PORTLAND POLICE OFFICERS ARREST MAN WHO EXPOSED HIMSELF AND ASKED 12-YEAR-OLD FOR SEX

Portland Police Bureau

East Precinct Officers were able to locate and arrest a man who asked a 12-year-old child to have sex with him.

On Monday, March 28, 2022, at 7:18 am, East Precinct Officers were dispatched to the 10000 Block of Southeast Steele Street on the report of an attempted rape. When Officers arrived, they learned that as a 12-year-old girl was walking to a neighbor’s house before making her way to school, she was approached by a man she did not know. The stranger had his pants down and was exposing his genitals to the young girl. The man then asked the girl if she wanted to have sex with him. Fortunately, the victim’s family saw this occurring and was able to chase the man away. Family members were careful to remember key descriptors of the suspect, which allowed them to provide officers with an accurate description in addition to the direction they last saw him running.

East Precinct Officers flooded the area and began searching for the suspect. Officers soon located suspect, and after a short foot pursuit managed to safely take him into custody. Detectives with the Child Abuse Team (CAT) conducted an interview with the suspect, and consulted with the Multnomah County District Attorney’s Office to determine the appropriate charges. 20-year-old Bill Glenn was booked into the Multnomah County Detention Center on the charges of Coercion, Luring a Minor, and Public Indecency.

Thanks to the young girl’s vigilant family members, and officers dedicated to serving our Portland community, the suspect was quickly found and arrested. Anyone who believes they have additional information about this incident is asked to contact Child Abuse Detectives at (503) 823-0244.

The Portland Police Bureau would like to remind our community that, as is illustrated in this case, one of the most valuable things people can do to assist in the arrest of dangerous individuals is to be good witnesses.
