Two Men Arrested for Online Sexual Corruption of a Minor

 Springfield Police Dept In February, a Special Investigations detective was conducting proactive work regarding child prostitution and posed online as a teen girl. Two men, responded separately to the posting and made an agreement to meet the “girl” who identified herself as age 15, and then showed up at the designated meet-up location.  Donald Jeffery Randall, age 58, of Springfield, was arrested on February 11, after he responded to the undercover juvenile prostitution ad and solicited the “15-year-old” girl for intercourse and sending pornographic images of himself. He was lodged at the jail for Online Sexual Corruption of a Child in the First degree. Case# 21- 02217. Mark Alan Ewing, age 53, of Eugene, was arrested on February 2. Sheriff's Office DOUGLAS COUNTY, Ore.  – Detectives with the Douglas County Sheriff’s Office are seeking information related to an open missing person case from 1995.   “It has been 26 years since he disappeared. Someone out there has information; and we just need them to come forward to help us bring a sense of peace to his family,” Detective Kevin Dodds remarked about the case.  On February 12, 1995, Curtis Dale Hill was reported missing to the Douglas County Sheriff’s Office.  An extensive investigation was conducted into Hill’s disappearance; however, he has never been located and the circumstances of his disappearance remain limited.  “The Sheriff’s Office never closes a missing person case where the person has not been located. The cases remain open and are periodically reviewed and efforts to glean additional information are made,” Sgt. Brief Pursuit Leads To Arrest Of Intoxicated Motorcyclist

  Lincoln City Police   On Wednesday, February 10, 2021, Lincoln City Police Officers observed a motorcyclist traveling at a high rate of speed and running stop signs on NW 36th St, a residential neighborhood. Officers attempted a traffic stop on the motorcyclist, but the motorcyclist sped away on N Hwy 101, quickly accelerating to over 70MPH. LCPD Officers discontinued the pursuit due to public safety concerns. Shortly after, Officers found the same motorcyclist stopped on NE 18th Pl and another traffic stop was attempted. Again, the motorcyclist sped off and the pursuit was not continued. A few minutes later, Officers located the suspect stopped in the Surftides Hotel parking lot and another traffic stop was attempted. The suspect attempted to evade police again, but found himself driving down a dead end parking lot nearby. Cesar Lujano-Rosales Convicted on Multiple Counts in Child Sexual Abuse Case

District Attorney's Office HILLSBORO, Ore.- On February 10, 2021, Judge Andrew Erwin found 44-year-old Cesar Lujano-Rosales guilty of two counts of first-degree sodomy and one count of first-degree sexual abuse in a bench trial. Deputy District Attorney Marie Atwood prosecuted the case against the defendant. In June of 2020, neighbors of the then 17-year-old victim became concerned when they spotted a person climbing out of the victim’s bedroom window. Witnesses reported the person was dressed as a woman in a skirt and wig but was clearly a man. They alerted the victim’s mother who notified law enforcement. The Washington County Sheriff’s Office immediately launched an investigation. They learned the victim was developmentally disabled. The victim told his mother that the man initially approached him outside his apartment complex and struck up a friendship. The defendant eventually began sending the victim sexually explicit messages and asked the victim for money.

Tigard Police Seeking Help Identifying Robbery Suspect

  Tigard Police   Tigard Police detectives are asking for your help in identifying a robbery suspect. Just before 8:00 p.m. on Wednesday, February 3rd, a man came up to the jewelry counter in Macy’s at the Washington Square Mall, smashed a glass case and ran off with more than two dozen gold necklaces. The combined value of the stolen jewelry is estimated at more than $30,000. A jewelry counter employee described the man as white and approximately 6 feet tall, with an average build and blonde hair. He was wearing a black sweatshirt, a baseball hat and a black mask with white writing on it. An employee followed the man as he ran out of the store and toward a parking structure. The suspect told the employee he had a friend in the car with a gun. The employee stopped giving chase and nobody was hurt. RESIDENTIAL STRUCTURE FIRE - 1158 NE LINCOLN STREET - 2-11-21

  Roseburg Fire Dept. At 8:42 a.m. on February 11, 2021, Roseburg Fire Department personnel responded to a reported residential structure fire at 1158 NE Lincoln Street. The reporting party stated that smoke was showing from the roof of the structure and it was unknown if there were any residents inside the structure. Firefighters arrived on scene to find heavy smoke showing from the roof of a two story residential structure.  An interior attack was made by firefighters resulting in location of the fire and quick extinguishment. While completing a primary search, firefighters located and rescued two dogs that were inside the home. Secondary search found no victims and overhaul was completed. It was determined the homeowner was not at the residence at the time of the fire. Firefighters were able to protect the surrounding homes from damage. SALEM MAN ARRESTED AND CHARGED WITH ENCOURAGING CHILD SEX ABUSE

  Salem Police Dept. Salem, Ore.  — Salem resident, Jason Clark, was arrested yesterday, February 9, 2021 by Salem Police detectives for ten counts of encouraging child sex abuse in the second degree. Patrol officers initiated the investigation based on the report by concerned citizens. The report was forwarded to detectives from the Salem Police Computer Forensics Lab who determined Clark, age 45, was in possession of and viewing child pornography. A warrant service on Clark’s residence led to the seizure of computers, hardware and mobile phones totaling 26 devices. Detectives located tens of thousands of child pornography videos and images. Attempt To Locate Justin Lee Knowlton

Toledo Police and Public Safety Department On 02-04-2021 at approximately 10:12 AM Toledo Police Department Sgt. Pitcher conducted a traffic stop on a vehicle after observing numerous traffic violations.  Sgt. Pitcher identified the driver of the vehicle as Justin Lee Knowlton of Siletz, Or, and a female passenger as Kayla Carlile of McMinnville , Or.  At the time of the stop Mr. Knowlton had an active felony warrant for his arrest for felony weapons offense and was on “abscond” status on his felony parole out of Douglas County.  Mr. Knowlton’s driver’s license was also suspended at the misdemeanor level.  Through further investigation Sgt. Pitcher located approximately 22 grams of methamphetamine and a digital gram scale inside of the vehicle.  At this time other items belonging to Mr. Knowlton was seized in anticipation of a search warrant.   At the time of the stop the Lincoln County Jail refused to lodge Mr. Knowlton citing COVID-19 protocols.   On 02-08-2021 the search warrant on

CAREGIVER ARRESTED FOR MURDER II, CRIMINAL MISTREATMENT I

  Grants Pass Dept. of Public Safety On January 24, 2021, a nursing supervisor at Three Rivers Medical Center (TRMC) contacted the Grants Pass Department of Public Safety (GPDPS) to report a patient in their facility with suspicious injuries believed to be caused by neglect. The patient, 59-year-old Martha M Vencill, was in critical condition due to the extent of her injuries. Prior to admittance to the hospital, Vencill had been receiving full-time in-home care due to developmental disabilities.  During the course of the investigation, Page E Backus was identified as Vencill's caregiver, whom Vencill had lived with for nearly 10 years. She and another resident received fulltime care from Backus. On January 9, 2021, Vencill suffered a fall in her room. Backus was unable to assist Vencill back into bed and left her on the floor for nine days, until January 18, 2021. By January 23, 2021, Vencill's injuries were so severe she was transported by ambulance to TRMC.  The extent of in

DOMESTIC MENACING WITH SHOTS FIRED

  Grants Pass Dept. of Public Safety On Wednesday morning at about 1:30 A.M., the Grants Pass Department of Public Safety received multiple 911 calls of a domestic disturbance in the 1100 block of SW G Street. It was reported a male and female were arguing, and subjects were running back and forth from a vehicle to a residence. As police units were responding, 911 callers reported hearing gun shots, and seeing a dark colored SUV leave the scene at a high rate of speed.  When police arrived, a perimeter was established around the residence. Police contacted the occupants of the apartment and requested they exit.   Two females were initially detained until police could ensure nobody was injured inside, and there was no immediate danger to the public. Police collected evidence outside that confirmed gun shots had been fired. UPDATE: SEX OFFENSE ARREST

  Grants Pass Dept. of Public Safety UPDATE: Grand Jury Indictment Following Jay Reese's arrest on February 2, 2021, a search warrant was granted and served on Reese's cell phone. Two images were located consistent with child sexual exploitation. One image depicted a toddler-aged female and one depicted a prepubescent female; both images included an unknown adult male subject engaged in sexual conduct. Based upon this evidence, Reese was lodged on the addtional charges of Encouraging Child Sexual Abuse I (two counts) on February 3, 2021. On February 9, 2021, this case was presented to the Josephine County Grand Jury. Reese was indicted on the following charges: Sexual Abuse in the Second Degree (three counts) Encouraging Child Sexual Abuse in the First Degree (two counts) This case remains under investigation and anyone with information is encouraged to contact the Grants Pass Department of Public Safety at 541-450-6260.

SHERIFF'S OFFICE SEARCHING FOR MISSING WOMAN AT HAGG LAKE

Sheriff's Office On Friday, February 5, 2021, at approximately 11:30 p.m., Washington County Sheriff’s Office deputies were called to an apartment complex in Aloha, where they learned about a woman who may be a danger to herself. It was reported to deputies that Tara Callahan, age 38, was headed to Henry Hagg Lake to possibly drown herself. Deputies located Ms. Callahan’s vehicle at Boat Ramp C at Hagg Lake but were unable to locate her. On Saturday and Sunday, the Sheriff’s Office  Search and Rescue  team utilized several cadets and other teams to look in the wooded area and shoreline around the lake and the Sheriff’s Office  Marine Patrol  checked the water. The  Remotely Operated Vehicle Team  also used an unmanned aircraft (drone) to search for Ms. Callahan. The  Clackamas County Sheriff’s Office Dive/Rescue Team  assisted in searching the waters around Boat Ramp C over the weekend, but were unable to locate her.
