OSP REQUESTING ASSISTANCE WITH FATAL HIT AND RUN CRASH - MARION COUNTY

Oregon State Police On Sunday, July 11, 2021 at approximately 1:45 A.M., Oregon State Police Troopers and emergency personnel responded to hit and run crash on Hwy 551 near milepost 2. Preliminary investigation revealed that a bicyclist was northbound on the shoulder when it was struck from behind by a vehicle. The involved vehicle did not stay at the scene. The bicyclist was transported to the hospital where they were pronounced deceased.  Evidence recovered at the scene suggest the involved vehicle is a 2008-2014 Subaru Tribeca, white in color, with damage to the front passenger side of the vehicle to include the headlight and passenger side mirror.   OSP is requesting anyone with any information regarding the crash or any information regarding the suspect vehicle to contact the Oregon State Police Northern Command Center at 1-800-442-0776 or *OSP and refer to case #SP21-194026. OSP was assisted by the Aurora Fire Department, Woodburn Ambulance, and ODOT.

GRAND JURY DECLINES CRIMINAL CHARGES AGAINST GRESHAM POLICE OFFICER JAMES DOYLE

Multnomah County District Attorney's Office PORTLAND, Ore. – Multnomah County District Attorney Mike Schmidt announced today that a Multnomah County grand jury declined to impose criminal charges on Gresham Police Officer James Doyle for the fatal shooting of Israel Mark Berry. On the evening of May 31, 2020, Gresham Police officers were providing mutual aid in the City of Portland while Portland Police managed several large demonstrations.  Around 9:30 p.m., Gresham Police Officer Doyle and several Portland Police officers responded jointly to a call of a disturbance in the 12400 block of Southeast Kelly Street in Portland involving a man reported to be engaging in threatening behavior. The man was later identified as Mr. Berry.  Body-worn camera footage and other evidence showed that Officer Doyle shot at Mr. Berry as he drove his vehicle toward Officer Doyle, and Mr. Berry was hit and killed by one of those rounds. Officer Doyle was hired by the Gresham Police Department in 2018

FATAL CRASH ON INTERSTATE 5 - DOUGLAS COUNTY

Oregon State Police On Thursday, July 8, 2021 at approximately 7:45 P.M., Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Interstate 5 near milepost 114. Preliminary investigation revealed a Acura CL, operated by Victoria Linder (38) from Roseburg, was southbound when it left the roadway and rolled. Linder was transported to Mercy Medical Center where Linder was pronounced deceased. OSP was assisted by Myrtle Creek Fire Department and ODOT.

U.S. Forest Service-Umpqua National Forest  Locations within the North Umpqua Ranger District will be closed to the public through February 28, 2022 (unless rescinded sooner). These prohibited areas are required for firefighter and public safety on the Jack Fire. Eagle Rock Campground and Boulder Flat Campground are closed. Additionally, the North Umpqua River is closed downstream from Boulder Flat to the confluence with Steamboat Creek. OR 138E, JACK FIRE AREA REMAINS CLOSED THROUGH WEEKEND

ODOT: SW Oregon STEAMBOAT — Oregon 138 East between Steamboat and Lemolo Lake junction will remain closed at least into this weekend due to wildfire next to the roadway. A 14-mile stretch of North Umpqua Highway is closed between Steamboat Creek Road and Slide Creek (mileposts 41-55) due to the Jack Fire. It began Monday afternoon, July 5. The cause is still under investigation. The fire is burning along the steep highway corridor, destroying guardrail and signs, and causing rocks and flaming debris to fall onto the roadway. “We’re working with our partners in public and firefighter safety on when to reopen the highway to traffic. But now is not the time,” said Interim ODOT District Manager Jeremiah Griffin.  ODOT has set up a checkpoint at Lemolo Lake junction for westbound traffic. The checkpoint allows local and recreation traffic access to the nearby area, including Lemolo Lake.

ALSEA FIRE CAUSED BY FIREWORKS INTENTIONALLY THROWN FROM CAR, SUSPECTS ARRESTED

Benton Co. Sheriff's Office On July 4, 2021 at approximately 4:15 PM, Deputies with the Benton County Sheriff’s Office were dispatched to assist Alsea Fire Department with a fire reportedly caused by fireworks on Highway 34 near Milepost 31.  The fire was quickly contained by Alsea Fire Department and Oregon Department of Forestry (ODF) fire crews.  At about 6:30 PM, Benton County Sheriff’s Deputies were notified a witness reported seeing a blue sedan occupied by two males. The witness saw a firework thrown from the vehicle causing a fire.  At about 8:45 PM, the Lincoln County Sheriff's Office located the vehicle described by the witness on Highway 34 near Milepost 4.  The Lincoln County Deputy was able to see illegal fireworks in the vehicle while conducting his traffic stop.   The driver, Tyler WEEKS and his passenger Tristan FORREST both admitted to lighting off illegal fireworks. Update on Bootleg Fire burning on Chiloquin Ranger District

South Central Oregon Fire Management Partnership - SCOFMP CHILOQUIN, Ore. – The #BootlegFire continues to burn on the Chiloquin Ranger District of the Fremont-Winema National Forest on Fuego Mountain approximately 11 miles northeast of the town of Sprague River. The fire is estimated to be 3,000 acres with no containment.  It was reported around 1:45 p.m. yesterday and the cause is under investigation. The fire is burning in steep, rugged terrain in mixed conifer and lodgepole pine.  Fire behavior includes running, torching and spotting. Last night firefighters were only able to work on indirect firefighting tactics, strengthening roads and creating an anchor point, due to extreme and active fire behavior overnight.  Work was also done to assess and start protection measures for the two private properties northeast of the fire. DOUGLAS COUNTY DECLARES STATE OF EMERGENCY DUE TO WILDFIRE

Douglas Co. Government (Douglas County, Ore.)  The Douglas County Board of Commissioners approved a resolution declaring a State of Emergency for Douglas County today, Wednesday, July 7, 2021 at their Weekly Business Meeting, in response to the Jack Fire burning up the North Umpqua Hwy (Oregon Hwy 138) near Dry Creek.  At the time of the declaration, homes and structures in the area were under LEVEL 3 – GO! mandatory evacuation order from the Douglas County Sheriff’s Office.   US Forest Service-Umpqua National Forest ROSEBURG, OR. – JULY 7, 2021 – Firefighters are actively suppressing a wildfire near Steamboat,  approximately 23 miles east of Glide, Oregon on the North Umpqua Ranger District. The Jack Fire, which is currently estimated at 2,395 acres and 0% contained, is burning in grass and timber east of Jack Creek Road (Forest Service Road 4713) and west of Jack Creek. The Umpqua National Forest in-briefed the  Northwest Incident Management Team #9 (NWIMT) and the Oregon State Fire Marshall (OSFM) Blue team the evening of July 6th. Today, firefighters have begun using direct and indirect suppression tactics to hold the fire west of mile marker 45 on highway 138 and bound north and south by forest road 38 along Steamboat Creek and state highway 138 along  the north Umpqua. GOVERNOR INVOKES EMERGENCY CONFLAGRATION ACT, OSFM MOBILIZES RESOURCES FOR JACK FIRE

Oregon State Fire Marshal (Salem, OR) — Governor Kate Brown today invoked the Emergency Conflagration Act in response to the Jack Fire that broke out in Douglas County Monday evening. The fire is estimated to be 900 acres in size and is located near the community of Dry Creek. The Douglas County Sheriff's Office has issued Level 3 evacuations, and the fire has temporarily closed Highway 138. The Office of the State Fire Marshal will assume command at 8 p.m. today and will work to bring resources from counties around Oregon to assist in the response. "Today I invoked the Emergency Conflagration Act to make more state resources available to the fire crews on the front lines in Douglas County at the Jack Fire," Governor Brown said. "It is evident that this fire season is rapidly under way, and we must all remain aware and cautious throughout the season, especially with activities that could spark a fire. US Forest Service-Umpqua National Forest Firefighters are actively suppressing a wildfire near Steamboat, approximately 30 miles east of Glide, Oregon on the North Umpqua Ranger District. The Jack Fire, which is currently estimated at 900 acres, was reported on Monday, July 5 at 5 p.m. and is burning in grass and timber east of Jack Creek Road (Forest Service Road 4713) and west of Jack Creek. Douglas Forest Protective Association (DFPA) and local resources utilized smoke detection cameras located on Mt. Scott, near Glide, to isolate the point of ignition. Firefighters and local resources started initial attack immediately upon locating the wildfire. The fire was very active throughout yesterday afternoon and moderated down during the night. RIDDLE MAN DIES IN MOTORCYCLE VS. VEHICLE CRASH MONDAY

Douglas Co. Sheriff's Office RIDDLE, Ore.  - A 25 year-old Riddle man died in a two vehicle crash on Monday.  On Monday, July 5, 2021, at approximately 8:15 p.m., 9-1-1 dispatchers received reports of a two vehicle crash in the 3700-block of Canyonville-Riddle Road near Riddle.  Deputies arrived on scene to discover a Harley Davidson motorcycle which had struck a Jeep Grand Cherokee. The Harley Davidson had been traveling east on Canyonville-Riddle Road when it collided with the Jeep. The operator of the motorcycle was wearing a helmet at the time of the crash.  EMS and fire crews attempted lifesaving efforts, which were unsuccessful. The motorcycle operator, 25 year-old Terance Thy Cowan of Riddle was pronounced deceased.  The driver of the Jeep, 26 year-old Brandon Hogue of Canyonville is fully cooperating with law enforcement.  The investigation is ongoing, although speed is believed to be a factor in the crash.

TEEN DROWNS IN UMPQUA RIVER

Douglas Co. Sheriff's Office OAKLAND, Ore.  - A Roseburg teen died in a drowning accident on the Umpqua River on Sunday evening. On Sunday, July 4, 2021, shortly after 6:30 p.m., 9-1-1 dispatchers received a report of a water rescue near the Yellow Creek Boat Ramp (13000-block Highway 138W) outside of Oakland.   Responders arrived to learn that 15 year-old Aliya Yasmin Grizzard of Roseburg had been floating on an inflatable air mattress in the Umpqua River with her family. While paddling downstream, Aliya and her air mattress were swept down through a rapid, causing Aliya to go into the water. She was not wearing a life jacket at the time of the incident. Bystanders and family members attempted to locate Aliya after summoning responders. Aliya was eventually located by a bystander and brought to shore where lifesaving efforts were attempted, but were ultimately unsuccessful.  DCSO was assisted by the Sutherlin Police Department, Umpqua Valley Ambulance, Douglas County Fire District

Cautionary Tale Regarding Improvised Fireworks

Eugene Police Department    This morning, July 5, near midnight, there was an explosion at a Eugene residence. Eugene Police Fireworks Patrol and Eugene Springfield Fire responded. An adult male was immediately transported, and EPD fireworks patrol conducted a welfare check for other victims. No other victims were located.  The man had improvised fireworks using Tannerite powder. He had just mixed it and moments later it exploded, tearing off some fingers and seriously injuring his hand. Each year, there are hand injuries and trips to the emergency room. This incident is a good reminder about how dangerous fireworks and explosives can be.

DRIVER KILLED IN SINGLE VEHICLE CRASH NEAR AURORA

Marion Co. Sheriff's Office Deputies are investigating a fatal crash reported just before 9:30 p.m. on July 4th, 2021.  The single-vehicle crash occurred in the 13500 block of Ehlen Road NE near Aurora in northern Marion County.  Just before the crash the involved vehicle, a 2007 Porsche 911, was seen going eastbound on Ehlen Road at a high rate of speed by a Canby Police sergeant who was going westbound.  Canby Police did not attempt to initiate a traffic stop on the vehicle, losing sight of the car while turning around.  The Canby Police sergeant came upon the crash a short time later where witnesses had already stopped to attempt to help the occupants of the Porsche.  The Porsche had partially caught fire which was extinguished by the Canby Police. The driver was pronounced deceased at the scene despite life saving efforts from medical personnel. The driver has been identified as Guy Reed (35) of Tualatin. The passenger in the Porsche has been identified as Jenna Mansfield, 28,

DEATH INVESTIGATION

Lane Co. Sheriff's Office On 07/04/21 at approximately 9:35am the Lane County Sheriff’s Office received a report that a person in the Fall Creek area had been shot.  Paramedics arrived on scene and advised that the patient had died.  During the course of the investigation 27 year old Gregory Clement was determined to be responsible for the shot that was fired.  He was taken into custody and lodged at the Lane County Jail on the charge of Felon in Possession of a Firearm.  The investigation into this incident continues and charges are to be reviewed by the Lane County District Attorney’s Office.  There is no ongoing threat to the community.

RYAN SCOTT KEANAAINA SENTENCED TO MORE THAN 37 YEARS IN PRISON IN SEX ABUSE CASE INVOLVING MULTIPLE VICTIMS

Washington Co. District Attorney's Office HILLSBORO, Ore.- On July 1, 2021, Judge Janelle Wipper sentenced Ryan Scott Keanaaina, age 44, to 449 months in prison. On June 25, 2021, a Washington County jury found the defendant guilty of first-degree rape, three counts of first-degree sexual abuse, two counts of luring a minor, three counts of third-degree sexual abuse, private indecency, first-degree attempted sexual abuse and third-degree attempted sexual abuse. Many of the defendant's convictions entailed mandatory minimum sentences under Oregon's Measure 11 law. For that reason, along with Judge Wipper's decision to prohibit time reduction programs on non-Measure 11 counts, the defendant will serve the entirety of this sentence without early release. Senior Deputy District Attorney Andy Pulver prosecuted the case against the defendant. In 2012, a teenage girl known to the defendant reported that Mr. Keanaaina sexually abused her.
