Recovered Stolen Property (Theft of packages from porches)

On 12/21/18, at 1630 hours, an officer from the Bend Police Department responded to a report of package thefts from a home in the 20000 block of Fairway Dr.  The homeowner reported that an unknown male subject was observed on home video surveillance coming to the front porch of their home, knocking on the door, and when they did not get a response the suspect stole the packages that had previously been delivered.  The packages contained Christmas presents for family members in the home.

The officer was able to obtain a copy of the video surveillance from the homeowner. The officer was able to identify the suspect vehicle, which was a 2004 Kia Optima, as well as the license plate on the vehicle. The officer identified Steven Stout as the suspect.
On December 23 while on patrol, a separate officer was able to identify Stout driving the previously identified vehicle from the thefts. That officer stopped the vehicle in the 2400 block of NE Twin Knolls.

During a search of the suspect vehicle, officers located and recovered the previously reported stolen property from December 21. During the search, other property was located and was found to be stolen from a different package theft in the 300 block of SW McKinley. As well as the recovered property, officers located heroin and methamphetamine on his person. Stout was arrested on the theft and drug charges.

Officers contacted the original theft victim and their property was returned.  Officers continued their investigation and were able to locate an additional victim of theft from the City of Bend Police Department Online Report System. 

Officers learned from the online report that over $1500 of snowboarding gear had been delivered and those packages had been stolen off their porch within moments of being delivered.   These products were also intended to be Christmas gifts to family members.  Officers contacted this victim as well, and their gifts were returned in time for Christmas.

Stout admitted to ingesting controlled substances prior to being stopped by officers.  Stout was transported by Bend Fire and Rescue to St Charles Bend, where he was cited and released.
