Arrest Made in Trail Murder

Jackson County Sheriff's Office On 08/24/20 at 1646 hours,  Jackson County Sheriff’s Office deputies responded to a shooting in the 3300 block of Highway 227 north of Trail, Oregon. One victim was deceased at the scene from a gunshot wound. He was 25-year-old Steven Garrett Sutton. JCSO activated  the Major Assault and Death Investigation Unit (MADIU) to begin an investigation into the shooting. JCSO was the lead agency, and was assisted by detectives from Ashland Police, Medford Police, Central Point Police, The Oregon State Crime Lab and the Jackson County District Attorney's Office. On January 15, 2021, the investigation resulted in the arrest of Tommy Ray Ormsby, dob 07-24-72 of the 3300 block of Highway 227, Trail, Oregon. The victim was the nephew of the suspect. Ormsby has been lodged at Jackson County Jail on charges of Murder Second Degree, Manslaughter Second Degree and Criminally Negligent Homicide. His total bail is $1,000,000.

PARENTS ACCUSED OF STARVATION AND MALNOURISHMENT

 Multnomah Co. District Attorney's Office PORTLAND, Ore. – Today, Multnomah County District Attorney Mike Schmidt announced the arrests of 33-year-old Mena Kamel and 28-year-old Marina Zaki who are accused of knowingly causing serious injury to two children by starvation and malnourishment. This case is being investigated by the Gresham Police Department and the Multnomah County District Attorney’s Multidisciplinary Child Abuse Team. Both children are under the age of six. Kamel and Zaki are charged with four counts of assault in the first degree and 14 counts of criminal mistreatment in the first degree. According to court documents, the starvation, malnourishment and criminal mistreatment occurred between September 1, 2018 and June 27, 2020. This investigation started on June 27, 2020 when one of the children suffered a critical injury that prompted a law enforcement and medical response to a residence in the 16400 block of East Burnside in Gresham. In both of these areas, customers are unable to reach 911 from their landline phones. Wireless phones are not impacted. We have not received an estimated time of restoration.  In the event of an emergency in these areas, please use a cell phone to call 911 until further notice. FORMER EUGENE ELEMENTARY SCHOOL TEACHER PLEADS GUILTY FOR SEXUALLY ABUSING 15-YEAR-OLD

  U.S. Attorney's Office - District of Oregon EUGENE, Ore.—A former Eugene elementary school teacher pleaded guilty today for sexually abusing a minor female, announced U.S. Attorney Billy J. Williams. William Hamann, 38, pleaded guilty to one count of sex trafficking of a child. According to court documents, on several occasions beginning in 2018 and continuing until July 2019, Hamann paid a minor female for oral sex and recorded the minor performing the sex acts. The minor female was 15 years old during the first encounter with Hamman. Eugene Police Department detectives and FBI agents arrested Hamann on July 26, 2019, when he came to meet the minor a fourth time. Agents searched his mobile phone and found a recording of one of the sex acts. Hamman used social media to arrange the meetings with the minor. On August 21, 2019, a federal grand jury in Eugene returned a four-count indictment charging Hamann with sexual exploitation and trafficking of a child, possession of child porn

FIBER LINE CUT AFFECTING 911 SERVICE

 Douglas Co. Sheriff's Office DOUGLAS COUNTY, Ore.  - The Douglas County Sheriff's Office has been notified by Lumen Technologies (formerly CenturyLink) of a service disruption which is impacting residents in Camas Valley, Tenmile, Winston, Green, Myrtle Creek, Days Creek, Tiller and Milo due to a fiber line cut. The service disruption may affect the ability for residents in the area to reach 9-1-1 on a Lumen Technologies (CenturyLink) landline.  Residents may be able to get through to emergency services on a cellular telephone, if they have service. Some fire stations have also been manned with personnel.  At this time, there is no estimated time of repair. Additional details will be released as they become available. 

EPD Captures California Fugitive from Justice

Eugene Police Department Eugene Police received an officer-safety bulletin regarding a suspect involved in a California officer-involved shooting and who has been targeting law enforcement. EPD contacted Riverside, California Federal Marshal's office and Corning Police Department in California.  The suspect, Garrett Roy Wilson, age 39, of Menifee, CA, had been reported to have broken into Corning Police Department’s  parking area and stolen a police short-barrel rifle from a secured Corning PD vehicle. Further information was given that Wilson was armed and dangerous and had targeted law enforcement officer residences to steal firearms.   On January 15 at 11:31 p.m., an EPD officer spotted the suspect’s vehicle driving the wrong way on W. 6th approaching his patrol vehicle.  The officer initiated a traffic stop and Wilson backed his vehicle away, into the McDonald’s parking lot.
