  Forest Grove Police   On October 7, 2020, at about 11:50pm, Forest Grove Police Officers responded to a welfare check near the intersection of Elm St. and 15th Avenue, in Forest Grove. A caller had reported a male with no shirt was “running up and down the street with a flag pole”. At about 11:58 pm an officer located the subject behind a church in the 1600 block of Elm Street. During the contact the subject was uncooperative, erratic, making threatening moves with the approximately 10 foot aluminum flag pole, and attempting to damage church property as officers attempted to deescalate the situation for several minutes. It appeared the subject was either suffering a behavioral health or narcotic induced episode. Once it was determined that the subject would be taken into custody, an officer was assaulted and a use of force occurred that involved four Forest Grove Police Officers.   Oregon State Police  On Wednesday, October 7, 2020 at approximately 3:12 P.M., Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 101 near milepost 258.  Preliminary investigation revealed a Toyota SR5 pickup, operated by Andrew Martin (35) from Coos Bay, was southbound when it went off the roadway and struck a tree. Martin was transported to Bay Area Hospital with serious injuries.  The passenger, Douglas Hansen (55) of Coos Bay, sustained fatal injuries and was pronounced deceased. OSP was assisted by Bandon Police Department, Coos County Sheriff's Office, Bandon Fire and Rescue, ODOT and Bay Cities Ambulance.

  Oregon State Police On Wednesday, October 7, 2020 Oregon State Police Fish and Wildlife Division Troopers responded to the area of Abbott Street and Mt. Scott Lane in Glide, OR. They located a Whitetail Buck Deer that had been shot with a small caliber firearm in the morning or early afternoon hours of Tuesday, October 6, 2020.   Jackson Co. Sheriff's Office   On 4-15-2020, Jackson County Sheriff’s Office detectives received a case from the National Center for Missing and Exploited Children. The NCMEC case was a report of child pornography being uploaded in the 400 block of  West Valley View Road in Talent, Oregon. The investigation continued over several weeks with assistance from the Talent Police Department; Medford Police Department; Albany, Oregon Police Department; Southern Oregon High Tech Crimes Task Force; The Department of Homeland Security  and the Montana Department of Justice. The investigation led to the issuance of a nationwide warrant signed by Jackson County Circuit Court Judge Lisa Greif for the arrest of the suspect in this case. The suspect had moved from Oregon to Montana during the case investigation.   Josephine Co. Sheriff's Office On Monday, October 5, 2020 at 9:54 am, Deputies from the Josephine County Sheriff’s Office were dispatched to the intersection of Upper River Road and Pinecrest Drive for a motor vehicle crash involving two vehicles.  Upon arrival, it was determined that the driver and solo occupant of one involved vehicle was deceased at the scene.  Occupants of the other involved vehicle were not injured.  This case will be referred to the Deputy State Medical Examiner for further investigation.  The name of the deceased subject will not be released at this time as next of kin has not been contacted.

  Josephine Co. Sheriff's Office On Monday, October 5, 2020 at approximately 1:05 am, Deputies from the Josephine County Sheriff’s Office were dispatched to the 4500 block of Redwood Avenue for a reported shooting.  Upon arrival, Deputies and Troopers from the Oregon State Police located a female who suffered gunshot wounds.  Deputies and Troopers were able to get the female to an ambulance for medical treatment.  While checking an associated marijuana grow, Deputies and Troopers located a male subject who had also suffered at least one gunshot wound.  The male subject was transported by ambulance but was later pronounced deceased.  Detectives from the Josephine County Major Crimes team are continuing to investigate this incident with Oregon State Police being the lead agency.  The Sheriff’s Office will not comment further regarding this investigation at this time.  

  Oregon State Police  On Sunday, October 4, 2020 at approximately 1:45 P.M., Oregon State Police Troopers and emergency personnel responded to a vehicle crash on Interstate 5 near milepost 16. Preliminary investigation revealed that a Peterbilt semi-truck, operated by Trevor Logan (28) of Grants Pass, was southbound when it struck a pedestrian. Logan was not injured and is cooperating with the investigation. The pedestrian sustained fatal injuries and was pronounced deceased.  Her name will be released when it is appropriate. OSP was assisted by ODOT and Jackson County Fire District #5.

  Salem Police Dept. On Friday, October 2, 2020 at approximately 1:15 p.m. Salem Police officers responded to Minto-Brown Park on a report of hikers finding a deceased person. The deceased has been identified as Abigail Agustin Paz, age 19, of Wood Village. Investigators are still working to determine her cause of death. While a death in a public place may cause apprehension, please understand that this is an ongoing investigation and as such, we cannot release any further information at this time.   DCSO JAILVIEWER UNAUTHORIZED USE MOTOR VEHICLE ATTEMPT TO ELUDE POLICE OFFICER - VEHICLE OFFENSE ATTEMPT TO ELUDE POLICE OFFICER - FOOT PAROLE VIOLATION

  Lane Co. Sheriff's Office   On October 2, 2020 at 12:10 p.m. the Lane County Sheriff’s Office received a report of a dispute at the 24700 block of Butler Road in the Elmira area. When deputies arrived, multiple shots were fired towards deputies from within the residence. At least one deputy returned fire as they retreated away from the home, thankfully uninjured.  The suspect continued to fire rounds from within the home in the direction of deputies. The Oregon State Police responded to assist as deputies continued to try to make contact with the suspect, identified as 68 year old Everett Raymond Rojas of Veneta.  Three people from another part of the home were safely evacuated using an armored rescue vehicle. Due to the nature of the call, the Lane County Sheriff's Office Special Response Team (SRT) responded along with additional armored rescue vehicles.  As SRT was trying to talk Rojas out of the house, he began firing from within the residence again towards deputies.   Douglas Co. Sheriff's Office OAKLAND, Ore.  - Detectives are investigating a shooting which took place Friday morning in the 500-block of Yellow Creek Road.   On Friday, October 2, 2020, at 1:42 am, 9-1-1 dispatchers received two calls reporting a female had been shot. Deputies and detectives responded to the incident. The adult female victim, whose name is being withheld at this time, was transported by ambulance to an undisclosed hospital for treatment of a non-life-threatening gunshot wound.   A male suspect, 63 year-old Miles Charles Pakros, was interviewed and taken into custody. He was taken to the Douglas County Jail and lodged for Assault II.   Detectives are continuing the investigation. There is no ongoing threat to public safety.   No further details will be released at this time.

  Clackamas Co. Sheriff's Office Deputies foiled a nighttime   "hemp heist" in progress -- interrupting four mud-covered suspects walking down Highway 211 in Molalla carrying bags (and pocketfuls) of high-CBD cannabis plants stolen from a nearby grow operation. (The suspects mistakenly thought they were stealing recreational marijuana. They now face Theft, Criminal Trespass charges.) At 3:22 a.m. on Tuesday, Sept. 29, Clackamas County Sheriff's Office deputies and Molalla PD officers responded to a report of multiple subjects walking on S. Hwy. 211 near S. Palmer Rd. outside of Molalla. Authorities soon located four male subjects wearing dark clothing walking eastbound on Hwy. 211 in the eastbound lanes.  They were carrying large bags. A green leafy plant was protruding from the opening of at least one bag. Green leaves were poking out of the pockets of the subjects. Mud was caked on the subjects' feet and ankles.   Oregon State Police On Tuesday, September 29, 2020 at approximately 1:15 P.M., Oregon State Police Troopers and emergency personnel  responded to a two vehicle crash on Hwy 138W near MP 23A. Preliminary investigation revealed that a Toyota Rav, operated by Sara Myers (45) from Sutherlin, was westbound slowing to turn south (left) onto Dovetail Lane when an also westbound Honda motorcycle, operated by Keith Berry (34) from Sutherlin,  attempted to pass.  The Honda motorcycle crashed into the drivers side of the Toyota Rav.  Berry and his passenger, Caylla Ritchie (27) from Roseburg, sustained fatal injuries and were pronounced deceased. Myers was transported by ambulance to Mercy Medical Center with serious injuries.  OSP was assisted at the scene by the Douglas County Sheriff's Office, Sutherlin Police Department, Sutherlin Fire Department, Umpqua Valley Ambulance and ODOT.

  DCSO JAILVIEWER PAROLE VIOLATION ATTEMPT TO ELUDE POLICE OFFICER - VEHICLE OFFENSE POSSESSION OF A STOLEN VEHICLE

  Oregon State Police On Monday, September 28, 2020 at approximately 12:30 P.M., Marion County Sheriff’s Office (MCSO) Deputies responded to a hostage situation at 244 Juneva Place SE Salem, OR.   Deputies responding were able to establish communications with the suspect, identified as Jose Jesus Lopez-Tinoco (34) of Woodburn, in an attempt to resolve the situation peacefully. Upon hearing gunshots inside deputies forced entry into the residence in an effort to effect a rescue.  During the rescue one deputy fired a yet to be determined number of rounds.  Inside the residence deputies located Laura Rocio-Bustos (43) with a gunshot wound.  She was transported to the hospital with serious injuries. Deputies also located Diari Bustos-Bustos (24) deceased from a gunshot wound and an 11-year-old male deceased from a gunshot wound.  His name will not be released.   A 13-year-old male was rescued from inside the residence and uninjured.  His name will not be released.   DCSO JAILVIEWER ONLINE SEXUAL CORRUPTION OF CHILD 2ND DEG ONLINE SEXUAL CORRUPTION OF CHILD 1ST DEG LURING A MINOR

  Oregon State Police On Sunday, September 27, 2020 at approximately 1:48 P.M., Oregon State Police Troopers and emergency personnel responded to a person who fell from a cliff, into the ocean, at Devil's Cauldron trail in Oswald West State Park. Preliminary investigation revealed two people walked down the Devil’s Cauldron trail to take a photograph at a cliff side viewpoint.  Steven Gastelum (43) of Seaside, climbed a tree on the cliff’s edge to pose for a photograph.  A limb broke, on the tree, causing him to fall approximately 100 feet into the ocean. US Coast Guard helicopter and Nehalem Bay Fire Department jet skis assisted in locating Gastelum and bringing him to shore. Gastelum was transported to Tillamook Regional Medical Center by ambulance where he was pronounced deceased.

  Roseburg Police Dept. Approximately two weeks ago Roseburg Police Detectives began working a sexual assault investigation that allegedly occurred in Roseburg several years ago.  This investigation began when detectives were contacted by law enforcement officials from another state, where an alleged victim disclosed the previous abuse.  During the subsequent investigation detectives charged 62 year-old Roseburg resident Lawrence Walter Jackson with Sodomy in the First Degree and five counts of Sexual Abuse in the First Degree.  Jackson was lodged at Douglas County Corrections on those charges. The victim in this case was a minor child who was known to the suspect.

  Deschutes Co. Sheriff's Office On the morning of September 24, 2020, Marijuana Enforcement Detectives with the Deschutes County Sheriff’s Office, assisted by the Central Oregon Drug Enforcement Team (CODE), DCSO Street Crimes Detectives and the Deschutes County Sheriff’s Office SWAT Team, served a search warrant in the 25000 Block of Cultus Lane in relation to an ongoing criminal investigation into an illegal marijuana operation.  The investigation was initiated after detectives received anonymous complaints about the odor and validity of the grow operation. Joshua Mays was contacted at the residence and taken into custody.  He was subsequently transported to and lodged in the Deschutes County Sheriff’s Office Jail on the listed charges. The Marijuana Enforcement Detectives (MED’s) would like to thank the legal marijuana businesses within Deschutes County for their collaborative efforts in combating illegal marijuana operations.   Josephine Co. Sheriff's Office On Wednesday, September 23rd, 2020, at approximately 1600 hours, a citizen located a vehicle matching the description of missing person, Fauna Frey’s vehicle. Sheriff Daniel and Deputies responded to the vehicle which was located on Reuben Mountain Road a few miles past Grave Creek Boat Landing.  The vehicle was locked and Ms. Frey was not located.  The Sheriff’s Office towed the vehicle and it is no longer outstanding.  Based on investigation at the scene, it is believed Ms. Frey's vehicle was parked at the location for at least a month if not longer.   On Thursday, September 24, 2020 Search and Rescue ground searchers conducted a search around the area where Ms. Frey's vehicle was located.  Searchers were aided with cadaver dogs however, Ms. Frey was not located.  If anyone has information regarding Ms. Frey or her vehicle, please call the Sheriff’s Office at 541-474-5123. 

  Lincoln City Police   On Sunday, September 20, 2020 at about 1936 hours, Lincoln City Police Officers responded to McKay’s Market located at 801 SW Hwy 101 in Lincoln City on a reported gunshot wound. Upon arrival, it was discovered a male, identified as 29-year-old Nicholas J. Ellingford of Lincoln City had sustained an accidental self-inflicted gunshot wound to his groin area and leg. Investigation revealed that Ellingford was inside the store and as he was waiting in the checkout line, he un-holstered a Glock 9mm semi-automatic pistol from his waistband so that he could show it off to a friend. As Ellingford was placing the firearm back in the front of his pants near the zipper & button areas, he accidently pulled the trigger causing the firearm to discharge. The bullet entered into Ellingford’s groin area before exiting out the lower thigh of his leg, narrowly missing is femoral artery.   Lane Co. Sheriff's Office On September 11, 2020, fire personnel working the Holiday Farm Fire located a deceased male in a residence off Goodpasture Road in Vida.  The Lane County Sheriff’s Office responded and investigated the death with the Lane County Medical Examiner’s Office.  The deceased has been identified as 59 year old David Perry of Vida.  Perry's next of kin have been notified.  Our thoughts go out to Perry's family and friends as they grieve.   News Release from 9/11/2020: We are saddened to report that on 9/11/2020, fire personnel were in the area of Goodpasture Road in Vida when they located a deceased person in a residence within the perimeter of the Holiday Farm Fire. First responders are working with the Medical Examiner’s Office to identify the deceased, which may take some time.  After the person has been identified, we will notify next of kin and afford them the opportunity to notify additional family and friends prior to releasing the person’s name. 

Douglas Forest Protection Association A combination of recent rainfall, cooler temperatures and more favorable fire conditions have allowed the Douglas Forest Protective Association to lower fire restrictions that are in place for both the general public and industrial operators.  Effective Monday, September 21st at 12:01 AM, all DFPA protected lands will move to a fire danger rating of MODERATE and Industrial Fire Precaution Level 2. For the general public, a moderate fire danger rating changes the shutdown times for several activities listed in DFPA’s Public Use Restrictions.  During moderate fire danger, the following activities are prohibited between the hours of 1:00 PM and 8:00 PM: • The cutting, trimming or mowing of dead grass.  This restriction does not apply to the mowing of green lawns or for the commercial culture and harvest of agricultural crops. • The cutting, grinding or welding of metal for non-industrial purposes. • The use of power saws for non-industrial purposes. •
