CYBER TIP LEADS TO ARREST OF SALEM MAN FOR ENCOURAGING CHILD SEXUAL ABUSE

  Marion Co. Sheriff's Office Yesterday morning, February 2nd, 2021, detectives from the Marion County Sheriff’s Office arrested a 26-year-old Salem man for encouraging child sexual abuse following a 3-month investigation. The investigation started after the National Center for Missing & Exploited Children were alerted to images of suspected child sexual abuse material being shared online and notified local authorities.  In coordination with the regional Internet Crimes Against Children taskforce, investigators were able to identify a suspect in the Salem area. Early Tuesday morning detectives from the Marion County Sheriff’s Office Criminal Investigations Unit served a search warrant at an apartment on Stafford Lane NE in the Four Corners area of East Salem.   Refugio Cruz-Juarez, 26, of Salem was arrested at the apartment and taken to Marion County Jail where he was charged with the crimes of Encouraging Child Sexual Abuse in the 1st Degree and Encouraging Child Sexual Abuse

FATAL TRAFFIC CRASH

  Lane Co. Sheriff's Office On 02.02.2021 at approximately 6:00 PM Junction City Police Officers and Lane County Sheriff's Deputies responded to a two vehicle crash on Cox Butte Road near Oaklea Drive.  A preliminary investigation indicates that a vehicle driven by 20 year old Junction City resident Parker Post, was disabled in the road without appropriate hazard lighting.  The other involved motorist fatally struck Post and the disabled vehicle.  The surviving motorist cooperated with the investigation and at this point there is no indication criminal behavior contributed to the crash.

UPDATE: MISSING ROSEBURG TEEN LOCATED, NON-CUSTODIAL MOTHER ARRESTED

Sheriff's Office UPDATE 02/03/2021 9:30 AM ROSEBURG,  Ore. -  Douglas County Sheriff's Office deputies have located 14 year-old Shena Horton.  Deputies were able to locate Horton at approximately 11:40 PM on Tuesday, February 2, 2021, at a residence in the Green District in the company of her biological non-custodial mother.  Detectives interviewed Horton and determined she had been with her biological non-custodial mother since she left her residence.  Deputies arrested Gloria Shannon Kicinski for Custodial Interference in the Second Degree. Kicinski was transported to the Douglas County Jail where she was lodged. The Sheriff's Office would like to thank the public for their assistance in locating Horton.

*Update* Lincoln County Sheriff's Office seeks public information in missing person case

Sheriff's Office UPDATE- February 2nd, 2021 Lincoln County Sheriff’s Office Search and Rescue has suspended the operation to locate and rescue Adrian Alonzo Smith.  Search and Rescue crews searched the area extensively and have been unable to locate Smith.  Despite snow, rain, and wind, SAR teams covered an on-the-ground distance of 483 miles within a primary search area of about eight square miles.  Drones, K9s, and forensic cellphone analysis were also unable to shed light on Smith’s whereabouts. A tip from the public on January 26th reported a location where Smith was seen several days before.  The reporter indicated Smith was shirtless in the cold weather, which is a common symptom of severe hypothermia.  Smith’s encampment was located on the afternoon of January 30th near where he was reported to have been seen.  Food, water, and other supplies appeared to have been untouched since before the recent snowfall began in the area on January 26th.  The evidence, weath

Horton left her residence in the 600-block of Newton Creek Road around 4:00 am on Sunday, January 31, 2021.  Horton is described as 5'01" 120 lbs with brown hair and brown eyes. She has braces on her upper and lower teeth.  If you see her, please contact law enforcement.

  Grants Pass Dept. of Public Safety On February 2, 2021, at about 0901 hours, the Grants Pass Department of Public Safety (GPDPS) received a report of a robbery in the parking lot of Umpqua Bank, located at 117 NE F Street.   It was reported the suspect, a white male pushed the victim and stole money from the victim's hand.  The suspect then fled the scene.  No one was injured and no weapons were brandished. GPDPS police officers and other Department personnel responded to the scene and searched for the suspect.  Members of the public called in tips, each of which was responded to by officers.  The suspect was not located during the initial search.  A bank camera captured the suspect on video.   This case is still under investigation. ALLEN GRADY WILLIAMS SENTENCED TO FOUR YEARS IN PRISON FOR ATTEMPTING TO LURE A MINOR

District Attorney's Office HILLSBORO, Ore.- On January 29, 2021, Allen Grady Williams, age 48, pleaded guilty to second-degree online sexual corruption of a child, seven counts of luring a minor and second-degree attempted sexual abuse. Judge Eric Butterfield then sentenced Mr. Williams to four years in prison. Deputy District Attorney Matt Wise prosecuted the case against the defendant. In 2018, the defendant, already a convicted sex offender, began messaging an undercover Washington County Sheriff’s Office detective whom he thought was a 15-year-old girl. Mr. Williams sent dozens of messages to the decoy account over a nearly two-year period. These messages were sexually explicit in nature. Law enforcement running this account repeatedly reminded Mr. Williams that the decoy was a minor, but the defendant continued to send graphic photos and videos of himself. The defendant agreed to meet with the decoy in-person several times over the course of their conversation

HERACLIO MADRIGAL-CARRILLO SENTENCED TO 20 YEARS IN PRISON IN CHILD SEXUAL ABUSE CASE

District Attorney's Office HILLSBORO, Ore.- On January 28, 2021, Heraclio Madrigal-Carrillo pleaded guilty to first-degree attempted sexual penetration and two counts of first-degree sexual abuse. Judge Charles Bailey then sentenced the defendant to 20 years in prison. Deputy District Attorney Rayney Meisel prosecuted the case against the defendant. Mr. Madrigal-Carrillo was known to the child. In May of 2019, the young victim reported the abuse to her mother, as well as a teacher. During a forensic interview, the child again accused the defendant of sexual abuse and disclosed additional details. The Washington County Sheriff’s Office launched an investigation. Detectives confronted the defendant with these allegations. After initially denying any inappropriate contact, the defendant eventually admitted he accidentally touched the child while playing with her. FATAL CRASH ON INTERSTATE 5 - JOSEPHINE COUNTY

  Oregon State Police On Sunday, January 31, 2021, at approximately 11:14 A.M., Oregon State Police Troopers and emergency personnel responded to a three vehicle crash on Interstate 5 near mile post 67. Preliminary investigation revealed that three vehicles were southbound on I-5 when a collision occurred.  Southbound vehicles were a Toyota Sienna, operated by Denise Watts (37) of Medford, a Buick LCR, operated by Rolland Wytcherley (85) of Wolf Creek, and a Dodge Avenger operated by Wendy Lynn (58) of Grants Pass. Investigators are still attempting to determine the exact sequence of events but believe poor visibility from rain and fog was a factor. Watts sustained fatal injuries and was pronounced deceased. Wytcherley and his passenger, Maria Wytcherley (72) of Wolf Creek, were transported to the hospital with injuries. Lynn and her passenger were not injured. OSP was assisted by Rural Metro Fire, Josephine County Sheriff's Office, AMR, and ODOT.

  Salem Police Dept. UPDATE at 2335:  Ivonna has been located and is safe with her parents. Thank you to the Salem community for their concern. Salem, Ore. - At approximately 7:00p.m. on Friday, January 29, 2021 the Salem Police Department received a call of a lost child. Ivonna Cofey, age 6, left her residence with her twin sister and became separated at approximately 5:00 p.m.  Ivonna is described as a slender, black child of light complexion. She is believed to be wearing a grey shirt and pink tights. She was last seen in the Lakeside Village Mobile Home park in the 3300 block of Turner RD SE. In addition to Salem police and fire personnel, the Marion County Search and Rescue team has been deployed and is actively searching the area. At this time the public is not needed to respond to the area, but if community members who live in the area or are traveling through the area happen to see Ivonna, please call 9-1-1 immediately.   Updates will be provided as they become available.   

OREGON STATE POLICE ARREST ARSON SUSPECT - MARION COUNTY

  Oregon State Police On September 14, 2020 Detectives from the Oregon State Police Arson Section responded to the 33000 block of North Fork Road to assist the Marion County Sheriff’s Office and the Stayton Fire Department with an arson investigation. On January 29, 2021 Detectives arrested William (Dale) Hopson (48) of Lyons for Burglary, Criminal Trespass, Arson, Criminal Mischief and Reckless Endangering.  He was lodged at the Marion County Jail and is expected to be arraigned on February 1, 2021. Investigation revealed that on September 9, 2020, two days after the initial Beachie Creek Fire (September 7, 2020) burned through the Detroit, Gates, Mill City and Lyons areas, Hopson returned to the area and intentionally set fire to his neighbors residence.  Hopson and the neighbor’s residence had not been damaged by the Beachie Creek Fire.

FATAL CRASH ON HWY 26 - CLACKAMAS COUNTY

  Oregon State Police On Friday, January 29, 2021 at approximately 6:05 A.M., Oregon State Police Troopers and emergency personnel responded to a two vehicle crash on Hwy 26 near milepost 17 (Stone Rd). Preliminary investigation revealed that a Ford F250, operated by Trever Lee (33) of Sandy, was westbound at a high rate of speed when it hit the back of a GMC Sierra operated by an adult male.  His name will be released later today. The operator of the GMC Sierra is being identified as Grant Fischer (23) of Boring. Lee was released from the hospital and transported to the Clackamas County Jail where he was lodged for Criminally Negligent Homicide, Manslaughter, Reckless Driving, and DUII.  The operator of the GMC Sierra was transported to the hospital where he was pronounced deceased. DEATH INVESTIGATION - CLACKAMAS COUNTY

  Oregon State Police On Tuesday, January 26, 2021 at approximately 7:37 P.M., Oregon State Police Troopers were called to the northbound French Prairie rest area on Interstate 5 in Clackamas County.  A male was discovered deceased inside a parked vehicle.  The manner of his death is being treated as suspicious, and investigators are actively examining the circumstances surrounding his death.  The victim was a 16 year old from Washington state. The name will not be released as he was a juvenile and this is an ongoing investigation. No further information is available at this time.  

MISSING WOMAN FOUND DECEASED

Sheriff's Office REEDSPORT, Ore.  - On Friday, January, 22, 2021, at approximately 3:00 pm, a deputy was notified of a vehicle off of the side of the road near milepost 36 on Lower Smith River Road. The caller reported finding a dog near the vehicle and stated he had taken the dog with him. The vehicle did not appear to have been involved in a traffic crash and the vehicle doors were locked. The deputy conducted a DMV check on the vehicle and learned it was registered to a female in Winchester Bay (not Garrison). The deputy drove to the registered owner's residence and attempted to make contact, but did not receive a response. On Sunday, January 24, 2021, at 4:25 pm, the Douglas County Sheriff's Office received a report of a missing person involving 70 year-old Margaret Lucretia Garrison of Reedsport.  Deputies learned that Garrison left Lakeside on Thursday, January 21, 2021, at approximately 3:30 pm. VEHICLE PURSUIT WITH SHOTS FIRED

Sheriff's Office On January 28, 2021 at 1:53am, a Deputy with the Josephine County Sheriff’s Office stopped to assist with what was believed to be a stranded motorist near the intersection of Riverbanks Road and Lower River Road. As the Deputy approached the vehicle, it left at a high rate of speed, spinning the tires and sliding sideways in the roadway.  With emergency lights activated, the Deputy attempted to stop the vehicle, however it continued east bound on Lower River Road towards Grants Pass at speeds up to 90 mph.  At this point, a vehicle pursuit was initiated.  Near the intersection of Lower River Road and Stewart Road, the suspect vehicle stopped in the middle of the road and the male driver reached out the driver window with a handgun and shot at the Deputy who was still seated in his vehicle.  The Deputy was not struck and the suspect vehicle fled at a high rate of speed continuing towards Grants Pass with the Deputy still in pursuit.  Two other Deputi

Upon investigation, Deputies determined Lauren McLennan fired his revolver into a male victim’s unoccupied vehicle and at the male victim during the incident, nearly striking the victim. INJURY CRASH ON HWY 99E - MARION COUNTY

  Oregon State Police On Wednesday, January 27, 2021 at approximately 2:07 P.M., Oregon State Police Troopers and emergency personnel responded to the report of a three vehicle crash on Hwy 99E near milepost 39.   Preliminary investigation revealed a Chevrolet pickup, operated by Tyler Cook (26) of Gervais, was northbound when it rear-ended a stopped Chevrolet pickup, operated by Jonathan Morgan (60) of Salem.  Morgan's Chevrolet pickup was forced into the southbound lane where it collided with a Dodge minivan, operated by Amisaday Espinosa-Feria (29) of Woodburn.  Morgan was stopped to turn into an adjacent driveway.     Espinosa-Feria was transported by life flight to the Salem Hospital.  Cook was transported by ground ambulance to the Salem Hospital.  Morgan was transported by private vehicle to the Salem Hospital.  OSP was assisted by the Marion County Sheriff's Office, Woodburn Fire Department, Keizer Fire Department and ODOT.  

Lincoln County Sheriff's Office seeks public information in missing person case

  Lincoln County Sheriff's Office The Lincoln County Sheriff's Office is seeking information related to the disappearance of Adrian Alonzo Smith.  Adrian Smith is a 49 year-old male who was last seen on Tuesday, January 19th, 2021, when friend dropped him off at the Drift Creek Falls Trailhead. Adrian missed his scheduled pickup the following day and LCSO Search and Rescue was notified.  Multiple areas were searched over several operational periods, but Adrian could not be located. There has been a high level of hiking activity in and around the Drift Creek Falls area.  It is likely that someone has had contact with Adrian, particularly around the 19th or 20th of January.  Adrian is about 6 feet tall, 170 pounds, with shoulder-length brown hair.  He has numerous tattoos on his upper body; most notably a large pair of wings on his back.   FBI - Oregon Update 1/28/21 Jane Doe 43 has been identified and located in another state. Due to the ongoing nature of the investigation, no further informaiton can be released. The FBI would like to thank those who helped share the information! The FBI is sending out a national alert, seeking the public’s assistance to identify an unknown woman who may have critical information pertaining to the identity of a child victim in an ongoing sexual exploitation investigation. Photographs and an informational poster depicting the unknown individual, known only as Jane Doe 43, are attached and can be found online at the FBI website at  http://www.fbi.gov/wanted/ecap Video of the unidentified female, Jane Doe 43, shown with a child was first seen and likely created in October of 2019. Jane Doe 43 is described as a White female with dark hair between 20 and 30 years of age. She is heard speaking English in the video. AUTO VS PEDESTRIAN CRASH ON WILLIAMS HWY

  Grants Pass Dept. of Public Safety On January 26, 2021 at about 1910 Hours, the Grants Pass Department of Public Safety (GPDPS) Dispatch received numerous 911 calls of a male subject being struck by a vehicle on Williams Hwy near New Hope Rd. Personnel from the GPDPS Police, Fire/Rescue, AMR and Rural Metro Fire responded to the scene. The male subject was located near the "A" lane of the highway and the scene was secured, which involved the closure of Williams Hwy from W. Harbeck to New Hope for over 4 hours.  Lifesaving measures were attempted, but the male was pronounced deceased at the scene. The driver of the vehicle that struck the male subject remained at the scene and cooperated with the investigation. The deceased male is a 20 year-old from New York whose name will not be released at this time, pending next of kin notification.  GPDPS Traffic Team members and Detectives responded to the scene and continued the investigation. EPD Investigates White Van in Social Media Posts About Screaming Females

Eugene Police Departmen   Eugene Police responded to a call on January 25 regarding a white van with blanked-out back windows and someone heard screaming. This was at E. Broadway and Patterson. Officers stopped a van in the area, and found that it was a work van with no one else inside except the driver, and no other vans were observed in the area that matched the description.    A video of the van was posted by a public member on social media, including Tik Tok and Twitter. Since then, 911 has been receiving calls about the social media posts. EPD has been following up with search for surveillance, other evidence, and checking calls and sightings of white vans. The van has been located and is no longer of interest. There is no evidence a crime was committed and no reported missing persons associated with this case   EPD is thankful to the person who posted the video for sharing it with investigating officers. BODY RECOVERED FROM WILLAMETTE RIVER - UPDATE

UPDATE January 26, 2021 at 1800  — The medical examiner has confirmed the findings of no foul play in the death of Kristopher Allen Rice whose body was found on the riverbank of the Willamette on Saturday, January 23.   Rice was seen by officers on January 7 during an attempt to reach him in relation to an arrest warrant. Officers were unsuccessful as Rice immediately fled before officers could physically reach him. Rice disregarded officers calling out to him as he fled. He was seen going into the river. A search for Rice was initiated including the deployment of a Salem Fire Department rescue boat. Rice was not found, and the search discontinued.
