Portland Police Bureau Monitors Protest Activity in South Waterfront; No Arrests Made

On the evening of Saturday, November 15, 2025, the Portland Police Bureau (PPB) activated resources to monitor activity in the South Portland Neighborhood near the Immigration and Customs Enforcement (ICE) building. These resources included the Rapid Response Team (RRT) and Dialogue Liaison Officers (DLOs). DLOs, wearing white uniform shirts, act as liaisons to demonstrators. They are sworn officers with arrest powers, but their goal is to foster communication. Additional resources can be activated as needed. PPB is grateful for the assistance of Portland Fire & Rescue.
PPB members maintained a presence in the area periodically. No arrests were made.
To date, the total number of arrests related to nightly protests in the South Waterfront is 67.
