by the Department of Homeland Security Investigations Medford Office.

KALIQ MICHAEL MANSOR SENTENCED TO 330 MONTHS IN PRISON FOR KILLING HIS INFANT SON

Washington Co. District Attorney's Office HILLSBORO, Ore.- On June 3, 2020, Kaliq Michael Mansor pleaded guilty to manslaughter in the first degree, assault in the first degree, and criminal mistreatment in the first degree. Judge Oscar Garcia then sentenced the defendant to 27 ½ years in prison. District Attorney Kevin Barton and Senior Deputy District Attorney John Gerhard prosecuted the case against Mr. Mansor. In 2012, the defendant was convicted on multiple charges and sentenced to life in prison with a minimum of 27 years for his role in the death of his infant son. In 2018, the Oregon Supreme Court overturned that conviction citing concerns with a search warrant executed on the defendant’s computer. That decision led to this second trial which was scheduled to begin this fall until the defendant opted to plead guilty to the above charges. Florida Man Pleads Guilty, Sentenced to Federal Supervision for Falsely Claiming to Represent The Village People Band

U.S. Attorney's Office - District of Oregon   EUGENE, Ore.—A Florida man pleaded guilty and was sentenced to federal supervised release today for falsely claiming to represent The Village People band and swindling $12,500 from The Mill Casino in North Bend, Oregon, announced U.S. Attorney Billy J. Williams. Howard Harlib, 67, was sentenced to time served in federal prison and three years’ supervised release. Harlib has been in state custody in Florida since 2016 after being convicted of unrelated charges. According to court documents, in August 2015, The Mill Casino, owned and operated by the Coquille Indian Tribe, received a flier from Harlib advertising the opportunity to book The Village People for a show at the casino. Casino employees contacted Harlib, who spoke with them about dates, pricing, and other matters involved in the booking. Fatal Structure Fire in Yoncalla

Douglas Co. Sheriff's  YONCALLA, Ore.  - A house fire in the 3700-block of Hayhurst Road in Yoncalla claimed the life of a 14 year-old. On Monday, June 1, 2020, at 10:21 am, 911 dispatchers received a report of a structure fire in the 3700-block of Hayhurst Road. North Douglas Fire & EMS was dispatched to the scene along with the Sheriff's Office. It was later reported a 14 year-old female was unaccounted for and could possibly be inside the structure. Firefighters located the victim, Gracey Weinhold, inside the home and were able to get her out of the home to a waiting ambulance. She was unresponsive and transported to PeaceHealth Sacred Heart Hospital at RiverBend where she was later declared deceased. The Sheriff's Office is conducting an investigation alongside the Oregon State Fire Marshal's Office and Oregon State Police Arson Unit. The cause of the fire is under investigation. Off duty corrections deputy arrested for domestic violence

Bend Police Dept. On May 30 around 8:30 pm, the Deschutes County Sheriff’s Office received a report of a domestic dispute where an adult male had assaulted his teenage step-son during a family dispute. The adult male was identified as Deschutes County Corrections Deputy Blair Belding.  The dispute occurred at a Bend address, but the address is in response area of the of the Deschutes County Sheriff’s Office. This is the reason for the call going to the Deschutes County Sheriff’s Office originally. Deputies with the Deschutes County Sheriff’s Office contacted Bend Police and asked that they conduct the investigation. Officers with the Bend Police Department were assisted by officers with the Redmond Police Department during the investigation.  Belding was contacted and cooperated with officers throughout the investigation. Marine Incident/Recovery of deceased person

Josephine Co. Sheriff's Office On Friday, May 29, 2020, at 4:00 PM the Josephine County Sheriff’s Office received a report of a deceased person floating in the Rogue River.  Rafters reported observing a deceased person floating near Schroeder Park, downstream from Grants Pass.   Deputies responded to the area and located a deceased male subject floating in the river.  The deceased was recovered and removed from the water.  This case will be referred to Oregon State Deputy Medical Examiner, Dr. James N. Olson. There are no further details to release at this time as identification and next of kin notification has  not been made.       

Missing child alert -- Missing foster child is believed to be in danger

Oregon Department of Human Services (Salem, Ore.) – Mataya Gearhart, age 16, is a foster child who went missing from Portland, Ore. on the night of Monday, May 26. She is believed to be in critical danger and may be held against her will. The Oregon Department of Human Services asks the public to help in the effort to find her and to contact 911 or local law enforcement if they believe they see her. Searchers Looking for Overdue Bicyclist

Douglas Co. Sheriff's Office DIAMOND LAKE, Ore.  - Search and Rescue crews are actively searching for an overdue bicyclist who was traveling from Lake in the Woods to Diamond Lake.  On Monday, May 25, 2020, 65 year-old Jared Leroy Johnson was dropped off at Lake in the Woods intending to ride his bicycle approximately 50 miles to Diamond Lake on forest roads. Johnson was due to arrive at his destination Thursday evening, but never arrived.  Shortly before 2:00 pm on Friday, the Sheriff's Office was notified and Search and Rescue crews were dispatched to search the area.  Johnson is described as 5'10'', 170 lbs with gray hair and blue eyes. He is associated with a bicycle equipped with a bike trailer. He left with survival gear and food/water. Anyone who has seen Johnson or a bicycle equipped with a trailer in the Umpqua National Forest area is asked to contact the Douglas County Sheriff's Office at 541-440-4471 referencing case #20-2364.

**Update** Fatal Helicopter Crash

Douglas Co. Sheriff's Office UPDATED RELEASE  ROSEBURG, Ore.  - The Douglas County Medical Examiner's Office has presumptively identified the pilot from Thursday's aircraft accident as 77-year-old Lee Pauling of Olympia, Washington. Pauling was operating a maroon Cavalon gyroplane when the aircraft crashed around 2:13 pm on private property Thursday in the 2300-block of Glengary Loop Road in Roseburg. Pauling was declared deceased at the scene. He was the only occupant on board at the time of the incident. The Sheriff's Office is working with the National Transportation Safety Board (NTSB), Federal Aviation Administration (FAA) on the investigation. No further information is expected to be released.  Next of kin has been notified.

Shots Fired during dispute north of La Pine

Deschutes Co. Sheriff's Office On May 28, 2020 at approximately 9:03 p.m., Deschutes County Sheriff’s Office Deputies responded to a dispute involving multiple shots being fired in the Jacinto Rd/ Solar Rd area just south of Spring River Rd.  Residents in the area called Deschutes County 911 dispatch to report hearing gunshots proceeded by a loud verbal dispute between a male and female. Sheriff’s Office Deputies along with Bend Police Department, and Oregon State Police Troopers arrived in the area soon afterwards including on-duty swat personnel. Armored vehicles from the Sheriff’s Office and Bend Police Department responded due to the serious nature of the call and concerns that someone may have been injured by the approximately 10 shots that were reported to have been fired during the dispute. Deputies pursue and apprehend Waldport kidnapping suspect

Lincoln Co. Sheriff's Office On May 16th, 2020, Lincoln County Sheriff’s Deputies were dispatched to a disturbance outside a business in the 300 block of Hemlock Street in Waldport.  A witness reported the two people involved entered a single vehicle and left at a high rate of speed after driving over the curb and landscaping.  Deputies were familiar with the vehicle the witness described and attempted to contact the owner at his residence, however he fled from the location just prior to deputies arriving.  The other person involved in the disturbance emerged from the residence and began describing what took place.  An investigation revealed 48-year-old Waldport resident Richard D. Leach had forced an unwilling victim into a vehicle at gunpoint. Leach then drove the victim to several places around the Waldport area before stopping at a location where the victim was able to escape.  Leach physically assaulted the victim multiple times during the encounter.
