Suspect Arrested in Connection to Monday Afternoon Carjacking in Downtown Portland

On Tuesday, December 25, 2018, at 8:50 a.m., North Precinct officers arrested 23-year-old Mark Anthony Fernandez near Northeast 148th Avenue and Northeast Sandy Boulevard.

North Precinct officers observed Fernandez driving a maroon Chrysler Town and Country that had been taken during a robbery that occurred on Monday, December 24, 2018, near Southwest 10th Avenue and Southwest Washington Street.

A North Precinct officer observed the maroon Chrysler Town and Country with Oregon license plate "829HXP" being driven in the area of North Union Court and North Hayden Meadows Drive. When the officer attempted to stop the driver of the stolen Chrysler Town and Country, the driver drove away, fleeing from officers. Officers pursued the driver and vehicle for a period of time, but stopped the pursuit when the driver's actions were believed to be a danger to the public.

Shortly after officers stopped pursuing the driver and stolen vehicle, an officer located the vehicle being driven in the area of Northeast 148th Avenue and Northeast Sandy Boulevard. An officer performed a pursuit intervention technique on the vehicle. The vehicle stopped and the driver was taken into custody without further incident.

During a search of the vehicle, officers located a replica firearm believed to have been used in the Monday afternoon robbery in Downtown Portland. The replica firearm was seized as evidence. (A photograph of the replica firearm is provided with this release.)

The driver of the vehicle was identified as Fernandez. Fernandez was lodged at the Multnomah County Jail on charges of Robbery in the Second Degree, Unlawful Use of a Motor Vehicle, Failure to Perform the Duties of a Driver - Property Damage (three counts), and Attempt to Elude Police Officer.

On Monday, December 24, 2018, at 2:00 p.m., Central Precinct officers responded to the report of a robbery of a motor vehicle near the intersection of Southwest 10th Avenue and Southwest Washington Street.

Officers contacted witnesses and a victim at the crime scene. Based on statements gathered by officers, investigators believe a suspect brandished a firearm while unlawfully entering a minivan and driving away.

Officers searched the area but have not located the suspect or the victim's stolen vehicle at this time in the investigation.

The stolen vehicle is described as a maroon or purple 2008 Chrysler Town and Country minivan with Oregon license plate 829HXP. Officers believe the vehicle likely has rear-end damage as a result of backing into multiple vehicles as the suspect fled from the scene in the stolen minivan.

The suspect is described as a white male, 20 to 30-years-old, with short hair, armed with a handgun.

There were have been no reports of injury as a result of this robbery at this time.
