Suspect Arrested in Portland Sex Assault Investigation

On August 11, 2018, at 10:54 p.m., 64-year-old Sandy S. Ortiz was arrested in San Diego, California, in connection to a Portland Police Bureau Detective Division's Sex Assault Detail Investigation.
This investigation began in May 2018, when a community member contacted the Portland Police Bureau and reported he had been sexually assaulted by Ortiz from the summer of 2000 through the summer of 2001. The Portland Police Bureau Detective Division's Sex Assault Detail received information about the report and continued the investigation.
Based on information learned during the investigation, detectives believe Ortiz met the victim at the Multnomah County Health Department's Northeast Health Center, located at 5329 Northeast Martin Luther King Junior Boulevard. Ortiz was an employee of the Multnomah County Health Department at the time of the reported assaults. Investigators believe the sexual assaults occurred at Ortiz's apartment, located at 2708 Northeast Sandy Boulevard.
The information learned during the Police Bureau's investigation was provided to the Multnomah County District Attorney's Office. A Multnomah County Grand Jury heard evidence in this case and returned a true bill and a warrant was issued for Ortiz's arrest on August 7, 2018.
On Saturday, August 11, 2018, United States Customs and Boarder Protection Officers arrested 64-year-old Ortiz in San Diego on the Multnomah County warrant and he was extradited to the State of Oregon. Ortiz was lodged at the Multnomah County Jail on two counts of Sex Abuse in the First Degree.
Ortiz will be arraigned in Justice Center Courtroom Three, located at 1120 Southwest 3rd Avenue, on Friday, August 31, 2018, at 9:45 a.m.
Detectives believe Ortiz may have victimized more people and may have used his employment at the Multnomah County Health Department to meet potential victims. Ortiz is known to have worked at the Northeast Health Center, located at 5329 Northeast Martin Luther King Junior Boulevard, and the Multnomah County Westside Clinic, located at 426 Southwest Stark Street.
