Four People Arrested During Sunday Afternoon Protests

On Sunday June 3, 2018, four people were arrested during multiple protest events held in Downtown Portland. The protest events were held in Terry Schrunk Plaza, Chapman and Lownsdale Squares, and the surrounding blocks over the course of several hours. The four arrests were made at a variety of locations due to criminal behavior.
The intent of law enforcement today was to provide a safe environment for all participants, non-participants, and community members while ensuring the peaceful exercise of the First Amendment.
During today's demonstrations, Federal Protective Service and a Multnomah County Sheriff's Office Deputy deployed pepper spray during two separate incidents when multiple people were involved in assaultive behavior. There were no other significant police actions taken today. Throughout the event members of the competing protest groups were observed deploying pepper spray and throwing projectiles, including fireworks, bottles, rocks, and ball bearings (photogaphs of several items attached to this release).
Portland Fire and Rescue provided on scene medical evaluations to several people, but no one requested or required further medical attention and no one was transported to area hospitals by ambulance.
There were no reports of officers or deputies suffering injuries during today's events.

"The intent of our presence today was to provide a safe environment for all participants, non-participants, and community members while ensuring the peaceful exercise of the First Amendment," said Chief Danielle Outlaw. "The Police Bureau attempted to communicate directly with group organizers through the use of social media, a loud-hailer, and person-to-person communication in an effort to encourage an environment in which Portland community members could safely practice their right to free speech and assembly. Bureau members attempted to intercede by separating and arresting people on occasions when people's safety were in jeopardy."
The Police Bureau is aware that several instances of criminal behavior were filmed and broadcast on a various media platforms. These crimes may include but are not limited to: Disorderly Conduct, Assault, Theft, Robbery, and Reckless Burning. Investigators will be conducting follow-up which may lead to arrests at a later time. If you were the victim of assault, theft, robbery or another crime during this protest event, you are encouraged to file a police report.
The following people were arrested today and will be arraigned in Multnomah County Court on June 4:
36-year-old Jonathan D. Feit was arrested near Southwest 2nd Avenue and Southwest Columbia Street on charges of Disorderly Conduct in the Second Degree
32-year-old Andrew Arbow was arrested at Terry Schrunk Plaza on charges of Disorderly Conduct in the Second Degree.

In addition, one person was given a federal criminal citation by Federal Protective Service (FPS) officers and released:
43-year-old Gregory N. Isaacson was detained at Terry Schrunk Plaza, cited and released for Failure to Comply with a Lawful Order.
Late in the day, the Federal Protective Service also arrested a fourth person in connection with today's events. Officers with the Portland Police Bureau Central Precinct are assisting with this investigation. At this time the suspect has refused to provide his name and will be lodged at the Multnomah County Jail. After the suspect is lodged and identified, his identity and charges will be provided.
