UNEXPECTED PASSING OF LANE COUNTY SHERIFF'S DEPUTY

Lane Co. Sheriff's Office The Lane County Sheriff’s Office is mourning the loss of Deputy Courtney Couch (Anderson). On Sunday July 25th, Deputy Couch, a deputy with the Lane County Sheriff’s Office, was recreating with her family on Foster Reservoir when she accidentally drowned. She was paddle boarding and attempting to help a young child when she fell in the water and did not resurface. Bystanders found her and brought her to the surface and into the hands of Linn County Sheriff’s deputies and paramedics. Life-saving procedures were quickly given, but tragically she did not survive. Courtney was a veteran of the United States Army and had been a deputy with the Lane County Sheriff’s Office for seven years. She served in a multitude of assignments including Corrections Security, Court Transport and Patrol. Despite her professional successes, Courtney’s number one priority was raising her young son. MCSO SEEKING THE PUBLICS HELP IN LOCATING MISSING CORBETT MAN

Multnomah Co. Sheriff's Office Multnomah County Sheriff's Office is asking for the public's assistance to locate a missing Corbett man. 75 year old Keith Arthur Andrews has been missing since 1:00pm yesterday (Friday July 23rd). He was last seen leaving his home in Corbett to go to Kaiser Rockwood Medical Office to pick up a prescription. That prescription was never picked up and Mr. Andrews has not been seen or heard from since leaving his home. He was driving a white 2013 Hyundai Sonata Hybrid. TEEN ARRESTED FOLLOWING ROLLING HILLS FIRE, INVESTIGATION ONGOING

Sheriff's Office ROSEBURG, Ore.  - Three juveniles have been identified by Detectives as being present at the origination point of the Rolling Hills Fire which broke out Friday evening and have made one arrest at this time. On Friday, July 23, 2021, at approximately 4:35 pm, 9-1-1 dispatchers received multiple reports of a fast moving grass fire in the 900-block of Rolling Hills Road. Multiple agencies responded to the blaze. Investigators began working to determine the cause of the fire. Three teens were identified as having been in the area immediately prior to the fire starting. They were contacted by detectives and interviewed about the incident. The teens were determined to have been walking in the area while one of them, a 13 year-old Roseburg teen, was playing with a lighter. The teen had pulled a clump of dead and dry grass from the ground and lit it. It became too hot causing the teen to drop it to the ground, igniting the approximate 20 acre fire that destroye

DFPA • The first of multiple 911 calls reporting the Rolling Hills Road Fire came into the Douglas County 911 Communication Center Friday afternoon at 4:35 PM. • The first engine to arrive on scene reported a fast-moving grass fire that was estimated to be 1 acre in size and reported that multiple structures were threatened. • Level 2 and Level 3 evacuation notices were issued by the Douglas County Sheriff’s Office for residents in the Green District near Rolling Hills Road, Melody Lane, Stella Street, Landers Avenue, and Chandler Drive.  At the time of this posting, all evacuation notices have been removed. • At 7:07 PM, the Incident Commander reported that the fire was contained, and that crews would be on scene for an extended amount of time conducting mop-up operations.  • The Rolling Hills Road Fire burned approximately 20 acres of grass and brush and destroyed 2 homes, multiple out buildings, and four vehicles. • The cause of the Rolling Hills Road Fire is currently under investi

GREEN DISTRICT FIRE UPDATE

Douglas Co. Sheriff's Office Green District, Roseburg, Ore.  - All evacuation levels for the Green District Fire have been lifted.  The road closures on Carnes Road and Hwy 99 have been lifted as well. Landers Lane at Melody is still closed. The area West of Landers Lane and Melody is still closed as well. Anyone who may need assistance from the American Red Cross can call 888-680-1455. Emergency crews are still on scene and are asking the public to be cautious when driving in the area.

ARSON SUSPECT APPREHENDED

Grants Pass Dept. of Public Safety On July 7th, 2021, at approximately 2330 hours, the Grants Pass Department of Public Safety (GPDPS) received a 911 call of a large tree and shrubs on fire along NE Beacon Drive, next to the Goodwill Thrift Shop parking lot, located at 346 NE Beacon Drive. GPDPS Police and Fire/Rescue units responded. On arrival, the large tree was fully involved and flames were about 50 feet high. The roadway was briefly shutdown and Fire/Rescue was able to extinguish the fire quickly. The tree and surrounding landscape shrubs were a total loss.  Police units continued the investigation and were able to utilize surveillance video that captured the incident. We were able to determine the fire was intentionally set. This led to contacting the suspect nearby in the 300 block of NE Beacon Drive. He was identified as 35 year-old Jeremy Mellow of Grants Pass. OREGON WING CIVIL AIR PATROL ASSISTS IN BOOTLEG FIRE RESPONSE

Oregon Civil Air Patrol BLY, Ore. Oregon Wing Civil Air Patrol (ORWG) is assisting the Oregon Office of Emergency Management and the Oregon Department of Forestry in the Bootleg Fire Response near Bly, Ore. ORWG members are volunteering as radio operators, where they are providing communication services for two eight hour shifts per day. They are handling status reports, requests for resources, release of resources and medical emergency radio equipment, alongside firefighting personnel. There are currently four ORWG incident radio operators working with professional firefighting and communications personnel from state agencies. The ORWG members work in teams of two in eight-hour shifts to provide assistance at the fire forward operating base outside of Bly, Oregon. “It’s an austere location; CAP members are sleeping in a field, in tents,” David Rudawitz, ORWG incident commander said. “But we’re helping fill an understaffed area that’s needed.” ORWG members will be on-scene into August

Washington Co. Sheriff's Office On Wednesday, July 21, 2021, at 6:00 p.m., Washington County Sheriff's Office deputies learned 77-year-old Carolyn Poore was missing. Mrs. Poore was last seen leaving her home near SW 173rd Ave. and NW Walker Rd. around 5:00 p.m. Mrs. Poore's family told deputies Mrs. Poore left in her red 2001 Ford Crown Victoria (Oregon Plate: YBA415).  Mrs. Poore is approximately 5'2", 90 lbs., has short gray hair with blue eyes. DRUG ARREST

Douglas Interagency Narcotics Team (DINT) On Monday, July 19th, 2021, at approximately 7:00 PM, detectives with the Douglas Interagency Narcotics Team arrested 22 year old Eumetrious Zepeda of Roseburg.   Zepeda was identified as a person of interest in an ongoing drug investigation.  Detectives and deputies with the Douglas County Sheriff's Office contacted Zepeda in his vehicle in the 4600 block of Carnes Road.  Drug detection K-9 “Trapper” checked the exterior of the vehicle and alerted to the presence of controlled substances inside.     A search of the vehicle revealed approximately a quarter pound of suspected methamphetamine, as well as two concealed firearms.   Zepeda was arrested and lodged at the Douglas County Jail.  He has been charged with the following crimes: Unlawful Possession of Methamphetamine Unlawful Delivery of Methamphetamine Unlawful Delivery of Methamphetamine within 1,000' of a School Unlawful Possession/Concealment of Firearms (2 counts)

FATHER AND DAUGHTER PRONOUNCED DEAD FOLLOWING WATER RESCUE ON THE SANDY RIVER

Multnomah Co. Sheriff's Office On Tuesday, July 20th, at 8:23 p.m., the Multnomah County Sheriff’s Office (MCSO) received a report of two people in distress in the Sandy River downstream of Dabney State Park. MCSO patrol deputies, along with Gresham firefighters, responded to the area to begin searching the area. Shortly after arriving, deputies located the adult male unresponsive in the water near the Stark Street Bridge. Deputies pulled the man from the river and began performing CPR. Paramedics arrived and rushed the man to the hospital. During the search for the child, first responders learned the seven-year-old girl was floating on the river when the floating device she was on flipped. The adult male, her father, entered the water to bring her to shore. Unfortunately, neither were able to return to shore. At 9:40 p.m., first responders located the child, also near the Stark Street Bridge. Firefighters performed CPR and brought her to an awaiting ambulance. She was rushed to th

Grants Pass Dept. of Public Safety GPDPS is asking for your help in locating 74-year-old Hayden “Jay” Collins. Jay was last seen around 7am on Ramsey Ave in Grants Pass, driving a silver Honda CRV with Oregon plate ZBK837. He is described as a white male adult, 5'7" tall, with dark brown and gray hair (balding) and bifocals. Jay was last seen wearing a blue shirt with multi-colored handprints, blue athletic pants and red Nike shoes. If you have seen Jay, please call us at 541-450-6260. Please see the attached photo of the vehicle being driven by Hayden Collins who is still listed as a missing person. As this is an active investigation, no further details will be released at this time. COMMERCIAL STRUCTURE FIRE AND SPRINKLER ACTIVATION -- 805 SE STEPHENS STREET -- 7-20-21

Roseburg Fire Dept. At 1:34 a.m. on July 20, 2021, Roseburg Fire Department personnel responded to a water flow alarm at the Rose Apartments located at 805 SE Stephens Street. Firefighters arrived on scene to find the sprinkler system activated with water flowing from the fourth floor of the structure. Water was found to be flowing throughout the stairwell and out the front door of the commercial structure. Upon entry into the building, firefighters discovered a fire in the garbage disposal closet on the fourth floor of the structure. The commercial structure had an automatic fire sprinkler system installed. Firefighters gained access to the basement and located the sprinkler riser room. The sprinkler system was turned off, recharged, and reset. The sprinkler system had activated when exposed to the fire, effectively extinguishing it and preventing the fire from spreading. UPDATE -- FEDEX DRIVER LINKED TO MULTIPLE NEW CHILD ABUSE VICTIMS

Washington Co. Sheriff's Office Over the past several days, Violent Crimes Unit detectives have continued to investigate Mr. Negrete's history and actions. A combination of community reports and investigative work showed Mr. Negrete has at least four additional child victims. Mr. Negrete contacted all of those children during his work as a FedEx driver. Several of those children are still unidentified.  Mr. Negrete has delivered for FedEx for approximately one year, and his routes included southwest Portland, Beaverton, Aloha, and Tigard. Detectives are renewing their request to have parents in those areas speak with their children. Anyone with information can call the Sheriff's Office 24/7 at 503-846- 2700.  Mr. Negrete is expected to face additional charges as the investigation continues. On July 19, 2021, a Washington County judge increased his bail to $250,000, and he remains in jail.
