MCMINNVILLE MAN LODGED ON CHILD SEX ABUSE CHARGES

In August of 2020, The McMinnville Police Department’s Detective Section received information from the Oregon Department of Justice regarding numerous “cybertips” they received from the National Center for Missing and Exploited Children (NCMEC).  Collectively the cybertips contained information about someone uploading several hundred sexually explicit images of children by means of an internet service provider.

 

Detective Brice Winters conducted the overall investigation, which involved obtaining a search warrant for a specific residence in McMinnville.  During the service of the search warrant, various electronic devices were seized.  Certain electronic devices were later analyzed with assistance from the electronic forensic analysists at the Newberg-Dundee Police Department and the devices were found to contain thousands of images of concern.

 

The overall case was submitted to the Yamhill County District Attorney’s Office for review and an arrest warrant was eventually issued.  On February 13th, 2021, 30-year old Jessie L. Rider of McMinnville was arrested on the warrant and was lodged at the Yamhill County Correctional Facility on the following charges:

 

  1. Encouraging Child Sex Abuse in the First Degree (10 counts) – ORS 163.684
  2. Encouraging Sexual Assault of an Animal (2 counts) – ORS 167.341

The McMinnville Police Department’s Detective Section is comprised of six (6) detectives that primarily conduct investigations involving child physical and sexual abuse, as well as cases involving sexually explicit imagery of children, and online child exploitation and enticement.  They also conduct various death investigations, to include homicides and potential criminal drug overdose cases, as well as other investigations involving major person crimes.

 

The National Center for Missing and Exploited Children (NCMEC) is a private, non-profit corporation whose mission is to help find missing children, reduce child sexual exploitation, and prevent child victimization.  They are a collection point for information relating to child exploitation and they forward the information they receive to appropriate law enforcement agencies for further investigation.  They also provide useful information and resources to parents of exploited children, as well as information about what signs or indicators parents should look for and information about how parents can prevent their child from being exploited.
