Portland Police Bureau Monitors Protest Activity in South Waterfront, No Arrests Made

On the evening of Monday, November 3, 2025, the Portland Police Bureau (PPB) activated an Incident Command Team (IMT), which is overseen by a Crowd Management Incident Commander (CMIC). The CMIC managed numerous resources that included the Rapid Response Team (RRT) and Dialogue Liaison Officers (DLOs). DLOs, wearing white uniform shirts, act as liaisons to demonstrators. They are sworn officers with arrest powers, but their goal is to foster communication. PPB is also grateful for the assistance of Oregon State Police and Portland Fire & Rescue.

PPB members did not observe any person or property crimes that warranted interdiction. No arrests were made.

To date, the total number of arrests related to nightly protests in the South Waterfront is 63.
