Redmond Police Arrest Two on Drug Sales Charges

Redmond, OR- On Friday, March 15th, a Redmond Police Officer contacted Krystaal Bulkley, 37-yrs of age, at her residence located at 1561 SW Canyon Drive, Redmond. Bulkley was taken into custody on Identity Theft and Forgery charges related to on-going investigations. Upon Bulkely's arrest, she was found to be in possession of heroin.
Redmond, OR- On Friday, March 15th, a Redmond Police Officer contacted Krystaal Bulkley, 37-yrs of age, at her residence located at 1561 SW Canyon Drive, Redmond. Bulkley was taken into custody on Identity Theft and Forgery charges related to on-going investigations. Upon Bulkely's arrest, she was found to be in possession of heroin.
As Bulkley was being taken into custody, her boyfriend, Charles Mansfield, a 29-year old Redmond resident, ran from the driveway into the house. It was then learned Mansfield had outstanding felony warrants out of the Oregon State Parole Board. Officers on scene developed information regarding a loaded shotgun in the house. Mansfield is known to law enforcement for eluding capture and violence towards the law enforcement.
Efforts to negotiate with Mansfield regarding his surrender were unsuccessful. Due to the inherent danger on scene the region’s SWAT team was called to assist. Mansfield refused to surrender, resulting in the SWAT team forcing entry into the home. An unmanned aerial system (drone) along with Redmond Police K-9 “Mavrik” and Redmond Police narcotic K-9 “Rogue” were deployed in the house and Mansfield surrender a short time later. A subsequent search warrant was executed and evidence of heroin and meth manufacture and sales, in addition to a loaded shotgun were discovered inside the home.
Bulkley was lodged at the Deschutes County Adult Jail on the following charges relating to multiple to investigations:
Identity Theft
First Degree Forgery
Fraudulent Use of a Credit Card
Unlawful Possession of Heroin
Unlawful Manufacture of Heroin
Unlawful Delivery of Heroin
Unlawful Possession of Methamphetamine
Unlawful Delivery of Methamphetamine
Unlawful Manufacture of Methamphetamine
Hindering Prosecution
Mansfield was lodged at the Deschutes County Adult Jail on the following charges:
Parole Violation
Unlawful Manufacture of Heroin
Unlawful Delivery of Heroin
Unlawful Possession of Heroin
Unlawful Possession of Methamphetamine
Unlawful Delivery of Methamphetamine
Unlawful Manufacture of Methamphetamine
As Officers were preparing to leave the scene, several citizens were clapping, cheering, and expressed appreciation for the resolution of an ongoing problem in their neighborhood.
The Redmond Police Department would like to thank the Central Oregon Emergency Response Team for helping keep Redmond safe, and would also like to thank Central Oregon Drug Enforcement for their assistance in the investigation.
