Fire/Lightening Update

U.S. Forest Service - Umpqua National Forest The Umpqua National Forest and surrounding areas continue to receive lightning.  Approximately 50 strikes were recorded from last night’s storms. Six additional smoke reports were received this morning from lightning with one confirmed fire as of 10:30 am near Brownie Creek in the Tiller area.  Douglas Forest Protective Association (DFPA) assisted with detection and response.  Nine of the initial attack fires located over the weekend near Lemolo Reservoir have been fully contained, and five of these are also controlled. Additionally, Forebay One Fire is 100% lined as of yesterday at 1:00 pm.  All fires are being managed under a full suppression strategy. The Windigo Fire (UPF) and the Potter Mt (WIF) have now been assigned to Northwest Incident Management Team 6. Updates will be provided All other initial attack fires are being managed by the Umpqua National Forest resources. Scattered precipitation was received overnight.  Totals included -

Seeking your help to locate missing child, age 5

Eugene Police Department UPDATE - He's Been Located And Is Safe  A woman has reported her five-year-old son, Stellen River Swanson, missing. It is unknown exactly when the child lost contact with his mother, as she is experiencing a mental health crisis. The child was last seen with his mom at 10 p.m. on August 1, near 11th and Lawrence. This morning, the mother reported she had the child stay with a friend, named Hannah. However, no one knows who Hannah is and where she and the child are located. This morning the mother was located at 351 W. 10th without the child.  Stellen is described as a white male, age 5, with reddish-blonde hair, and brown eyes. He was last seen wearing a dinosaur mask, grey tank top with “reptaur’ on it, and blue shorts. Eugene Police is looking for Stellen and we are also seeking the public’s help as well. If anyone knows where Stellen is or has a lead, they are asked to call 911. Case 22-11576

DEATH INVESTIGATION

Lane Co. Sheriff's Office Yesterday afternoon at about 3:55pm, the Lane County Sheriff’s Office received a call that a swimmer at Fern Ridge Reservoir had gone underwater and not resurfaced.  The swimmer was last seen about 30 feet off of the bank at the Richardson Park day-use swimming area.  Deputies were on scene within about 15 minutes.  Divers from the Lane County Sheriff volunteer dive team also responded and began searching the area in the water where the victim had last been seen.  The victim was located deceased under the surface of the water just prior to 7:00pm. He was not wearing a life jacket. The identity of the victim, a 17 year old male, is being withheld at this time.   

MISSING PERSON: HOWE, BROKEN ARROW

Josephine Co. Sheriff's Office Broken Arrow Howe was last known to be in Josephine County. He has not contacted his family in several weeks. He may be driving a white Mazda pickup with a white canopy. The license plate is unknown at this time. The pickup has a blue stripe and there is a dent behind the driver rear tire. Broken Arrow was formerly known as Curtis Stewart. U.S. 395-B REMAINS CLOSED BETWEEN LONG CREEK AND MT. VERNON IN EASTERN OREGON

ODOT: East. Ore. U.S. 395-B remains closed northbound and southbound between Long Creek at milepost 90 and Mt. Vernon at milepost 120, due to a wildland fire on both sides of the highway near milepost 104.5. The closure is likely to continue through the nighttime. Some local residents have been evacuated. ODOT is working with the forest service. Highway closure updates will be posted as information becomes available. Avoid this area and use alternate routes. It is unclear what local county, forest service or BLM roads are also impacted. Stay on main state highways if possible. CORVALLIS MAN ARRESTED FOR KIDNAPPING

Benton Co. Sheriff's Office CORVALLIS, Ore.  – On Saturday, July 30, 2022, at about 6:00 a.m., Benton County Sheriff’s Office Deputies arrested Daniel Lee Adams, 51, of Corvallis, for eluding deputies in a vehicle after kidnapping a female known to him. Deputies were dispatched to an argument in the 29800 block of Highway 99W, south of Corvallis, early Saturday morning where they s potted the suspect’s red Lincoln sedan traveling east on Bruce Rd.  Deputies initiated a traffic stop. They could see the male holding the female, preventing her from leaving the car as the Lincoln began to accelerate away from deputies. The vehicle drove north on Highway 99W at a high rate of speed, passing vehicles both in its own lane and in the oncoming lane.  While the vehicle was continuing north at speeds around 80 mph, the passenger's door opened and deputies could see the female attempting to leave the vehicle, but then being pulled back in multiple times. PASSERBY SHOT ON MCGOWAN CREEK RD.

Lane Co. Sheriff's Office Last night just prior to 9:00pm, Lane County Sheriff’s deputies responded to McGowan Creek Rd. after learning that someone had been shot while driving in the area.  The victim of the shooting, a 29 year old male, advised that he and his vehicle were shot multiple times by birdshot from a shotgun while driving on McGowan Creek Rd. Despite numerous injuries from being shot, including to his face, the victim was able to flee and drive himself to responding paramedics.  He was transported to an area hospital and he is expected to survive. Deputies searching the area where the shooting occurred located a male walking along McGowan Creek Rd. near milepost 7.5.  The male had been carrying a gas can and claimed that his vehicle ran out of gas.  He was identified as 31 year old Cody Michael Hays.  Hays denied involvement in the shooting or having possession of a shotgun.  Deputies located Hays’ vehicle a short distance away.  There was a shotgun in plain sight insi

ELEMENTARY SCHOOL BURGLARY

Lane Co. Sheriff's Office On July 28 just prior to 3:00am, security video captured two unknown suspects burglarizing Creslane Elementary School in Creswell. The suspects both appear to be white juvenile males.  The first suspect is seen wearing a dark color hooded sweatshirt with dark color pants and dark colored tennis shoes.  He is also wearing what appears to be a camo backpack.  The second suspect is seen wearing a dark color hooded sweatshirt with light color pants.  The second suspect is wearing black flip flops with white a white striped pattern over the toes.    While in the school, the suspects stole ice cream and found paint supplies in a classroom.  They poured paint all over the floor, walls, and other classroom items. Cost to repair/replace the damaged items is likely to exceed $1,500.  The suspects appear to have gotten paint on their clothing and shoes while committing the vandalism.  Anyone with information regarding the identities or whereabouts of the suspects is

FATAL MOTORCYCLE CRASH HIGHWAY 223 -- POLK COUNTY

Oregon State Police On Sunday July 31, 2022, at about 12:00 PM, Oregon State Police (OSP) Troopers and emergency personnel responded to motorcycle crash on Highway 223 near Pedee.  Preliminary investigation revealed that a Honda Goldwing motorcycle operated by, Benjamin Gifford, age 72, from Stayton, was northbound near milepost 17 negotiating a curve and left the roadway for unknown reasons. Gifford was ejected from the motorcycle.  Gifford was pronounced deceased at the scene by emergency personnel.  Highway 223 was closed for 3 ½ hours.  OSP was assisted by ODOT, Polk County Sheriff’s Office and Polk County Fire. 

DUII SUSPECT ARRESTED FOR BIAS CRIME AGAINST OFFICERS

Portland Police Bureau A suspect was arrested for a bias crime against female officers after a car crash incident in which a hostile crowd formed and interfered with police. On Saturday, July 30, 2022 at 5:46p.m., North Precinct officers were dispatched to an injury accident at North Houghton Street and North Haven Avenue. When they arrived, they found a 1998 Nissan Altima 4-door sedan on its top. Two adult occupants suffered minor injuries. Another adult and a 5-year-old child in the car were not visibly hurt. One injured occupant, Dominique R. Gonzales, 27, of Portland, began leaving the scene and officers had reasonable suspicion that he had been the driver. Despite being given numerous requests and orders to remain on scene, Gonzales refused. When officers attempted to take him into custody, he physically resisted the officers. U.S. Forest Service-Umpqua National Forest There are three confirmed fires:  Windigo Fire: Approximately 1,300 acres burning near Windigo Pass. A closure on the Pacific Crest Trail (PCT) and Forest Service (FS) Road 60 is underway.  Forebay 1 Fire: Approximately 4 acres just north of Lemolo 1 forebay Fire 237: ½ acre located northwest of Lemolo 1 forebay Several FS Roads, trails, and campgrounds are closed and an official Emergency Fire Closure is in progress:  FS Road 2610 – closed from Lemolo Dam to Calapooya Mt. Fatal Crash Highway 126W -- Lane County

Oregon State Police  On Thursday July 28, 2022, at about 3:55 PM, Oregon State Police (OSP) Troopers and emergency personnel responded to a two-vehicle crash on Highway 126W near Mapleton.    Preliminary investigation revealed that a Dodge Ram pickup, operated by Roger Montgomery, age 63, from Veneta, was westbound on Highway 126W making a left turn into the gas station in Mapleton. A Ford Focus, operated by Timothy Cooper, age 24, from Tidewater, was also westbound and rear-ended the Dodge Ram pickup.  Cooper was transported to  Sacred Heart  Medical Center  at  RiverBend  and died on July 30, 2022, from his injuries.  Two additional occupants in the Ford Focus suffered minor injuries.  Montgomery was treated and released for minor injuries at the scene.  Highway 126W was reduced to a single lane for about six hours.  OSP was assisted by Western Lane Ambulance, Siuslaw Valley Fire Department and ODOT.

Deschutes Co. Sheriff's Office ***UPDATE*** Kathleen Scott has been located and is safe. We appreciate everyone's assistance in locating her. The Sheriff’s Office is asking for the public’s assistance in locating Kathleen Scott. Kathleen left a residence on Sutter St. in Newberry Estates in the La Pine area at approximately 1030 AM. Kathleen is on foot and her direction of travel is unknown.  Kathleen is described as approximately five feet seven inches tall weighing approximately 98 pounds. Kathleen is wearing a plaid or gray pull over shirt, with blue jeans, white shoes and a beanie hat. She is most likely carrying a small yellow dog named Dobby. Kathleen suffers from Dementia and Alzheimer’s. OSFM MOBILIZES TASK FORCES TO MCKINNEY FIRE IN CALIFORNIA

Oregon State Fire Marshal SALEM, Ore.  –  The Oregon Office of State Fire Marshal (OSFM) has mobilized three structural task forces at the request of California to the McKinney Fire. The fire is burning in near Klamath, California. The task forces are from Marion, Linn, & Clackamas County. They will be tasked with protecting communities. The OSFM received the request for resources from California through the Emergency Management Assistance Compact (EMAC). These three taskforces are made up of 41 firefighters, 12 engines, and three water tenders. The task forces left for California Sunday morning should be arriving late Sunday afternoon. OSFM’s priority is Oregon and its communities. Currently, the OSFM has no activations or mobilizations of the Oregon fire service in Oregon. Oregon uses the Oregon Fire Mutual Aid System (OFMAS) to respond to local, regional, and statewide fires. Pacific Crest Trail Hikers Evacuated from McKinney Fire

Jackson County Sheriff's Office SISKIYOU COUNTY, Calif. - Evacuations for the McKinney fire in northern Siskiyou County includes part of the Pacific Crest Trail (PCT). Jackson County Sheriff’s Office (JCSO) Search And Rescue (SAR) and Rogue Valley Transportation District (RVTD) personnel assisted 60 people off the PCT on the California side of the Red Buttes Wilderness this afternoon.  JCSO SAR personnel assisted, directed and or transported the hikers from Road Junction 1055 to Seattle Bar at Applegate Lake. From there two RVTD buses transported them to Medford and Ashland at their request. The rescue team consisted of one JCSO deputy, three SAR volunteers, and four RVTD personnel. Windigo Pass Fire

U.S. Forest Service - Umpqua National Forest Ground and aviation fire suppression resources are responding to a new fire start on the Umpqua National Forest. The fire is actively burning in timber near Windigo Pass off Forest Service Road 60 on the Douglas and Klamath county divide. The fire is estimated to be approximately 100 acres. A closure for public safety is currently underway on the Pacific Crest trail (#2000) in the vicinity of the fire. More information will be provided as it becomes available.

Bicyclist Deceased After Hit and Run Crash in Fairview

Multnomah Co. Sheriff's Office This morning, at approximately 2:02 a.m., MCSO deputies were dispatched to a traffic crash involving a vehicle and bicyclist near the intersection of NE Halsey Street and NE Fairview Blvd in Fairview. A witness reported that the driver had initially stopped, then quickly left the scene. A responding deputy spotted a vehicle that matched the description of the involved car and initiated a traffic stop. The driver was pulled over and was arrested. The driver is identified as 56-year old Robert Lee Wilson.  He was later lodged at the Multnomah County Detention Center.  Paramedics arrived and pronounced the bicyclist dead on scene. Due to the severity and criminal nature of the crash, the East County Vehicular Crimes Team (VCT) was called to perform the investigation.  Preliminary investigation shows that two bicyclists were riding eastbound on NE Halsey Street, approaching NE Fairview Parkway, when Wilson’s vehicle crossed into the bike lane and stuck on

Multi-Agency Police, Firefighter Response Holds Fire to 5 Acres, Evacuates Residents

Jackson County Sheriff's Office JCSO Case 22-4394 CENTRAL POINT, Ore. - Jackson County Sheriff’s Office (JCSO) and Search and Rescue (SAR) responded to a reported structure fire at the intersection of Foothill and Corey Rd. just after 4:30 p.m. yesterday. The fire quickly spread to dry grass in the surrounding area and threatened many homes. Multiple police agencies responded to assist JCSO with evacuations, including Oregon State Police, Medford Police, Eagle Point Police Department, and Talent Police. Law Enforcement evacuated approximately 25 residents in the immediate area and JCSO and Jackson County Emergency Management issued a Level 2: Be Set evacuation order for the surrounding area. Thanks to hard work and a quick response from Firefighter crews from all across Southern Oregon, the fire held at approximately five acres. Man arrested after early morning shooting

Eugene Police Department   At 2:18 a.m. on July 30, several officers on foot patrol heard shots fired in front of a local restaurant at 94 W. Broadway. There were also multiple callers to 911. The officers immediately responded to the scene and found a man had been shot and another man who was the suspect had been detained by a bystander. Officers took the suspect into custody.   The scene was chaotic with a crowd quickly forming. Officers were providing immediate life-saving aid to the victim, and medical care to the suspect, all the while doing crowd control to safeguard the crime scene. Both the victim and the suspect were transported to a local hospital. Charges for the suspect, Kelon Donald Logan, age 23, of Eugene, are Assault in the First Degree and Unlawful Use of a Weapon.  If anyone has relevant information in this case, they are asked to contact Detective Cliff Sites at 541-682-5147. DFPA NEWS-CURTIN ROAD FIRE

Douglas Forest Protection Association FRIDAY, JULY 29, 2022: DFPA & North Douglas County Fire & EMS responded to a 0.25-acre grass fire located on Territorial Highway in Curtin, ORE at 4:00 pm.  Fire suppression teams were able to quickly stop the forward spread by 4:05 pm and began mop up at 4:11 pm. Fire was cleared by 4:40 pm. The cause of the fire was created by the legal use of an agricultural hay bailer.  The culture and harvest of agricultural crops is exempt from regulated use restrictions, but this is a great reminder that fuels are dry. With the current increased and prolonged temperatures and lack of substantial rain, fuels are dry and ready to burn. Please take precaution and ensure to follow proper fire preparedness procedures. No one thinks they will be the one that starts a fire, but it takes just one spark.
