Crash - HWY 20 - Deschutes County

Oregon State Police On Friday, July 28, 2023, at approximately 4:26 P.M., the Oregon State Police responded to a two-vehicle crash on Hwy-20, near milepost 15, in Deschutes County.   The preliminary investigation indicated a Subaru Forester, operated by Janet Diane Abelein (68) of Portland, was traveling eastbound on Hwy 20 in Tumalo when the driver made a U-turn in the middle of the highway. The Subaru was t-boned by a Ford F350, operated by Policarpo Vasquez Prudente (46) of Redmond, which was also traveling eastbound.    All occupants were transported from the scene to local hospitals for treatment.   The operator for the Subaru (Janet Abelein) was later declared deceased a the hospital. A passenger in the Subaru, Dwayne Milo Abelein (65) of Portland, received treatment for injuries.   The highway was impacted for approximately 1 hour during the on-scene investigation.   OSP was assisted by the Deschutes County Sheriffs' Office, Bend Fire, Sisters Fire, and ODOT.

DEATH INVESTIGATION ON THE WILLAMETTE RIVER

Lane Co. Sheriff's Office The Lane County Sheriff’s Office responded to the report of a kayak that had flipped over on the Willamette River on Saturday afternoon at about 4:30pm. A male had been kayaking downstream from the Middle Fork Boat Launch when his kayak struck a log and overturned. A second person had been floating on an inner-tube that was attached to the kayak by rope. After striking the log, the kayak became entangled in the log and the male riding in it did not resurface. The person riding on the inner-tube was able to find their way to shore. Lane County Sheriff’s Marine Patrol and Search and Rescue responded to the area and were able to locate the involved male underwater. They pulled him from underwater and brought him to shore but he was unable to be revived. The victim in this case was not wearing a life jacket. A life jacket was found attached to his kayak. The victim’s identity is being withheld at this time.

METH ARREST

Douglas Interagency Narcotics Team (DINT) On Saturday, July 29th, at approximately 2:00 PM, detectives with the Douglas Interagency Narcotics Team (DINT) arrested two individuals on drug charges in the Green area.     With assistance from deputies with the Douglas County Sheriff's Office, detectives stopped a vehicle in a parking lot in the 4600 block of Carnes Road.  Detectives were interested in the vehicle as part of an ongoing investigation into illegal drug activity.  The occupants of the vehicle were detained and a search was conducted, yielding approximately 2 ounces of suspected methamphetamine.     28 year old Cameron Sullivan of Roseburg was arrested and charged with Unlawful Possession and Unlawful Delivery of Methamphetamine.   48 year old Weslie Skidmore of Tenmile was arrested and charged with Unlawful Delivery of Methamphetamine, and Conspiracy.     Both subjects were lodged at the Douglas County Jail.

David Michael Smith Convicted in Child Sexual Abuse Case

Washington Co. District Attorney's Office HILLSBORO, Ore.- On July 27, 2023, a Washington County jury found David Michael Smith, age 36, guilty of Unlawful Sexual Penetration in the First Degree and two counts of Sexual Abuse in the First Degree. Deputy District Attorney Chris Lewman prosecuted the defendant before Judge Oscar Garcia.  In May of 2022, the child victim reported that the defendant, who was known to her, sexually abused her. The Oregon Department of Human Services (DHS) alerted the Washington County Sheriff's Office of the allegations. Investigators met with the victim’s family. The child also met with medical experts at CARES Northwest where she provided additional details of the abuse.  The Washington County District Attorney’s Office commends the victim for her bravery throughout this process. We also acknowledge the work of DHS, the Washington County Sheriff’s Office, and CARES Northwest.  A sentencing hearing is scheduled for August 15, 2023.

DEATH INVESTIGATION AT TRIANGLE LAKE

Lane Co. Sheriff's Office The Lane County Sheriff’s Office responded to the report of a possible drowning at Triangle Lake on Thursday evening.  At about 7:45pm, a caller advised that a boat had tipped into the lake and one person had not resurfaced after going into the water.  Bystanders immediately began searching the area where the boater was last seen, approximately 50 feet from the main boat ramp. Divers located the victim at approximately 10:45pm and found him to be deceased.  The identity of the victim, a 17-year-old male, is being withheld at this time.  Initial investigation has revealed that the male had fallen into the water when the canoe that he was riding in capsized.  He was not wearing a life jacket.     

INVESTIGATION LEADS TO LARGEST ILLEGAL FENTANYL SEIZURE IN AGENCY HISTORY

Multnomah County Sheriff's Office A months long investigation by Multnomah County Sheriff’s Office (MCSO) Special Investigations Unit (SIU) resulted in the largest illegal fentanyl seizure in agency history. On Tuesday, July 25th, 2023, MCSO SIU deputies were observing a wanted person in the area of the SW 20th Avenue and SW Main Street in the Goose Hollow neighborhood of Portland. The deputies watched the person walk to a vehicle, and at the opportune time, took him into custody. After obtaining a search warrant for the person’s car and apartment, SIU deputies discovered gallon-sized plastic bags packed with fentanyl pills and fentanyl powder, as well as scales, a manual-operated pill press, a commercial grade pill press, $5,000 in cash and a handgun. While processing evidence, deputies determined the bags contained approximately 58,000 individual fentanyl pills and 16 pounds of fentanyl powder. Ten of the 16 pounds of powder was ready to be pressed using the machines into pills.

Former Newberg High School Coach Arrested On Sex Crimes

Newberg-Dundee Police Dept. On July 24 th , 2023, the Newberg-Dundee Police Department began a criminal investigation after the parent of a student from the Newberg High School reported to NDPD that their child was the victim of sexual abuse by a former coach at the Newberg High School.  The former coach was identified as 28-year-old John David Ali Gispert of Newberg.   An investigation was conducted by NDPD Detectives, and it resulted in the arrest of Mr. Gispert on July 25 th , 2023.  Mr. Gispert was lodged in the Yamhill County Jail on the following charges: Seven counts of Sexual Abuse in the Second Degree, two counts of Using Child in Display of Sexually Explicit Conduct and two counts of Encouraging Child Sexual Abuse in the First Degree. It is important to note that members of the Newberg School District cooperated fully with our investigation and continue to be a valuable partner during any investigations involving Newberg schools.  Anyone with information related to this case,

TWO ARRESTED FOR MURDER- DOUGLAS COUNTY MAJOR CRIMES TEAM- DOUGLAS COUNTY

Oregon State Police On June 25, 2023, a deceased male, with an apparent gunshot wound, was located near the I-5 milepost 101 interchange, near Canyonville, in Douglas County.    The Douglas County Major Crime Team was activated and the Oregon State Police was designated as lead investigating agency due to the crime scene being located within an ODOT right-of-way. The deceased male was identified as Joshua Alexander (34) of Roseburg. After an extensive investigation, two suspects were identified in the case.    On July 20, 2023, Allen Lloyd Swindler (36) of Sutherlin was arrested and on July 26, 2023, Sierra Sioux Jennings (34) also of Sutherlin was arrested. Both Swindler and Jennings were charged with Murder and lodged at the Douglas County Jail.    The investigation is active and ongoing- no further information is available for release at this time.     Participating agencies of the Douglas County Major Crime Team include; the Douglas County Sheriff’s Office, Roseburg Police Departme

Salem Police Department Salem, Ore.  — Yesterday, July 25, detectives from the Salem Police Department Strategic Investigations and Special Victims Units arrested Edwin Paul Johnson of Springfield. An investigation was launched when detectives learned Johnson, age 33, was engaging in multiple sexually explicit conversations and sending sexually explicit photos and videos to a 15-year-old girl in Salem using the social media platform Instagram. Johnson, who was apprehended in Springfield, was lodged at the  Marion County Jail  on charges of luring a minor and second-degree online sexual corruption of a child. He is set to be arraigned today at the  Marion County Criminal Court Annex  at 2:30 p.m. The Salem Police Department encourages the community to learn more about the resources available to help teens and parents work through the sometimes-difficult conversations concerning cell phones and social media. OFFICER INVOLVED SHOOTING LEADS TO DEPUTY SHOT

Washington Co. Sheriff's Office UPDATE -   Suspect has been located, there is no further danger to the public. Sheriff Pat Garrett will update media on the wounded deputies’ conditions at a news conference scheduled for 1:45pm at Legacy Emanuel. On Wednesday, July 26, 2023, at approximately 9:34 a.m., Washington County Sheriff’s Office deputies were serving a civil eviction at Forest Rim Apartments in Tualatin, Oregon.  At 10:21 a.m., deputies advised dispatch that they were attempting to detain a person when that person opened fired on the deputies. One deputy was struck by gunfire and was evacuated from the scene and transported to an area hospital where they are undergoing treatment. The deputy is listed in critical condition at this time. It is unknown if deputies returned fire.  Multiple partner agencies responded to the scene along with the Washington County Tactical Negotiation Team (TNT). UPDATE The two suspects from this investigation are: Jessica Fesella-Yanez (43) David McKinsey-Pace (30)  Jessica was taken into custody at 8:49 am on Friday, and was lodged at Douglas County Corrections after she was cleared from Mercy Medical Center. TASK FORCE OF DOUGLAS COUNTY FIREFIGHTERS DEPLOY TO KLAMATH FALLS AREA

Douglas Co. Fire Dist. No.2 Local firefighters were deployed Sunday to the Klamath Falls area, to help battle the growing Golden Fire. The task force was requested by the Oregon State Fire Marshal’s (OSFM) office under the Emergency Conflagration Act to assist with structural protection in the area. Fourteen firefighters, five fire apparatus, and various support vehicles will arrive in Bonanza Sunday evening. The group is led by Douglas County Fire District No. 2 Lieutenant Ryan Felker and is made up of personnel from Fire District No. 2, Roseburg Fire Department, Sutherlin Fire Department, North Douglas County Fire & EMS, and Riddle Fire Protection District. It is not known how long the task force will be deployed, but they may be utilized for up to fourteen days to assist the OSFM as needed.

Portland Police Bureau The Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) is responding to a report of a shooting at Legacy Good Samaritan Hospital 1015 NW 22nd Avenue. The hospital is locked down. Initial information is that the suspect has left the hospital. Officers are searching for the suspect. The area is closed. All traffic is blocked between NW 23rd Avenue and NW 21st Avenue, NW Northrup to NW Lovejoy St. The PIO is enroute to the scene. Media staging will be NW 22nd Avenue and NW Northrup St.
