Stranger accused of kidnapping, sexually abusing four year old girl

Jessica’s Law went into effect in 2006 and requires a 25 year mandatory minimum sentence for adults convicted of raping, sodomizing or sexually penetrating a child younger than 12 years old, or when an adult is convicted of kidnapping a child under the age of 12 in furtherance of the commission of, or attempted commission, of one of those same sexual crimes listed above.
Kinu is charged with three counts of kidnapping in the first degree, two counts of sexual abuse in the first degree and one count of kidnapping in the second degree.
According to a probable cause affidavit, on August 12, 2019, just after midnight, Portland Police responded to the area of Southeast 92nd Avenue and Southeast Mt. Scott Boulevard after receiving information about a child being sexually assaulted.
Police spoke with an adult female who told them that she was with her four year old daughter walking home from the grocery store, according to court documents. The mother told police that as she carried the groceries, an unknown male, later identified as Kinu, approached and briefly communicated with her before eventually walking off with her four year old child.
The child’s mother told the man to stop and was unable to keep up, according to court documents. She reported losing sight of her child.
When the child was found, the mother reported finding signs indicative of her child being sexually assaulted, according to court documents.
A sexual assault forensic examination (SAFE) kit was collected at the hospital. The forensic evidence was submitted to the Oregon State Police Forensic Crime Laboratory for DNA testing.
On February 11, 2020, OSP notified the Portland Police Bureau that Kinu’s DNA had been located on the forensic swabs collected during the SAKE kit examination.
This case is being investigated by the Portland Police Bureau and the Multnomah County Child Abuse Team.
Like in all criminal and civil matters, electronic copies of court documents, which are not subject to a protective order, are available to the public through the Oregon eCourt Information (OECI) system.
No additional information can be released by the Multnomah County District Attorney’s Office at this time pursuant to the Oregon Rules of Professional Conduct.
A charging document is only an accusation of a crime. Kinu is innocent unless and until proven guilty.
