OSP IS SEEKING THE PUBLIC'S ASSISTANCE WITH A DEATH INVESTIGATION- DOUGLAS COUNTY

Oregon State Police The Oregon State Police is asking for #publicassistance with a death investigation that occurred on November 30, 2021.  OSP is hoping with the 1st anniversary of this incident that someone will come forward with new information. On November 30, 2021, at approximately 1:00 P.M., Larry Mell was traveling westbound in his red 2003 Dodge Ram truck on Hwy 38 near Putnam Valley Rd, just west of Drain, Oregon, when he was shot.  Mr. Mell later died as a result of his injuries.  The Oregon State Police’s preliminary investigation suggests this incident appears to be accidental.  Mr. Mell was 72 at the time of his death.  He had 8 children, several grandchildren, and a great-grandchild. Mr. Mell’s family described him as a Navy veteran who served in the Vietnam War. Mr. Mell loved fishing and crabbing and is greatly missed. FATAL CRASH - INTERSTATE 5 - JACKSON COUNTY

Oregon State Police On Tuesday, November 29th, at approximately 7:11 PM, the Oregon State Police responded to a reported vehicle versus pedestrian collision on Interstate 5, near mile post 27, in Jackson County. The preliminary investigation indicated Gabriel Escobar (39), of Medford, had recently fled on foot from a nearby Fred Meyer after allegedly shoplifting.  Escobar attempted to run across the freeway when he was struck and killed by a commercial motor vehicle traveling northbound in the slow lane.   The slow lane was closed for approximately 3 hours while the crash investigation was conducted. OSP was assisted by the Jackson County STAR Team, Medford PD, the Jackson County Sheriff's Office, and ODOT.

FENTANYL, METHAMPHETAMINE, AND COCAINE SEIZED DURING SEARCH WARRANT

Lincoln City Police Department In the early morning hours of Wednesday, November 23, 2022, Lincoln City Police served a residential search warrant at 2420 NE 29th Street. The search warrant was the result of a lengthy investigation into the distribution of narcotics coming from the residence. During the search, Officers located and seized criminal amounts of fentanyl pills, methamphetamine, and cocaine, along with other paraphernalia.  Arrested at the residence was 32-year-old Oscar Mejia-Salazar of Lincoln City. He was charged with Delivery of Fentanyl, Possession of Fentanyl with Commercial Factors, Possession of Methamphetamine with Commercial Factors, Felon in Possession of a Restricted Weapon, and Frequenting/Maintaining a Drug House. Oscar Mejia-Salazar was transported to the Lincoln County Jail where he was lodged. Also arrested at the scene was 24-year-old Erik Mejia-Salazar of Lincoln City. HELP IDENTIFY ATM THIEVES

Portland Police Bureau Portland Police Detectives are asking for the public's help in identifying two individuals who heavily damaged a local business in order to steal an ATM. On November 29, 2022, at 4:35 a.m., two individuals backed a white van through the front of Fastrak Food Mart, located at 2431 Northeast Broadway Street, in order to gain access to the business. Once inside, the burglars loaded an ATM into the back of the van. The incident was captured on video, which we are providing in an attempt to help identify the thieves:  https://youtu.be/IS5NrQ4sAmk After completing the burglary, the men stopped in the parking lot of 12414 East Burnside while they attempted to gain access to the ATM's contents, starting a fire in the process. One of the suspects is wearing a distinct jacket detectives believe could help identify them. CALIFORNIA DRUG TRAFFICKER ARRESTED IN SOUTHERN OREGON SENTENCED TO FEDERAL PRISON

U.S. Attorney's Office - District of Oregon EUGENE, Ore.—A California man with multiple prior felony drug trafficking convictions over more than two decades was sentenced to federal prison today after he was arrested transporting nearly two kilograms of methamphetamine from California to Oregon. Jose Baldemar Izar, 42, of Lancaster, California, was sentenced to 84 months in federal prison. According to court documents, in October 2020, investigators from the Douglas Area Interagency Narcotics Team (DINT) received a tip that Izar was trafficking drugs from California to Oregon for distribution in the Roseburg, Oregon area. Further investigation revealed that Izar was in frequent contact with several suspected methamphetamine dealers in the Roseburg area and that he was known to drive vehicles rented under another name. DRUG DEALING HUSBAND AND WIFE SENTENCED TO FEDERAL PRISON

U.S. Attorney's Office - District of Oregon EUGENE, Ore.—A Douglas County couple known for distributing drugs was sentenced to federal prison today after they were linked to the overdose death of man to whom they had sold drugs to for more than a year. Brian Joseph Ramos, 49, and Christine Marie Ramos, 41, residents of Yoncalla, Oregon, were sentenced to 70 and 51 months in federal prison, respectively. The Ramoses must also serve five-year terms of supervised release following the completion of their prison sentences. According to court documents, in May 2018, detectives from the Douglas Interagency Narcotics Team (DINT) learned that an adult male stopped by the Ramoses home in Yoncalla after his release from a residential drug treatment program. Later the same day, the man tragically died of fentanyl poisoning. OREGON STATE POLICE FISH & WILDLIFE DIVISION TROOPERS INVESTIGATE UNLAWFUL TAKE OF BIG GAME ANIMALS - UMATILLA COUNTY

Oregon State Police The Oregon State Police Fish & Wildlife Troopers from the Pendleton Area Command received information on several individuals who were unlawfully taking big game animals. In the summer of 2020 Troopers began gathering information and evidence over the following year, which led to the service of a search warrant at a Pendleton residence in December of 2021. Evidence seized from the search warrant included 6 sets of deer antlers, and 3 sets of elk antlers, including a 7x7 trophy bull elk, a rifle, a bow, and meat. PEDESTRIAN STRUCK BY TRAIN (FATAL)

Lane Co. Sheriff's Office On November 25, 2022 the Lane County Sheriff’s Office received information that an adult male had been struck by a train along the Union Pacific rail line by Salmon Creek Rd. in Oakridge.  Oregon State Troopers were first to arrive on scene and attempted life-saving efforts including CPR.   However, the male did not survive. The involved male was identified as 57-year-old Derek Lee Berling of Oakridge.  Preliminary investigation indicates that Berling was running westbound along the railroad tracks prior to being struck.  He was reportedly wearing headphones and did not respond when train operators sounded a horn multiple times.  Despite conducting an emergency stop, train operators were unable to stop the train in time to avoid a collision. 

FIREARM DISCHARGED BY A MALE

Grants Pass Police Department On November 26th, 2022, a few minutes before midnight, Grants Pass Police Department officers responded to the Josephine County Fairgrounds for reports of a man firing a gun.  Due to the rapidly evolving incident, law enforcement requested Three Rivers Medical Center lockdown while a search of the Fairgrounds was underway.  GPPD officers and Oregon State Troopers cleared the Fairgrounds and confirmed the suspect had already fled.   A private party was being held at the Fairgrounds and the suspect fired a firearm into the ceiling of the building.  No one was injured at the party  The suspect's connection to the event is still being determined. Grants Pass Police detectives responded to assist with the criminal investigation. Lane Co. Sheriff's Office On Sunday 11/20/22, Lane County Sheriff's Deputies responded to the area of Wacker Point Rd. northwest of Noti after receiving reports that a hunter had located a deceased person in the woods. Wacker Point Rd. is located north of Hwy. 126 and is also known as the BLM 17-7-22 Rd. Deputies responded and identified the deceased person to be a white male in his 30's. His identity is being withheld pending notification of next of kin. HUMAN REMAINS LOCATED NEAR INTERSTATE 5-MARION COUNTY

Oregon State Police On Monday, November 21, 2022 at approximately 9:18 AM, Oregon State Police Troopers  responded to a suspicious object found by Oregon Department of Corrections cleanup crew on northbound Interstate 5 near milepost 260. OSP Troopers with the Salem Area Command took possession of a small backpack that contained a human skull.  The skull was transported to the  Oregon State Medical Examiner’s Office who will continue to investigate the identity of the skull. The skull had no identifiable features, but was most likely that of a female in her late 30’s to 40’s.  No further information is available at this time. 

MOTOR VEHICLE CRASH

Lane Co. Sheriff's Office On November 22, 2022 just prior to 5:45am, the Lane County Sheriff’s Office responded to the report of a head-on traffic crash on Prairie Rd. near Maxwell Rd. in Eugene.  Medics responded and determined that the driver of one of the involved vehicles, 23-year old Eddie Lloyd Jenks of Fall Creek, had died.  Preliminary investigation revealed that the1999 Pontiac Sunfire driven by Jenks had been traveling southbound on Prairie Rd. when it failed to negotiate a curve.  The Sunfire crossed into the oncoming northbound lane where it struck a 2010 Ford F150 pickup driven by 58-year old Harvey James Arnold of Eugene.  Evidence at the scene indicated that Jenks was not wearing his seatbelt at the time of the crash. 

WOMAN STRUCK, KILLED BY PASSENGER TRAIN

Salem Police Department Salem, Ore.  — Salem Police officers responded to the  1800 block of Bill Frey DR NE  yesterday, November 22, shortly after 6:00 p.m., on the call of a person struck by a passenger train traveling through the city. Patrol officers learned the Amtrak engineer sounded the horn when a woman was spotted sitting on the tracks. The woman, identified as Judith Araceli Mojica Abarca of Salem, stood up, however, not in sufficient time to avoid being struck by the fast-moving train.  The 47-year-old Abarca was pronounced deceased at the scene. CAVE JUNCTION MAN ARRESTED FOR DISCHARGING A FIREARM DURING DISPUTE IN GRANTS PASS

Grants Pass Police Department Grants Pass, Ore. – On Tuesday, November 22, 2022, at 11:04 am, the Grants Pass Police Department received a report of a male with a gun in the 1900 block of SE Portola Drive in Grants Pass. The male was allegedly demanding the return of a vehicle that had been sold. While multiple officers were responding to the scene, the male allegedly fired the weapon and fled in a vehicle. Both nearby schools, including Gladiola High School and Riverside Elementary, were secured until officers determined there was no longer a threat. Arriving officers found no one had been injured due to the single gunshot. SE Portola Drive was temporarily closed for the investigation but was reopened a short time later after evidence was collected. Grants Pass Police Detectives responded to the scene and assisted patrol officers in identifying the male who had allegedly fired the gun as 22-year-old Seth Fox of Cave Junction. STABBING INVESTIGATION

Douglas Co. Sheriff's Office ROSEBURG, Ore.  - A Roseburg man was stabbed during a disturbance Tuesday morning.  911 Dispatchers received a call on Tuesday, November 22, 2022, shortly after midnight of a male who had been stabbed while engaged in a physical altercation at a residence in the 3000-block of Joseph Street in Roseburg. The caller reported the suspect had left on foot.  Deputies and officers from Roseburg Police Department responded along with fire and EMS personnel. The victim, 51-year-old Raymond Latre of Roseburg, was found to have sustained a stab wound to the lower abdomen by an individual known to him. Latre was transported by ambulance to Mercy Medical Center where he underwent emergency surgery. Latre is currently in stable condition.  There is no ongoing threat to public safety and the investigation is ongoing at this time.
