The Portland Police Bureau monitored protest activity in the South Waterfront, and made one arrest
On the evening of Tuesday, November 4, 2025, the Portland Police Bureau (PPB) activated an Incident Management Team (IMT), which is overseen by a Crowd Management Incident Commander (CMIC). The CMIC managed numerous resources that included the Rapid Response Team (RRT) and Dialogue Liaison Officers (DLOs). DLOs, wearing white uniform shirts, act as liaisons to demonstrators. They are sworn officers with arrest powers, but their goal is to foster communication. PPB is also grateful for the assistance of Oregon State Police and Portland Fire & Rescue.
During the evening, PPB made one arrest tied to an altercation. James H. Ireland, 35, of Beaverton, was arrested and booked into the Multnomah County Detention Center (MCDC) on Harassment, Unlawful Possession of a Firearm and Possession of a Loaded Firearm in a Public Space.
Other than this incident, PPB members did not observe any person or property crimes that warranted interdiction. No arrests were made.
To date, the total number of arrests related to nightly protests in the South Waterfront is 64.
