Work by EPD Patrol K9 and SCU drug detection K9 results in fentanyl delivery arrest

Eugene Police Department   At around 11 p.m. on May 18, EPD Patrol K9 Unit Officer Jake Thomas and Ayk were patrolling and observed a wrong way driver on a roadway open to the public. He performed a traffic stop of the vehicle and contacted the driver, Ramon DeJesus Laurean Barraza, age 30, of Phoenix, Arizona. Laurean Barraza was driving without driving privileges or insurance.    As the stop was concluding, a patrol officer observed, what he believed to be blue fentanyl pills and pre-packaged white powder in plain view in the back passenger area on the floorboard. Laurean Barraza gave consent to the officers on scene to search the vehicle. Eugene Police Street Crimes K9 Officer Joe Kidd and Jack (drug detection K9) responded to the scene to assist. At the conclusion of the stop, EPD’s team located 49 grams of counterfeit Oxy, 30 blue pills (fentanyl), 140 grams of fentanyl powder and $11,000 cash. INVESTIGATION RESULTS IN OFFICER INVOLVED SHOOTING; ARREST OF HUSBAND AND WIFE

Douglas Co. Sheriff's Office IDLEYLD PARK, Ore.  - On Friday, May 19, 2023, at 5:26 a.m., 9-1-1 dispatchers began receiving reports of a disturbance in the 100 block of Idleyld Park Lane in Idleyld Park. As deputies were responding, it was reported that a male was making threats toward others and carrying a brick. A subsequent report was made that gunshots were heard, and that the male was carrying multiple firearms. Deputies arrived on scene at approximately 5:49 a.m. They began challenging the male, identified as 55-year-old Henry Charles McQuatters of Glide, who was in possession of two firearms. A subsequent radio transmission by deputies indicated shots had been fired by law enforcement. McQuatters was transported to Mercy Medical Center for a non-life-threatening gunshot wound. LINN COUNTY SHERIFF'S OFFICE IDENTIFIES DECEASED VICTIM FOUND IN 2006

Linn County Sheriff's Office Linn County Sheriff Michelle Duncan reports a deceased victim found in the woods in 2006 was identified as Jesus Ruiz of Aumsville, Oregon.  The investigation began on October 23, 2006, at approximately 6:17 p.m. when the Linn County Sheriff’s Office responded to a report of human remains found in the area of the Big Springs Snow Park on Highway 22, east of Sweet Home.  Evidence at the scene indicated the remains had been there approximately one year. Detectives continued to work with the Oregon State Medical Examiner’s Office and DNA was extracted from the remains.  Although the victim’s DNA profile did not exist in any database, samples were sent to Parabon Nanolabs, a private company, for additional analysis to determine the identity of the person.  Parabon Nanolabs was able to find a possible identity by tracing the DNA through ancestry type databases and following possible relatives’ family tree lines.  They were able to give detectives a possible

TWO HONDURAN NATIONALS RESIDING IN GRESHAM INDICTED FOR ROLES IN FENTANYL TRAFFICKING CONSPIRACY

U.S. Attorney's Office - District of Oregon PORTLAND, Ore.—Two Honduran Nationals residing in Gresham, Oregon have been indicted in federal court for transporting hundreds of thousands of counterfeit prescription pills containing fentanyl and several pounds of powdered fentanyl from California to Portland for resale. Kevin Martinez-Avila, 27, and Allen Moya-Vargas, 29, have been charged with conspiring with one another and others to distribute and possess with intent to distribute fentanyl and possessing with intent to distribute fentanyl. According to court documents, in February 2023, investigators from the Westside Interagency Narcotics Team (WIN) learned a drug courier from California was transporting a large load of fentanyl to somewhere in or around Portland. On February 22, 2023, WIN investigators located the courier’s vehicle and followed it to a residence in Gresham. Soon after, investigators observed Martinez-Avila drive away from the residence. FATAL CRASH - HWY 38 - DOUGLAS COUNTY

Oregon State Police On Wednesday, May 17, at approximately 12:01 P.M., the Oregon State Police responded to a single vehicle crash on Hwy 38, near milepost 8, in Douglas County.   The preliminary investigation indicated a blue Chrysler PT Cruiser, operated by Betty Ann Hodges (79) of Florence, was traveling westbound on Highway 38. The PT Cruiser left the roadway (for unknown reasons), crashed into a tree, and came to an uncontrolled rest. The lone occupant of the vehicle was determined to be deceased at the scene.   The highway was impacted for approximately 3 hours during the on-scene investigation.   OSP was assisted by the Douglas County SO (Medical Examiner's Office), Reedsport Fire Department, Lower Umpqua Ambulance, ODOT, and Mast Brother's Towing. FATAL CRASH - INTERSTATE 5 - MARION COUNTY

Oregon State Police Update:   On Thursday, May 18, 2023, at approximately 2:06 P.M., the Oregon State Police responded to a three vehicle crash on Interstate 5, near the Santiam Rest Area, in the northbound lanes.   At this time, OSP will release the following information:   A commercial motor vehicle (CMV) was traveling northbound on Interstate 5 when it left the roadway on the east shoulder.  The CMV struck a Ford Econoline passenger van, occupied by 11 people, and pushed the van into another parked CMV.  The force of the crash caused extreme damage to the passenger van.   As a result of the crash, 6 persons in the van were declared deceased at the scene.  One victim from the van was transported by Life Flight and later declared deceased at the hospital. Out-of-control fire near the Hwy 42 & Powers Hwy Junction results in the arrest of Myrtle Point Man

On the evening of May 17 th, 2023, the Coos County Sheriff’s Office Dispatch Center began receiving several 911 calls of an “Out of control fire” near Hwy 42, & the Powers Hwy Junction just east of Myrtle Point.  Myrtle Point, Fire Department members responded and located an out-of-control burn in slash on timber lands. Coos Forest Protective Agency was contacted and responded with a fire crew and bulldozer out of the Bridge Office. CFPA was able to contain the blaze to approximately (3) acres.  The following day, May 18, 2023, Sgt. Slater responded to the scene to speak with members from CFPA and further investigate the fire. A suspect was identified as Logan T. Erb (38) of Myrtle Point. During an interview with Mr. Erb, he admitted to starting the fire. However, he did not know it had spread after he left the area.  After an investigation, Logan T. Erb (38) was arrested for reckless burning and unlawful use of fire. SWEET HOME FIRE DISTRICT RESPONDS TO A WATER RESCUE ON THE CALAPOOIA RIVER

Sweet Home Fire Dist. On May 16, 2023, the Sweet Home Fire District was dispatched to a water rescue on the Calapooia River. The call came in at 3:22 pm and it was reported that a 58-year-old male, who was walking the river with his dogs was missing. The wife reportedly witnessed the male fall into the river and float around a bend. When the husband’s dog returned without him, the wife drove down the road to get cell service and initiated the 911 call. Sweet Home Fire District personnel were able to access the river at the location the male was last seen. Initial responding fire crews were able to walk the river to conduct a search, while the rescue swimmers were preparing to make entry into the water. The initial crews located the male in the water, face down and unresponsive. Crews quickly extricated him from the water and initiated advanced life support and resuscitative efforts. CRASH INVOLVING SCHOOL BUS, CHILDREN NOT INJURED

Deschutes Co. Sheriff's Office On May 18, 2023, at approximately 8:30 am, deputies with the Deschutes County Sheriff’s Office responded to a report of a motor vehicle crash on SE 27 th  Street, north of Rickard Road. Initial reports indicated a Toyota XA sport utility vehicle had collided head on with a Bend-La Pine School District bus. Deschutes County 911 Dispatch was advised the bus was occupied with children, however they appeared to be un-injured. The driver of the Toyota XA, later identified as Richard Rathmell Jr., was attended to and evaluated by Bend Fire/Medics on scene. Rathmell Jr. was ultimately transported to St. Charles Bend for treatment. The Bend-La Pine School District was contacted and arrangements to have the children picked up by a secondary bus was established. Gresham Police Dept Gresham, Ore.— Gresham Police is asking for the public’s assistance in locating a missing 59-year-old man who has a medical condition that affects his memory.  Luis Helgenberger left his home in the 700 block of NE 187 th  Ave. around 9:00 AM to go for a walk and has not returned. Luis’ family says this is out of the ordinary for Luis and they are worried for his well-being.   Luis is described as a Pacific Islander male who is approximately 5 feet 3 inches tall and weighs 150 pounds. He has short black and gray hair and brown eyes. FATAL CRASH - INTERSTATE 5 - MARION COUNTY

Oregon State Police On May 18, 2023, at approximately 2:05 P.M., the Oregon State Police responded to the three-vehicle crash on Interstate 5 northbound, near milepost 241 (Santiam Rest Area), in Marion County.   The initial report involves two commercial motor vehicles (semis) and a passenger vehicle.  At this time, there are 7 deceased adults and multiple injured.  The cause of the crash is under investigation at this time.   Expect significant delays on Interstate 5 northbound due to the on-scene investigation.  All traffic should use other routes and avoid the area.  Southbound traffic may also back up- so be alert.   More information will be released after notifications have been made and the on-scene investigation has concluded. MADGE Arrests Local Drug Dealer Responsible for Numerous Overdoses

Medford Police Dept. After nearly a year-long investigation into a local drug dealer, MADGE Detectives arrested 22-year-old Mason Jeffrey Barrette who is believed to be linked to numerous overdoses in the Medford area.   The investigation revealed Barrette was obtaining drugs from the Bay Area in California and bringing them into Medford to distribute. Barrette was utilizing juveniles to deliver these drugs into the community. In addition, he was using a third-party apartment in the 1800 block of Crater Lake Ave. as a hub for this criminal activity.   MADGE Detectives obtained and executed a search warrant for the involved apartment which led to the seizure of over a ½ pound of fentanyl and various quantities of other drugs, including Xanax, psilocybin mushrooms, and methamphetamine. FATAL CRASH - HWY 238 - JACKSON COUNTY

Oregon State Police On Tuesday, May 16, 2023, at approximately 10:46 A.M., the Oregon State Police responded to a single vehicle crash on Hwy 238, near milepost 26, in Jackson County.   The preliminary investigation indicated a silver 2005 Chrysler Seabring, operated by Dena Bell Duval Arns (91) of Ruch, was traveling eastbound on Hwy 238. The vehicle traveled across the westbound lane for unknown reasons, left the roadway and overturned in a field. The operator was determined to be deceased at the scene.   The highway was not impacted during the course of the investigation.   OSP was assisted by Applegate Fire and ODOT. 19-YEAR-OLD DRIVING 176 MPH ARRESTED FOR RECKLESS DRIVING

Washington Co. Sheriff's Office A deputy stopped and arrested a 19-year-old driver after he was driving 176 MPH on Interstate 5 near Hwy 217. On Wednesday, May 17, 2023, at 12:32 am, a Washington County Sheriff’s Office deputy was conducting speed enforcement on Interstate 5, near Highway 217. The deputy saw and heard a vehicle, a 2016 BMW M3, traveling south on Interstate 5 at an extremely high speed. The deputy used a speed measuring tool called a Lidar and learned that the vehicle was going 176 MPH.  The deputy told dispatch about the speeding vehicle by radio, gave a description of the vehicle, and asked for other deputies in the area to assist them. Another deputy was further south on Interstate 5, near the Nyberg Street exit, and could see the vehicle take the Nyberg Street exit. FATAL VEHICLE CRASH ON CLEAR LAKE RD. -- DRIVER OUTSTANDING

Lane Co. Sheriff's Office Today at approximately 12:13pm the Lane County Sheriff’s Office responded to the report of a three-vehicle crash on Clear Lake Rd. just west of Goodman Rd.  While enroute, deputies were advised that one of the involved vehicles had caught fire with a person trapped inside.  This person was the driver of the vehicle that caught fire and was later determined to be deceased. MULTIPLE GUNS RECOVERED IN AN ARMED ROBBERY

Sheriff's Office On Monday, May 15, 2023, at 8:40 p.m., Washington County Sheriff’s Office deputies assigned to the City of Cornelius responded to an armed robbery near the 200 block of Northwest 338 Ave in Hillsboro, Oregon. When deputies arrived, they located a victim who described being hit over the head with a handgun and quickly learned identifying information about three potential suspects along with the vehicle they were driving.    A short time later, a deputy saw a vehicle matching the suspect’s vehicle description pulling into a business complex. As the deputy attempted to contact the vehicle’s occupants, three occupants got out and began to flee on foot.    One male, identified as 18-year-old Bryce Kim, fled on foot, and a foot chase ensued. During the chase, Kim tossed a loaded Glock handgun in the roadway. Kim was captured a few blocks away without incident. The other two males were still near the involved vehicle.
