Arson Investigation Underway After Car Fire Outside City Councilor's Home

Portland Police Bureau  On Sunday, October 26, 2025 at 2:40a.m., Portland Fire & Rescue (PF&R) responded to a fire in the Mill Park Neighborhood. Upon arrival they found several vehicles and a carport on fire. The vehicles were parked and unoccupied. Firefighters extinguished the fire, and no one was injured.   PF&R requested a Fire Investigator and Portland Police. East Precinct officers responded to the scene and assisted with the initial investigation. They determined that the vehicle of origin belongs to City Councilor Candace Avalos. The cause of the fire remains undetermined, but it is considered suspicious in nature. No arrests have been made. The Portland Fire Investigations Unit is investigating this case. Portland Police Bureau Monitors Protest Activity in South Waterfront, Two Arrests Made

Portland Police Bureau On the evening of Sunday, October 26, 2025, the Portland Police Bureau (PPB) activated an Incident Command Team (IMT), which is overseen by a Crowd Management Incident Commander (CMIC). The CMIC managed numerous resources that included the Rapid Response Team (RRT) and Dialogue Liaison Officers (DLOs). DLOs, wearing white uniform shirts, act as liaisons to demonstrators. They are sworn officers with arrest powers, but their goal is to foster communication. PPB is also grateful for the assistance of Oregon State Police and Portland Fire & Rescue. Over the course of the night, PPB made two arrests tied to separate altercations involving demonstrators. The first person arrested was Jeremy W. Roberts, 44, of Lebanon. The second person arrested was Anthony D. Whipple, 31, of Corvallis. ITALIAN NATIONAL UNLAWFULLY RESIDING IN OREGON SENTENCED TO FEDERAL PRISON FOR CONSPIRACY TO DEFRAUD THE UNITED STATES

U.S. Attorney's Office - District of Oregon PORTLAND, Ore.—An Italian man unlawfully residing in Oregon was sentenced to federal prison yesterday for his role in a large multi-state criminal conspiracy that stole more than $2.4 million dollars of benefits from hundreds of low-income and food insecure individuals and families.   Giovanni Spirea, 29, was sentenced to 24 months in federal prison and three years of supervised release. He was also ordered to pay $61,874.32 in restitution.   According to court documents, from August 2023 to October 2024, Spirea and his co-conspirators used electronic skimming devices to steal Supplemental Nutrition Assistance Program (SNAP) benefits, encoded the stolen data on cloned Electronic Benefit Transfer (EBT) cards, and illegally purchased items with the stolen benefits. Spirea shared stolen account information with other members of the organization, who, along with him, used the stolen benefits to purchase large quantities of infant formula...

ALOHA MAN CHARGED WITH AIMING A LASER AT A CUSTOMS AND BORDER PROTECTION HELICOPTER AND DRUG TRAFFICKING

U.S. Attorney's Office - District of Oregon PORTLAND, Ore.— Brian Keith Kapileo Nepaial, 38, of Aloha, has been charged by criminal complaint with pointing a laser at a U.S. Customs and Border Protection (CBP) Helicopter and possessing methamphetamine with the intent to distribute.   According to court documents, on October 3, 2025, a CBP helicopter was struck by a green laser, causing it to abort its planned landing. The flight crew observed an individual walking near a residence and disappearing. The Federal Bureau of Investigation (FBI) identified the residence and, on October 10, 2025, executed a federal search warrant at the residence.
