FATAL CRASH ON HWY 138W - DOUGLAS COUNTY

  Oregon State Police On Tuesday, September 29, 2020 at approximately 1:15 P.M., Oregon State Police Troopers and emergency personnel  responded to a two vehicle crash on Hwy 138W near MP 23A. Preliminary investigation revealed that a Toyota Rav, operated by Sara Myers (45) from Sutherlin, was westbound slowing to turn south (left) onto Dovetail Lane when an also westbound Honda motorcycle, operated by Keith Berry (34) from Sutherlin,  attempted to pass.  The Honda motorcycle crashed into the drivers side of the Toyota Rav.  Berry and his passenger, Caylla Ritchie (27) from Roseburg, sustained fatal injuries and were pronounced deceased. Myers was transported by ambulance to Mercy Medical Center with serious injuries.  OSP was assisted at the scene by the Douglas County Sheriff's Office, Sutherlin Police Department, Sutherlin Fire Department, Umpqua Valley Ambulance and ODOT.

OREGON STATE POLICE INVESTIGATING OFFICER INVOLVED SHOOTING - MARION COUNTY

  Oregon State Police On Monday, September 28, 2020 at approximately 12:30 P.M., Marion County Sheriff’s Office (MCSO) Deputies responded to a hostage situation at 244 Juneva Place SE Salem, OR.   Deputies responding were able to establish communications with the suspect, identified as Jose Jesus Lopez-Tinoco (34) of Woodburn, in an attempt to resolve the situation peacefully. Upon hearing gunshots inside deputies forced entry into the residence in an effort to effect a rescue.  During the rescue one deputy fired a yet to be determined number of rounds.  Inside the residence deputies located Laura Rocio-Bustos (43) with a gunshot wound.  She was transported to the hospital with serious injuries. Deputies also located Diari Bustos-Bustos (24) deceased from a gunshot wound and an 11-year-old male deceased from a gunshot wound.  His name will not be released.   A 13-year-old male was rescued from inside the residence and uninjured.  His name will not be released. Fatal Hiking Incident - Tillamook County

  Oregon State Police On Sunday, September 27, 2020 at approximately 1:48 P.M., Oregon State Police Troopers and emergency personnel responded to a person who fell from a cliff, into the ocean, at Devil's Cauldron trail in Oswald West State Park. Preliminary investigation revealed two people walked down the Devil’s Cauldron trail to take a photograph at a cliff side viewpoint.  Steven Gastelum (43) of Seaside, climbed a tree on the cliff’s edge to pose for a photograph.  A limb broke, on the tree, causing him to fall approximately 100 feet into the ocean. US Coast Guard helicopter and Nehalem Bay Fire Department jet skis assisted in locating Gastelum and bringing him to shore. Gastelum was transported to Tillamook Regional Medical Center by ambulance where he was pronounced deceased.

ROSEBURG MAN ARRESTED ON SEXUAL ASSAULT CHARGES

  Roseburg Police Dept. Approximately two weeks ago Roseburg Police Detectives began working a sexual assault investigation that allegedly occurred in Roseburg several years ago.  This investigation began when detectives were contacted by law enforcement officials from another state, where an alleged victim disclosed the previous abuse.  During the subsequent investigation detectives charged 62 year-old Roseburg resident Lawrence Walter Jackson with Sodomy in the First Degree and five counts of Sexual Abuse in the First Degree.  Jackson was lodged at Douglas County Corrections on those charges. The victim in this case was a minor child who was known to the suspect.

MARIJUANA ENFORCEMENT DETECTIVES SERVE SEARCH WARRANT ON ILLEGAL GROW OPERATION

  Deschutes Co. Sheriff's Office On the morning of September 24, 2020, Marijuana Enforcement Detectives with the Deschutes County Sheriff’s Office, assisted by the Central Oregon Drug Enforcement Team (CODE), DCSO Street Crimes Detectives and the Deschutes County Sheriff’s Office SWAT Team, served a search warrant in the 25000 Block of Cultus Lane in relation to an ongoing criminal investigation into an illegal marijuana operation.  The investigation was initiated after detectives received anonymous complaints about the odor and validity of the grow operation. Joshua Mays was contacted at the residence and taken into custody.  He was subsequently transported to and lodged in the Deschutes County Sheriff’s Office Jail on the listed charges. The Marijuana Enforcement Detectives (MED’s) would like to thank the legal marijuana businesses within Deschutes County for their collaborative efforts in combating illegal marijuana operations. VEHICLE LOCATED IN MISSING PERSON CASE

  Josephine Co. Sheriff's Office On Wednesday, September 23rd, 2020, at approximately 1600 hours, a citizen located a vehicle matching the description of missing person, Fauna Frey’s vehicle. Sheriff Daniel and Deputies responded to the vehicle which was located on Reuben Mountain Road a few miles past Grave Creek Boat Landing.  The vehicle was locked and Ms. Frey was not located.  The Sheriff’s Office towed the vehicle and it is no longer outstanding.  Based on investigation at the scene, it is believed Ms. Frey's vehicle was parked at the location for at least a month if not longer.   On Thursday, September 24, 2020 Search and Rescue ground searchers conducted a search around the area where Ms. Frey's vehicle was located.  Searchers were aided with cadaver dogs however, Ms. Frey was not located.  If anyone has information regarding Ms. Frey or her vehicle, please call the Sheriff’s Office at 541-474-5123. 

Man Accidently Shoots Himself in Store Checkout Line

  Lincoln City Police   On Sunday, September 20, 2020 at about 1936 hours, Lincoln City Police Officers responded to McKay’s Market located at 801 SW Hwy 101 in Lincoln City on a reported gunshot wound. Upon arrival, it was discovered a male, identified as 29-year-old Nicholas J. Ellingford of Lincoln City had sustained an accidental self-inflicted gunshot wound to his groin area and leg. Investigation revealed that Ellingford was inside the store and as he was waiting in the checkout line, he un-holstered a Glock 9mm semi-automatic pistol from his waistband so that he could show it off to a friend. As Ellingford was placing the firearm back in the front of his pants near the zipper & button areas, he accidently pulled the trigger causing the firearm to discharge. The bullet entered into Ellingford’s groin area before exiting out the lower thigh of his leg, narrowly missing is femoral artery. DECEASED LOCATED WITHIN HOLIDAY FARM FIRE PERIMETER IDENTIFIED

  Lane Co. Sheriff's Office On September 11, 2020, fire personnel working the Holiday Farm Fire located a deceased male in a residence off Goodpasture Road in Vida.  The Lane County Sheriff’s Office responded and investigated the death with the Lane County Medical Examiner’s Office.  The deceased has been identified as 59 year old David Perry of Vida.  Perry's next of kin have been notified.  Our thoughts go out to Perry's family and friends as they grieve.   News Release from 9/11/2020: We are saddened to report that on 9/11/2020, fire personnel were in the area of Goodpasture Road in Vida when they located a deceased person in a residence within the perimeter of the Holiday Farm Fire. First responders are working with the Medical Examiner’s Office to identify the deceased, which may take some time.  After the person has been identified, we will notify next of kin and afford them the opportunity to notify additional family and friends prior to releasing the person’s name. 

Fire Restrictions Lowered – Fire Season Remains in Effect

Douglas Forest Protection Association A combination of recent rainfall, cooler temperatures and more favorable fire conditions have allowed the Douglas Forest Protective Association to lower fire restrictions that are in place for both the general public and industrial operators.  Effective Monday, September 21st at 12:01 AM, all DFPA protected lands will move to a fire danger rating of MODERATE and Industrial Fire Precaution Level 2. For the general public, a moderate fire danger rating changes the shutdown times for several activities listed in DFPA’s Public Use Restrictions.  During moderate fire danger, the following activities are prohibited between the hours of 1:00 PM and 8:00 PM: • The cutting, trimming or mowing of dead grass.  This restriction does not apply to the mowing of green lawns or for the commercial culture and harvest of agricultural crops. • The cutting, grinding or welding of metal for non-industrial purposes. • The use of power saws for non-industrial purposes. •

Residents are encouraged to learn more at   https://www.disasterassistance.gov   or  https://www.fema.gov/assistance/individual .  "FEMA is standing by to assist those qualified with individual assistance who have been displaced or who have lost things such as vehicles by the Archie Creek Fire," Sgt. Brad O'Dell said. "However, in order for assistance to be available, it is imperative individuals begin the application process now through FEMA." Additionally, Emergency Management is seeking information from the public regarding property damages incurred as a result of the Thielsen and Archie Creek Fires. FATAL CRASH HWY 42 - DOUGLAS COUNTY

  Oregon State Police On Saturday, September 19, 2020 at approximately 9:15 P.M., Oregon State Police Troopers and emergency personnel responded to a two vehicle crash on Hwy 42 near milepost 74. Preliminary investigation revealed that a Dodge Ram pickup, operated by Dustin Robinson (36) from Sutherlin, was westbound when it went off the road.  He struck a Pontiac Grand AM, operated by William McCullough IV (20) from Roseburg,  that was at the intersection of Jackie Avenue and Hwy 42.   McCullough IV and his passenger, Mark Ritter (20) from Roseburg, sustained fatal injuries and were pronounced deceased.  Robinson sustained minor injures from the crash.   OSP was assisted by Douglas County Sheriff's Office, Winston Police Department, Douglas County Fire District 2, ODOT and the Douglas County District Attorney's Office.  Driving Under the Influence of Intoxicants (Robinson) is being investigated as a possible factor in the crash.  Any further information will be released by or

Gresham Police Investigating Officer-Involved Shooting

Gresham Police Dept Gresham, Ore.—Tonight at 6:50pm Gresham Police officers responded to a report of a suspicious vehicle in the parking lot of an apartment complex in the 800 block of SE 187th. The person calling 911 gave a license plate on the vehicle and responding officers quickly learned the vehicle was reported stolen. While more resources responded to assist them, officers followed the car to the area of SE 181 and SE Ash where they stopped the vehicle. The adult white male driver of the vehicle drew a gun and at least one Gresham police officer shot the suspect. Officers quickly applied first aid to the suspect and requested immediate medical attention. The driver was taken to the hospital for treatment, but his medical condition is unknown at this time and his identity has not yet been confirmed. RADE Arrest / Seizure

  Grants Pass Dept. of Public Safety   On 09-16-20 at around 6:45 am, RADE detectives with the assistance of GPDPS patrol units and narcotics detection K9 Match, arrested 73 year old William G. Van Tassell. RADE detectives obtained information Van Tassell was in possession of a large quantity of methamphetamine and located him driving his vehicle southbound on Interstate 5 in Josephine County. A traffic stop was attempted on Van Tassell as he neared exit 58. Van Tassell chose to not pull over and drove several miles before spike strips were deployed by a patrol unit, deflating 3 of Van Tassell's tires. He eventually was stopped and after K9 Match alerted to narcotics in his vehicle, 228.4 grams (approximately 1/2 pound) of methamphetamine was located, hidden in his vehicle. Van Tassell was arrested and lodged in the jail for Unlawful Delivery and Possession of Methamphetamine. More charges are expected to be added by the DA's Office. Suspect Arrested after Lighting Sleeping Man on Fire

  Medford Police Dept. On 9-15-20, at about 3:56 a.m., a 54 year old male reported he awoke to being on fire and sustained burn injuries. Officers responded and found the victim had been sleeping in an alley in the 100 block of S Grape, when an unknown suspect lit the bottom of his blanket on fire, which spread to his clothing. The victim put the fire out with his hands and sustained 3rd degree burns to his hands and feet. He was transported to the hospital where he remains in stable condition. Video surveillance captured the event, which showed a male approach the sleeping victim and intentionally light the victim’s blanket on fire with a lighter and some paper. The suspect watched as the flames increase, before walking away. The suspect’s clothing was distinct, and the information was put out to other officers. Grants Pass Dept. of Public Safety Grants Pass Department of Public Safety Police Officers have been involved in an Officer Involved Shooting.  One male was shot and is currently in critical condition at Three Rivers Medical Center.  No officers were injured during the incident.    The Josephine County Major Crimes team is currently on scene in the area of Wineteer Street, Grants Pass.    Additional information will be released at 4:30pm from the Department of Pubic Safety Headquarters located at 726 NE 7th Street. 

SHERIFF'S OFFICE SEEKS PUBLIC'S HELP LOCATING SHOOTING SUSPECT

Lane Co. Sheriff's Office On 9/15/2020 at 10:20 p.m. the Lane County Sheriff's Office received a report of a man with a gunshot wound at the 81000 block of Davisson Road in Creswell. The male victim was transported by ambulance to receive medical attention and his status is unknown at this time.   Detectives investigating the case have identified 40 year old Wesley Fredrick Roy Jr. as a suspect in the shooting. Roy is described as a male standing 5'11" and weighing approximately 225 pounds with brown eyes and short, brown hair.  Roy has been known to drive a 1993 white Audi A90 sedan and frequents the South Lane County area.   Additionally, Roy is a suspect in multiple unrelated cases involving felony domestic violence.  The Lane County Sheriff's Office is asking anyone who has seen Wesley Fredrick Roy Jr. since 9/15/20 or knows his whereabouts to call 541-682-4150 then press 1 and reference case #20-6371. ROY IS CONSIDERED ARMED AND DANGEROUS. DO NO

DETECTIVES INVESTIGATE APPARENT MURDER SUICIDE IN DILLARD

Sheriff's Office DILLARD, Ore.  - A Dillard man shot and killed his live-in girlfriend before turning the gun on himself Sunday evening.  On Sunday, September 13, 2020, at approximately 5:10 PM, 9-1-1 dispatchers received a call reporting a female had been shot at an address in the 100-block of First Street in Dillard.  Dispatchers attempted to obtain additional information, but the male disconnected. A deputy briefly spoke to the man on the phone while responding to the address.  The man told the deputy to "have a good one" and then a gunshot was heard. When deputies arrived a final gunshot was heard from inside the home.  Deputies entered the residence and located 88 year-old Thomas Dale Higginbothom with an apparent self-inflicted gunshot wound and a weapon in his lap. Sheriff's Office DOUGLAS COUNTY, Ore.  - The Douglas County Sheriff's Office, Board of Commissioners and agency partners held a drop-in information session this afternoon at Glide High School for residents of certain areas of the Glide and Idleyld Park communities which were impacted by the Archie Creek Fire. 255 citizens attended the meeting and were able to learn about the status of their home and meet with emotional support workers and resources such as the Douglas County Assessor's Office, Red Cross, Salvation Army, Glide School District and Douglas Public Health Network. Grants Pass Man Arrested for Rape of Juvenile

Douglas Co. Sheriff's Office CANYONVILLE, Ore.  - A Grants Pass man is in custody on rape charges this evening following his discharge from Mercy Medical Center. On Saturday, September 5, 2020, deputies were dispatched to a reported rape of a juvenile which occurred in Canyonville. Deputies secured the scene and contacted detectives who took over the investigation.  The suspect, 43 year-old James Darren Smith of Grants Pass, was transported by ambulance from the scene and has been hospitalized since the incident occurred.  On Saturday, September 12, 2020, Smith was discharged from Mercy Medical Center and was arrested. He was lodged at the Douglas County Jail on the following charges:  Rape 1 Sexual Abuse 1 The juvenile was known to Smith.

Daily Update Archie Creek Fire Sept. 11, 2020

  Inciweb The Archie Creek fire was discovered September 8, 2020 and is 0% contained. It is currently burning to the northeast of Glide, OR. Indirect fire line construction will continue on Primary and Secondary planned control lines on all flanks. Direct dozer line construction will continue on West and Southern flanks where practical and where topography will allow. Moderating winds primarily out of the NW. Even with improving overnight and daytime humidity and light winds, fire behavior will continue to be very active where slope, wind and fuels align due to the very dry fuels. Highest concern is on the south and southeast flanks of the fire area. Warm and dry conditions, along with breezy afternoon winds, will persist through the weekend, although smoke may limit daytime highs. Humidity will generally improve over the next few days,especially overnight recoveries, but daytime humidity will remain quite low at higher elevations. Beachie Creek Fire Update from Marion County Sheriff Joe Kast

Marion Co. Sheriff's Office   On 09/09/20, the Marion County Sheriff’s Office announced our search and rescue crews found human remains along with animal remains in a vehicle near the 26000 block of North Fork Road in the Santiam Canyon.  The following day search and rescue personnel with the Marion County Sheriff’s Office returned to the area, escorting investigators.  While conducting the recover, the remains of another individual were located in the vehicle. On 09/10/20, the Marion County Medical Examiner’s Office positively identified the two deceased people as 13-year-old, Wyatt Tofte of Lyons, Oregon and 71-year-old Peggy Mosso also of Lyons, Oregon. Our search and rescue teams continue    their efforts to locate people who have been missing.  Tragically, searchers have located two additional victims of the fire.  Due to treacherous conditions, recovery efforts will be underway once a safe plan can be put into place. Burglar Arrested In Grocery Store During Emergency Evacuation Order

Lincoln City Police On September 10, 2020, Christian Martin Berry was arrested for Criminal Trespass II, Criminal Mischief II, Burglary II, Interfering with a Peace Officer and Theft I (for theft committed during an emergency in an area affected by fire, catastrophe or emergency). Berry was lodged at the Lincoln County Jail with a total bail of $127,500. Last night, September 10, 2020, at about 9:15 p.m., the Lincoln City Police Department responded to a report of a broken window and a male inside Grocery Outlet, 4157 NW Highway 101. At the time, this location was part of a Level 3 mandatory evacuation zone as a result of ongoing firefighting efforts with the Echo Mountain Complex Fire. The initial report was made by an ODOT employee who was manning a roadblock at the intersection of NW Logan Rd and N Highway 101, just below the Grocery Outlet location. Jackson Co. Sheriff's Office Case 20-17292 (Central Point, OR)  The Jackson County Sheriff’s Office announces a suspect has been arrested on Arson and other charges regarding a fire that was set during the Almeda Fire in the area of the railroad tracks in Phoenix, Oregon. This case is separate from the Almeda Fire investigation but the investigations have been a joint effort by the Major Assault Death Investigation Unit members including JCSO, Oregon State Police, Medford PD and Ashland PD and the Jackson County District Attorney's Office. The suspect MICHAEL JARROD BAKKELA;  DOB 12/9/78, local transient, is lodged on the following charges: Two counts of Arson I; fifteen counts of Criminal Mischief I and fourteen counts of Reckless Endangering.
