TWO-VEHICLE COLLISION LEAVES ONE DECEASED

Salem Police Department Salem, Ore.  — At approximately 4:10 p.m., Salem Police patrol officers were called to the scene of a two-vehicle collision at the intersection of  State ST and Hawthorne AV NE  which left one of the drivers deceased. The preliminary investigation by the Traffic Team determined the driver of a Chevrolet Camaro was traveling westbound on State ST when it crashed into a Ford Fiesta driven by 67-year-old Natalie Satalich of Salem. Satalich was making a northbound turn onto Hawthorne AV from State ST when her vehicle was struck head on by the Camaro driven by Emorej Lynk, age 20, of Salem. As a result of the impact, the Fiesta and Camaro came to rest near the northwest corner of the intersection. Satalich was pronounced deceased at the scene. Lynk is cooperating with the investigation. Detectives Arrest Mom After 19-Month-Old Child Overdoses on Fentanyl

Jackson Co. Sheriff's Office BUTTE FALLS, Ore. - Jackson County Sheriff’s Office (JCSO) detectives assisted by Medford Police Department Livability Team arrested a suspect Friday after her 19-month-old child overdosed on fentanyl under her care. The suspect, Desiree Maria Brown, 30, of Butte Falls, was charged with three counts of first-degree criminal mistreatment, four counts of recklessly endangering, and two counts of second-degree child neglect.   The incident occurred September 15 at a residence in the 800 block of Derby Road in Butte Falls. The child was given multiple doses of Narcan on scene and later life flighted to a Portland area hospital. After spending multiple days on a Narcan drip, the child remained stable and has since recovered. JCSO Special Victims Unit detectives investigated the incident which led to the arrest of the child’s mother. Jackson County District Attorney’s office will prosecute the case.

TILLAMOOK COUNTY MAN SENTENCED TO FEDERAL PRISON FOR UNLAWFULLY TRANSPORTING EXPLOSIVE MATERIALS

U.S. Attorney's Office - District of Oregon PORTLAND, Ore.—A Tillamook County, Oregon man was sentenced to federal prison today after he was found driving a stolen vehicle while possessing explosive materials housed in a metal bottle. Robert David Larsen, 36, was sentenced to 15 months in federal prison and three years’ supervised release. According to court documents, on April 27, 2021, officers from the Cornelius Police Department pulled Larsen over while he was driving a stolen vehicle. Officers searched the vehicle and found suspected explosive materials and several catalytic converters in the trunk. The explosive material was constructed out of an 8-inch metal bottle filled with a smokeless, explosive powder. The bottle had a detonation cord inserted through a drilled hole in the bottle’s cap. On June 1, 2021, a federal grand jury in Portland returned a three-count indictment charging Larsen with possessing an unregistered destructive device, unlawfully transporting explosive

ARIZONA MAN SENTENCED TO 5 YEARS IN FEDERAL PRISON FOR FENTANYL TRAFFICKING

U.S. Attorney's Office - District of Oregon PORTLAND, Ore.—An Arizona man was sentenced to federal prison today after he and an accomplice were stopped traveling in a vehicle with 12,000 fentanyl pills on Highway 26 near Government Camp, Oregon. Jeray Lashawn Jessie, 32, a former Portland resident living in Phoenix, Arizona, was sentenced to 60 months in federal prison and five years’ supervised release. According to court documents, in March 2021, as part of a larger drug trafficking investigation being conducted by the FBI and Clackamas County Interagency Task Force (CCITF), law enforcement officers stopped a rental car traveling westbound on Highway 26 near Government Camp. Jessie and an accomplice were the sole occupants of the vehicle traveling from Arizona to Portland. Investigators searched the vehicle pursuant to a warrant and located 12,000 counterfeit oxycodone pills containing fentanyl concealed in a backpack in the vehicle’s trunk. Washington Co. Sheriff's Office In September 2022, the Washington County Sheriff’s Office arrested five men who intended to meet children in person to have sex. During that sting, multiple other people started conversations with the undercover online profiles and expressed interest in meeting the child. One of those people was 32-year-old Michael Thomas Lund, who lived in Troutdale. Lund continued to message the account for three months, believing he was talking to a child. Lund repeatedly offered to meet the child in person for sex. Once detectives confirmed Lund’s identity, a Washington County grand jury indicted him in December 2022. On December 5, detectives arrested Lund at his apartment in Troutdale. Lund was booked into the Washington County Jail on charges of luring a minor and online sexual corruption of a minor in the second degree. Detectives are concerned Lund may have more victims and are asking anyone with additional information to call the Sheriff’s Office at 503-846

KIDNAPPING SUSPECT TAKEN INTO CUSTODY AFTER FLEEING DEPUTIES

Lane Co. Sheriff's Office This morning shortly after 1:00am, Lane County Sheriff’s deputies received information from the Vancouver, Washington Police Department that a kidnapping suspect was believed to be in Lane County along with his three victims.  The suspect had managed to elude police earlier in Washington State.  The victims were an adult female and her two young children. Deputies located the suspect, 53-year-old Bart Allen Stephanie, driving on Jasper Rd. near Pengra Rd. about 30 minutes later. Stephanie attempted to elude deputies and eventually drove through a privately owned yard in the area of Place Rd. and Church Rd, then continued on through a fence and into a pasture.  Deputies were able to use their patrol vehicles to pin Stephanie’s rented pickup and forced him to come to a stop.  All three of Stephanie’s victims were found in the vehicle. The adult female had an injury to her head from Stephanie assaulting her, and the children were unharmed.  Deputies transport

TCSO Detectives are en route to Nevada at this time. This is an ongoing major crimes investigation. TCSO will release further information when it is appropriate to do so.

MAN KILLED IN CRASH BETWEEN MOTORCYCLE AND CAR

Washington Co. Sheriff's Office On December 3, 2022, at 4:44 p.m., Washington County Sheriff’s Office deputies were dispatched to a crash near 15160 NW Laidlaw Rd. in the community of Bethany. 911 callers reported a car and a motorcycle crashed and the man driving the motorcycle was injured. The first deputy was on scene in less than three minutes and immediately began life savings efforts. Additional deputies and Tualatin Valley Fire and Rescue paramedics helped, but 23-year-old Feliciano Cruz Morales of Hillsboro was pronounced dead at the scene. His family was notified of his death. The driver of the car, a 2019 Kia Niro, remained at the scene and cooperated with deputies. The  Washington County Crash Analysis Reconstruction Team (CART) responded to lead the investigation. Tillamook County Sheriff's Office The Tillamook County Sheriff's Office is searching for two Persons of Interest associated with a homicide victim who was discovered December 2, 2022. A 52-year-old deceased male was located in a campsite in the Tillamook State Forest.  The two Persons of Interest are: Alyssa Z. Sturgill, 40, and Lisa M. Peaslee, 41, both were living in their car in the Tillamook Forest.  It is believed Sturgill and Peaslee had taken the victim's light blue 2002 Toyota Sienna minivan that had Oregon Plate YPM326 and a VIN of 4T3ZF19C92U420329. If you see this vehicle, or the two Persons of Interest, do not contact the individuals, instead, please call 911 immediately.

Tillamook County Sheriff's Office Asking For The Public's Help

Tillamook County Sheriff's Office TCSO Detectives are asking the public for help in locating a vehicle that is associated with a suspected homicide scene at a campsite on the East Fork of the Trask River in the Tillamook State Forest. There was one deceased adult male found on scene.  Detectives are looking for a light blue, Toyota Sienna minivan, that at the time was bearing Oregon license plate YPM326.  There is visible damage to the front of the vehicle - see attached photo. The occupant, or occupants, of the vehicle are unknown, but should be considered armed and dangerous. If you see this vehicle, do not approach or contact the occupants. Instead, call 911 immediately. Oregon State Crime Lab personnel are on the way to process the scene. This is an active investigation, and the area is closed to the public. More information will be released when it is appropriate.

Murder Suspect in Custody After Public Tip

Jackson County Sheriff's Office   JCSO Case 22-6947   RUCH, Ore. - Jackson County Sheriff’s Office (JCSO) deputies arrested the Ruch murder suspect this evening at 8:35 after receiving a tip on his potential location from the public. JCSO deputies located the suspect on a property in the 2900 block of Eastside Road in rural Jacksonville and he was taken into custody without incident. The suspect was apprehended approximately four miles from the scene of Monday’s crime. The suspect, Jose “Alfredo” Sotelo-Palma, will be lodged at the Jackson County Jail without bail. Thank you to our community for the information that helped bring him into custody. There is no further information at this time.

Oregon State Police BM114 becomes law on December 8, 2022.  Since November 8, 2022, the FICS unit has experienced unprecedented volumes of firearms transactions never seen before in the program’s 26-year history.  OSP continues to work diligently to process and resolve as many of the pended/delayed FICS transactions as possible. FICS transactions that are not completed with an approval number by midnight on December 7, 2022, will require the purchaser to initiate their permit application to obtain a Permit-to-Purchase before their FICS transaction can resume. This means your FICS transaction will not be canceled on December 8th.  Once the purchaser has an approved permit, the FICS transaction will resume. It is important to note that many times pended/delayed FICS transactions are due to missing, incomplete, or incorrect information. GRANTS PASS POLICE USE DE-ESCALATION TO ARREST MAN THREATENING TO SHOOT OFFICERS

Grants Pass Police Department Grants Pass, Ore. – This morning at 7:29 AM, Grants Pass Police responded to Southridge Way in Grants Pass for reports of a man running in the street and threatening to shoot people. Upon arrival, officers located the man, who they quickly assessed as likely suffering from a combination of mental illness and methamphetamine-induced psychosis. To protect the citizens in the neighborhood, officers isolated the subject and began de-escalation attempts by talking with the subject to gain his compliance. The man shouted to officers that he had a gun and was going to shoot them. Officers showed extreme restraint as the man continually reached into his jacket and waistband to simulate drawing a firearm. The officers, who were unable to verbally gain the man’s compliance, ultimately deployed a less-lethal Taser device to take the subject into custody. DRIVER RAMS PATROL CAR, INJURES DEPUTY WHILE ATTEMPTING TO FLEE

Sheriff's Office On November 28, 2022, at 11:30 p.m., Washington County Sheriff’s Office deputies got information that 25-year-old Anthony Kiontae Czerniejewski was in an apartment in the 2400 block of SW Ecole Ave., within the Enhanced Sheriff’s Patrol District (ESPD). Deputies knew Czerniejewski had a felony warrant for his arrest.   When deputies arrived, no one inside the apartment would come to the door. Deputies left but learned later that Czerniejewski had been inside and fled on foot. They returned, set up containment in the area, and began to search for him.  During the search, 22-year-old Michelle Perez-Barrera left the apartment in a 2006 Jeep Commander and began circling the neighborhood. Deputies saw the Jeep stop briefly and watched as Czerniejewski dove into the back seat.     One of the deputies tried to block Perez-Barrera's path using a patrol vehicle. Jackson County Sheriff's Office JCSO Case 22-6947 RUCH, Ore. - Jackson County Sheriff’s Office (JCSO) Criminal Investigations Division (CID) detectives are asking the public for their assistance in locating a suspect wanted for murder in the shooting homicide that occurred last Monday in Ruch, Ore. The suspect, Jose “Alfredo” Sotelo-Palma, 38, from Sinaloa, Mexico is wanted on charges of second-degree murder, three counts of unlawful use of a weapon, and two counts of menacing. He is described as a Hispanic male adult, 5’11” tall, with a slender build, brown eyes, and black hair. JOSEPHINE COUNTY FAIRGROUNDS SHOOTING -- UPDATE

Grants Pass Police Department Grants Pass, Ore. -  On November 26th, 2022, a few minutes before midnight, Grants Pass Police Officers responded to the Josephine County Fairgrounds for reports of a man firing a gun. Due to the rapidly evolving incident, law enforcement requested Three Rivers Medical Center lockdown while a search of the Fairgrounds was underway. GPPD officers and Oregon State Troopers cleared the Fairgrounds and confirmed the suspect had already fled. A private party was being held at the Fairgrounds, and the suspect fired a firearm into the ceiling of the building. No one was injured at the party. The suspect's connection to the event is still being determined. Grants Pass Police detectives responded to assist with the criminal investigation. GRANTS PASS TOWN & COUNTRY MARKET ROBBERY -- UPDATE

Grants Pass Police Department Grants Pass, Ore. -  On November 25th, 2022, at approximately 8:50 pm, Grants Pass Police responded to a robbery at the Town & Country Market on Williams Highway. A store employee reported that a suspect had committed a theft and fled on foot. When the employee followed the suspect outside, the suspect discharged a firearm in the direction of the store.  Police arrived within minutes and confirmed that no one had been injured in the incident. Grants Pass Detectives responded and took over the criminal investigation.  UPDATE: Grants Pass Police Detectives are asking for the public’s assistance in identifying the suspect captured on store surveillance video. OSP IS SEEKING THE PUBLIC'S ASSISTANCE WITH A DEATH INVESTIGATION- DOUGLAS COUNTY

Oregon State Police The Oregon State Police is asking for #publicassistance with a death investigation that occurred on November 30, 2021.  OSP is hoping with the 1st anniversary of this incident that someone will come forward with new information. On November 30, 2021, at approximately 1:00 P.M., Larry Mell was traveling westbound in his red 2003 Dodge Ram truck on Hwy 38 near Putnam Valley Rd, just west of Drain, Oregon, when he was shot.  Mr. Mell later died as a result of his injuries.  The Oregon State Police’s preliminary investigation suggests this incident appears to be accidental.  Mr. Mell was 72 at the time of his death.  He had 8 children, several grandchildren, and a great-grandchild. Mr. Mell’s family described him as a Navy veteran who served in the Vietnam War. Mr. Mell loved fishing and crabbing and is greatly missed. FATAL CRASH - INTERSTATE 5 - JACKSON COUNTY

Oregon State Police On Tuesday, November 29th, at approximately 7:11 PM, the Oregon State Police responded to a reported vehicle versus pedestrian collision on Interstate 5, near mile post 27, in Jackson County. The preliminary investigation indicated Gabriel Escobar (39), of Medford, had recently fled on foot from a nearby Fred Meyer after allegedly shoplifting.  Escobar attempted to run across the freeway when he was struck and killed by a commercial motor vehicle traveling northbound in the slow lane.   The slow lane was closed for approximately 3 hours while the crash investigation was conducted. OSP was assisted by the Jackson County STAR Team, Medford PD, the Jackson County Sheriff's Office, and ODOT.

FENTANYL, METHAMPHETAMINE, AND COCAINE SEIZED DURING SEARCH WARRANT

Lincoln City Police Department In the early morning hours of Wednesday, November 23, 2022, Lincoln City Police served a residential search warrant at 2420 NE 29th Street. The search warrant was the result of a lengthy investigation into the distribution of narcotics coming from the residence. During the search, Officers located and seized criminal amounts of fentanyl pills, methamphetamine, and cocaine, along with other paraphernalia.  Arrested at the residence was 32-year-old Oscar Mejia-Salazar of Lincoln City. He was charged with Delivery of Fentanyl, Possession of Fentanyl with Commercial Factors, Possession of Methamphetamine with Commercial Factors, Felon in Possession of a Restricted Weapon, and Frequenting/Maintaining a Drug House. Oscar Mejia-Salazar was transported to the Lincoln County Jail where he was lodged. Also arrested at the scene was 24-year-old Erik Mejia-Salazar of Lincoln City. HELP IDENTIFY ATM THIEVES

Portland Police Bureau Portland Police Detectives are asking for the public's help in identifying two individuals who heavily damaged a local business in order to steal an ATM. On November 29, 2022, at 4:35 a.m., two individuals backed a white van through the front of Fastrak Food Mart, located at 2431 Northeast Broadway Street, in order to gain access to the business. Once inside, the burglars loaded an ATM into the back of the van. The incident was captured on video, which we are providing in an attempt to help identify the thieves:  https://youtu.be/IS5NrQ4sAmk After completing the burglary, the men stopped in the parking lot of 12414 East Burnside while they attempted to gain access to the ATM's contents, starting a fire in the process. One of the suspects is wearing a distinct jacket detectives believe could help identify them.
