GRESHAM POLICE ARE INVESTIGATING A SUSPICIOUS DEATH AS HOMICIDE

  Gresham Police Dept Gresham, Ore.— On March 18, 2021, at 2:53 p.m., Gresham Police received information about a deceased person at 16431 NE Glisan St.  Officers arrived and found 58-year-old Gresham resident, Mark Lawrence Whitaker, deceased.  His family has been notified.       43-year-old Lewis Monroe Phillips of Gresham was arrested and booked into the Multnomah County Detention Center on charges of Murder in the second degree and Abuse of a Corpse in the first degree.    No additional information is available at this time.

  Clackamas Co. Sheriff's Office The Clackamas County Sheriff’s Office is investigating a double homicide following a shooting in unincorporated Clackamas County. Photos/video are attached. On Saturday March 20, 2021, at about 11:13 p.m., Deputies from the Clackamas County Sheriff’s Office were dispatched to the report of a shooting at the Reflections apartment complex located at 8800 SE Causey Loop in unincorporated Clackamas County near Happy Valley.  Deputies received additional information while responding that two people had been shot inside an apartment.  The suspect was seen fleeing the location on foot.    Deputies arrived within minutes to check for the suspect and render aid to the victims.  Both of the victims were deceased when deputies arrived. REGISTERED SEX OFFENDER ARRESTED ON 12 NEW COUNTS OF SEX CRIMES

  Grants Pass Dept. of Public Safety On March 18, 2021, Detectives with the Grants Pass Department of Public Safety (GPDPS) and Oregon State Police (OSP) arrested 42-year-old David Manning Koger on 12 counts of felony sex crimes. Koger, a registered sex offender, is reported to have subjected the victims to sexual contact on multiple occasions. Both victims were under 12 years of age at the time of the incidents. This investigation began in February 2021 with a report to GPDPS of sex offenses which occurred between 2013-2015. OSP became involved when it was discovered the incidents had occurred both in and outside the city limits of Grants Pass. Detectives were also assisted by the Children’s Advocacy Center, Department of Human Services, and Josephine County Community Corrections. Koger was lodged at the Josephine County Jail on all charges. Anyone with information about this case, or an incident of a similar nature, is encouraged to contact Det. UPDATE - DEATH INVESTIGATION - LINCOLN COUNTY

  Oregon State Police Oregon State Police investigators have received and investigated more than 180 tips from the public, law enforcement partners and the National Center for Missing and Exploited Children.  Using available dental records, field contacts, and other investigative techniques, investigators have been able to exclude 61 individuals from being the child whose remains were recovered.  Investigators are still actively working to identify the deceased, and reviewing information regarding missing children which changes and is updated frequently.  Several different investigative efforts are underway, including DNA analysis.  With the assistance of the Oregon State Medical Examiner’s Office, DNA has been extracted, and is awaiting analysis.  This analysis is expected to provide investigators additional information regarding the race, origin, eye color, and other genetic details that may help lead to her identity.  A sketch with the updated race and genetic details will be releas

SUBJECT ARRESTED FOR MANUFACTURING AND POSSESSION OF A DESTRUCTIVE DEVICE - JACKSON COUNTY

  Oregon State Police On March 18, 2021 the Oregon State Police Explosives Unit in conjunction with the Medford Police Department served a search warrant on a residence in the 1100 block of Char Way, in Medford, Oregon. This was the result of an ongoing investigation related to multiple reports of explosions across the Rogue Valley.  Investigators from the Oregon State Police and the Medford Police Department identified a suspect and during the search of the residence located numerous items relating to the manufacturing of destructive devices.  Brian Lighthill (23) was arrested and lodged in the Jackson County Jail. Lighthill was charged with 23 counts of Manufacturing of a Destructive Device and 9 counts of Possession of a Destructive Device.

FATAL HOUSE FIRE IN FAIRVIEW UNDER INVESTIGATION

Sheriff's Office On Thursday, March 18, at approximately 6:21 a.m., the Multnomah County Sheriff’s Office received multiple reports of a house fire in the 20100 block of NE Interlachen Lane in Fairview. MCSO Deputies, Gresham Police officers and Firefighters with the Gresham Fire Department responded. A Gresham Police Officer arrived on scene within minutes, at approximately 6:23 a.m. and saw a woman was trapped on an elevated balcony. The Gresham officer sprang into action, using a ladder he found on the property to rescue the woman. An off-duty Portland firefighter assisted in the rescue effort. The woman was not injured. The woman indicated an elderly man was still inside. Responders attempted to locate the man, but were unable to get to him because of the thick smoke and rapidly spreading flames.   Douglas Interagency Narcotics Team (DINT) In the evening hours of Wednesday, March 17th, 2021, detectives with the Douglas Interagency Narcotics Team (DINT) arrested two individuals from southern California for various drug crimes.  This was the culmination of a long term investigation that has been ongoing for several months.  A traffic stop was initiated on Wecks Road near Pacific Highway near Myrtle Creek, Oregon.  Drug detection K-9 "Trapper" was applied to the vehicle and used his talents in the search for controlled substances.  After checking out the vehicle, Trapper gave an alert indicating the presence of controlled substances.   A search of the vehicle revealed approximately 4 pounds of methamphetamine and approximately 1 ounce of heroin.     Both occupants of the vehicle were arrested.  42 year old Mark Scherer of Roseland, Ca was arrested and lodged at the Douglas County Jail where he was charged with Unlawful Possession and Unlawful Delivery of Methamphetamine.
