OSP TRAFFIC STOP LEADS TO ARREST AND DRUG SEIZURE- DESCHUTES COUNTY

Oregon State Police On January 19, 2023, at approximately 5:00 P.M., an Oregon State Police Senior Trooper stopped an SUV for a lane use violation on northbound US 97 near milepost 132, just north of Bend. During the traffic stop, the Trooper noticed signs of criminal activity, and a consent search of the vehicle was conducted.  During a search of the vehicle, the Trooper located approximately 10 pounds of suspected methamphetamine and approximately five pounds of suspected powder fentanyl concealed within the vehicle.  The K-9 assisted in the investigation by alerting the Trooper to the odor of controlled substances in the location where the drugs were hidden. The driver was identified as Dania Marbella Banegas-Ramos (28) of Oakland, California.  Banegas-Ramos was taken into custody and lodged in the Deschutes County Jail for various drug offenses. GRANTS PASS POLICE ARREST SUSPECT WHO SET FIRE TO LINCOLN ELEMENTARY SCHOOL

Grants Pass Police Department Grants Pass, Ore. – On January 14, 2023, at 1:38 AM, Grants Pass Police and Grants Pass Fire and Rescue responded to Lincoln Elementary School regarding a fire alarm. The first arriving police officer located four outdoor propane heaters active and set on high. Two of the heaters were against a wooden wall of the school and had caused the wall to ignite. The police officer immediately extinguished the flames with a fire extinguisher to prevent further damage. Grants Pass Fire and Rescue arrived shortly after to ensure the fire had not spread further. Surveillance video captured Quest Kellen Cougar Vanlohuizen, a 28-year-old male, moving the heaters and igniting them near the wooden wall. The video also showed Vanlohuizen ingesting suspected illicit drugs while in the same area. Vanlohuizen had fled the scene prior to the arrival of first responders. DETECTIVES INVESTIGATING SUSPICIOUS DEATH IN HAZELWOOD NEIGHBORHOOD

Portland Police Bureau A suspicious death investigation is underway in the Hazelwood Neighborhood. On Thursday, January 19, 2023 at 6:07p.m., East Precinct officers responded to a welfare check call in the area of Southeast 96th Avenue and Southeast Main Street. When officers and paramedics arrived they located a deceased male down an embankment. Due to suspicious circumstances found at the scene, Homicide Detectives responded. Cause and manner of death will be determined after an autopsy is performed by the medical examiner's office. As of now, this is considered a suspicious death investigation. Fuel Theft Causes Fire

Ashland Police Dept. On Saturday, January 14, 2023 at approximately 2:40 a.m. officers from the Ashland Police Department and members of Ashland Fire & Rescue responded to 60 Shamrock Lane for a report of a fire. This location is a fueling station that serves commercial vehicles. After the fire was extinguished, APD, in consultation with AFR, determined that the fire was caused by someone’s attempts to steal gasoline from underground gasoline tanks via syphoning the gas. The investigation determined that hundreds of gallons of gas were stolen before the theft was cut off by the fire it caused. Some fuel was also stolen from a nearby piece of construction equipment that was left in the area. This theft and the fire it caused presented an immediate and serious threat to the surrounding neighborhoods and the Ashland community. As the attached pictures show, had this fire been at a different time of year, it would have easily caused a major threat to adjacent residences and businesses.

Arizona Woman Caught Trafficking Fentanyl and Heroin on Interstate 5 Charged in Federal Court

U.S. Attorney's Office - District of Oregon PORTLAND, Ore.—An Arizona woman is facing federal charges after she was caught trafficking approximately 45,000 counterfeit oxycodone pills containing fentanyl and several additional pounds of bulk heroin on Interstate 5 near Salem, Oregon. Nancy Garcia, 47, of Yuma County, Arizona, has been charged by criminal complaint with possessing with intent to distribute fentanyl and heroin. According to court documents, on January 16, 2023, an Oregon State Police (OSP) trooper initiated a traffic stop on a vehicle being driven by Garcia northbound on Interstate 5 near Salem. The trooper identified Garcia as the sole occupant of the vehicle and observed that she was traveling with a statue of Santa Muerte, a saint-like figure some individuals believe offers protection in drug trafficking. POLICE SEEK WITNESSES IN ATTACK AT GRESHAM PARK

Gresham Police Dept Gresham, Ore.—At approximately 12:15p.m., a reported attack and attempted sexual assault occurred at Pat Pfeifer Park. When officers arrived on scene, they conducted a search of the area, but the suspect was not found. The suspect is described as a Latino male in his 30s, approximately 5-foot-3 inches tall with a medium build. He was wearing a beige or pink colored hooded sweatshirt and blue jeans. A detective assigned to the case is asking for the public’s assistance in locating any witnesses who were in the area of the park and may have seen the suspect. In addition, the detective is asking for residents in the area to check their home video surveillance and doorbell cameras to see if they captured any images of the suspect. POSSIBLY ARMED SUBJECT REPORTED NEAR CRESWELL HIGH SCHOOL

Sheriff's Office On 01/19/2023 at approximately 3:39pm, the Lane County Sheriff’s Office received information from a Creswell School District employee that a person was laying in the grass near Creswell high school and possibly armed with a gun.  This information had been passed second-hand to the employee, who then reported it to the Sheriff’s Office. Deputies quickly converged on the area and began searching for the involved person utilizing available resources to include a drone.  The subject, described as a white male in his teens or early twenties, was observed wearing an orange hat, camo jacket, and black pants.  He is thought to be about 5’05” tall with a medium build, and long dark hair.  The weapon was described as possibly being a rifle.  Deputies reviewed surveillance video that shows a subject matching the suspect description walking onto and off of the campus.  A weapon was not observed in the surveillance video.  Deputies extensively searched the area and the

Roseburg Police Dept. ***UPDATE*** The suspect in this case has been identified as 53 year old William Elliott Saffery of Roseburg.  Saffery is currently lodged at the Douglas County Jail and charged with Assault in the First Degree, Unlawful Use of a Weapon, Menacing x2, Pointing a Firearm at Another x2, and Felon in Possession of a Weapon.   The victim was treated at Mercy Medical Center and released later the same day.  On January 18, 2023 at about 8:40 AM, officers with the Roseburg Police Department, Douglas County Sheriff’s Office and Cow Creek Tribal Police responded to a reported shooting in the 500 block of SE Rose Street. The investigation revealed the incident stemmed from a conflict between two individuals who appear to be unknown to each other; there is no known ongoing threat to the public. The involved victim sustained minor, non-life threatening injuries and the suspect has been taken into custody. The investigation is still active and more information will be released

STUDENTS AND DEPUTY AFFECTED BY LIKELY FENTANYL EXPOSURE

Yamhill Co. Sheriff's Office On January 17, 2023 a Yamhill County Sheriff’s Deputy went to the campus of Willamina Middle School to conduct follow up investigation on a case.  While there, the deputy was asked by a staff member to assist on a bathroom check, regarding a suspicious odor.  The deputy went to the classroom, which is a modular classroom, not connected to main campus buildings and entered the bathroom located in the classroom.   The deputy entered the bathroom and noted a strong acrid smell and requested staff and students to evacuate the modular classroom.   The deputy began feeling poorly, and after ensuring everyone was removed from the building, began exhibiting symptoms indicative of a possible overdose. At this time students also reported feeling unwell.   Fire/EMS staff from the Confederated Tribes of Grand Ronde Emergency Services responded and began rendering aid to one student, and checked on two other students.  One student was transported via ambulance to Sa

Man Swept Out to Sea Netarts Bay

Tillamook County Sheriff's Office At 8:57am this morning, Tillamook County Sheriff's Deputies, Netarts-Oceanside Fire-Rescue, Oregon State Parks and the United States Coast Guard (USCG) responded to a water rescue call in Netarts Bay, just out from Happy Camp. A man in a small inflatable raft was being swept out to the ocean by the outgoing tide. The raft flipped over near the mouth of the bay, ejecting the man into the water.  "Netarts-Oceanside Fire-Rescue's PWC's were quickly launched and were able to recover the raft in the rough breakers, but the man could not be located," said TCSO Marine Deputy Dennis Greiner. "The Coast Guard sent a helicopter and searched the area, but unfortunately, the man still has not been located." Witnesses had observed the man walking along the shoreline carrying only the raft and two oars. Bend Police Dept.   After four years on the job, K9 Ladybug retired in December 2022.  Ladybug, a drug detection K9, is a 9-year-old Belgian Malinois. She was purchased from Golden Gate K9 in Santa Rosa, Calif., which provides patrol and drug detection K9s to agencies up and down the West Coast.  Ladybug trained as a passive alert detection dog, meaning she sits and stays or lays and stares when she detects the source of narcotic odors.  She and her handler, Detective Rob Pennock, completed an initial 240 hours of training at the Washington State Department of Corrections Narcotic Dog Academy. She was certified in Washington, Oregon and California and never failed a certification test, passing them in March and April of 2019, January, April and July of 2020 and April and November of 2021.  In 43 months working, from March 2019 through November 2022, Ladybug was deployed 505 times. She seized 14,804 grams of methamphetamine, 10,959 grams of heroin, 3,588 grams of cocaine and 4,317 fenta

Motorist Rescued From Flood Water

Coos County Sheriff's Office On January 16, 2023 at 11:53 a.m. the Coos County Sheriff’s Office Dispatch Center received a report a vehicle stuck in flood waters on Fishtrap Road near the intersection of Fat Elk Road, just east of the city of Coquille. The caller advised dispatch the driver was stranded in the flood waters and unable to get out.  Coos County Sheriff’s Marine Deputy Brian Kent responded to the location along with members from the Coquille Fire Department, and Myrtle Point Fire Department. Upon arriving on scene first responded located a silver Ford compact car which had driven deep into the floodwaters on Fishtrap Road.  The vehicle had stalled on the flooded road near fast moving water, which was rushing towards the Coquille River making it hazardous for the driver to get to safety. JOSE RODOLFO TORRES-AMARO CONVICTED OF MURDER IN STABBING OF WIFE

Washington Co. District Attorney's Office HILLSBORO, Ore . — Jose Rodolfo Torres-Amaro, age 34, pleaded guilty to the sole count of Murder in the Second-Degree yesterday, January 12, 2023. Senior Deputy District Attorney John Gerhard and Deputy District Attorney Katherine Miller prosecuted the case before Judge Eric Butterfield.  Torres-Amaro’s trial had been set to begin January 24, 2023. On September 11, 2021, the defendant stabbed and killed the victim, his wife, Sonia Bahena, at their apartment complex in Cornelius, Oregon in front of two of their four children.  The victim contacted the Washington County Sheriff’s non-emergency dispatch line at 12:45 a.m., September 11, 2021, out of fear for Torres-Amaro’s violent behavior during a verbal argument in which the defendant believed the victim was having an affair. FATAL CRASH - HWY 42 - DOUGLAS COUNTY

Oregon State Police On Tuesday, January 10, 2023, at approximately 8:27 P.M., the Oregon State Police responded to a vehicle versus bicycle crash on Highway 42, at the intersection of Grant Smith Road, near milepost 76.5, in Douglas County.   The preliminary investigation indicated a Dodge Ram 3500 truck, operated by Robert Howerton (76) of Winston, was traveling west on Highway 42 in the fast lane when it struck a bicyclist, Michael Allen Davis (34) of Roseburg, as the bicycle was traveling south across the Highway 42/Grant Smith Road intersection. The bicyclist was transported by ambulance to Mercy Medical Center, where he was pronounced deceased by medical personnel. The driver of the Dodge 3500 immediately stopped and fully cooperated with the investigation.    OSP was assisted by the Winston Police Department, the Douglas County Sheriffs' Office, Douglas County Fire, ODOT, and Douglas County Medical Examiner's office.              Click Here To Download Our App

ADULT IN CUSTODY WALKS AWAY FROM THE MARION COUNTY SHERIFF'S OFFICE TRANSITION CENTER

Marion Co. Sheriff's Office Deputies are asking for the public’s help in locating an Adult in Custody (AIC) who ran out of the Marion County Sheriff’s Office Transition Center. Stephen Helmke, 34, around 3:34 p.m. today, Tuesday, January 10, 2023.  Helmke was in custody for parole violation, original charge is felon in possession of a weapon.    Helmke is a white adult male.  He is 6'02” tall and weighs 190 lbs.  He was last seen wearing, Marion County blue jeans, orange shirt.  When he ran out of the transition center, he got into a tan car and it left heading east on Aumsville Hwy SE.   The Marion County Transition Center prepares AICs for re-entry into the community prior to release from custody. Douglas County Man Sentenced to Five Years in Federal Prison for Manufacturing Illegal Short-Barreled Rifle and Selling Drugs

U.S. Attorney's Office - District of Oregon EUGENE, Ore.—A Douglas County, Oregon man was sentenced to federal prison today for manufacturing and selling an illegal short-barreled rife and selling several ounces of methamphetamine. Gregory Wayne Ferguson, 46, was sentenced to 60 months in federal prison and 4 years’ supervised release. According to court documents, in January 2021, law enforcement learned that Ferguson had claimed to manufacture “ghost guns,” do-it-yourself firearms made from readily-available materials and components untraceable by law enforcement. Ferguson further claimed to have manufactured a short-barreled rifle that could be made into a fully-automatic weapon. In late January 2021, Ferguson test-fired the unmarked, short-barreled rifle with a prospective buyer and then sold it for $1,500. Bend Police welcome two new apprehension K9s to department The City of Bend Police Department is pleased to welcome two new K9s to its team.  K9 Doug, whose handler is Officer Jeff Perkins, and K9 Harry, whose handler is Officer Leigh Anne Boileau, were certified by the Oregon Police Canine Association on Dec. 21, 2022. K9 Doug and K9 Harry are apprehension dogs, which means they are trained to locate and apprehend a suspect who is fleeing or hiding. Deploying a K9 can provide a faster resolution to a challenging and dangerous situation, and can increase officer safety.  Hailing from Slovakia, K9 Harry is a German Shepherd that will be 2 years old on April 20. Officer Boileau and K9 Harry started training together in early November. Lane Co. Sheriff's Office   *UPDATE* Turner has been located and is now safe.  We would like to thank the community for your support and the tips that were reported to us. Lane County Sheriff Search and Rescue crews are searching for 14-year-old Corbin William Turner of Elmira.  Deputies learned at approximately 7:00pm last night that Turner left his residence in the 89000blk of Demming Rd. and had not returned.  Turner has indications of mental illness and may be disoriented or confused. FATAL CRASH - INTERSTATE 84 - UMATILLA COUNTY

Oregon State Police On Sunday, January 8, 2023, at approximately 4:37 P.M., the Oregon State Police responded to a vehicle versus pedestrian crash in the median of Interstate 84, near milepost 199, in Umatilla County. The preliminary investigation indicated an eastbound Ford Ranger rolled over in the median of Interstate 84, near milepost 199. A westbound motorist stopped to render assistance to the occupants involved in the rollover crash and was walking in the median towards the rolled vehicle. A 2016 Ford Explorer, operated by Lloyd Lawrence Barkley (66) of Pendleton, was traveling westbound when the vehicle began to hydroplane on the wet road surface. The driver lost control of the Explorer and slid into the median where it struck and killed the pedestrian, Kenneth Dale Strong (65) of Richland (WA), who was walking towards the original rolled vehicle. The pedestrian, Strong, was declared deceased at the scene. OSP was assisted by the Pendleton Fire Department and ODOT.
